PUBLIC MEETING MINUTES

Neuman called the meeting to order at 7:00 p.m.
Public Input
Neuman acknowledges a member of the public present and suggests that the HMA open the
meeting up for public input at this time.
Charley Mann addresses the HMA. Mann indicates that he and some neighboring property
owners on Riverview Street who have frontage on Bass River are interested in extending the
Bass River dredging plans to include the Bathing Beach cove area.
Neman provides an overview of the dredging permitting status and recommends Mann contact
the engineering consulting firm currently engaged in the permitting process to see if they can
leverage the existing effort underway.
Facilities
Dever reports on the dredging needing at Ferry Landing. Dever states that the permit has been
applied for; however we are waiting to receive and submit the results for the seepage test.
Dever states that there will likely be a 45 day window beginning in January to complete the
proposed dredging.

Dever reports that the current construction effort is continuing and the cap slab for the pier
should be poured in the next week or two pending favorable weather.
Dever reports that the installation of the rock sockets is going well.
Newman reports that the proposed walkway is scheduled to be put to out to bid in October 2011.
Newman states that there is still no easement finalized for the parking area under the bridge, but
that Mass Highway's legal team is reviewing the issue.
Newman reports that the existing Harbormaster's building is now empty.
Ward reports that we will be hiring divers to examine the new recreational floats for cracks.
Ward reviews the lease terms and electrical administrative fees proposed for the recreational
marina for the 2011 season. Ward moves that the proposed rates be accepted. The motion is
seconded and carries 7 -0.
Ward reports that the facilities committee recommends that the down payment on recreational
leases required to reserve a space for the 2011 season be 15% by December 15 and moves to
approve same. The motion is seconded and carries 7 -0.
Ward reviews proposed letter to existing recreational lease holders, and discussions ensue.
Dever states that there should be letters generated for the three different groups affected: the
existing tenants, the six people on the top of the waiting list who could fill the six open slots, and
the rest of the people on the waiting list.
Dever states that cable service will not be offered in the recreational marina, but that wireless
internet will be made available.
Ward reports that he is investigating into what would be required to allow tenants to pay for both
slip and internet fees via the City's web site.
Ward reports that maintenance is required to straighten the commercial docks, and that, per Vine
Associates' recommendation, we will not drive piles prior to the planned installation of new
floats there.
Newman reminds all that there is process to obtain WIF funds which could cover the needed
maintenance.
Dever reports that three of the commercial tenants are 100% delinquent, one hasn't paid in two
years, and two still owe fees on the recreational side.
Newman advises Dever to speak to Bob Monroe regarding delinquent tenants.

Newman requests that the facilities committee consider revising the commercial rental
agreement to make it more workable. Ward agrees to take up the matter.
Grants
Simon reports that he attended a grant writing workshop in Turner Falls.
Menezes and Simon reviews the impediments to acquiring the land needed for the proposed
Harbor Walk.
Oosthoek notes that some funds appear to be flowing from the Seaport Council, but that we have
no representation on the council. Discussion ensues regarding how to get representation in the
council. Oosthoek states that anyone can attend the council meetings. Ward moves that Simon
be the HMA's official representative at Seaport Council meetings. The motion is seconded and
carries 7 -0
Licensing and Permits
Newman reports that he expects we'll hear the results of the DEP hearing by the end of the
month.
Ward comments on the proposed Bass River dredging stating that approximately 10 -15 years ago
a cable was laid too shallow in the Bathing Beach area and that the interceptor pipes may also
have been laid too shallow.
Document Management
Neuman reports that he is investigating ways to establish a database that would contain HMA
documents, such that all board members would be able to access it from home.
Next Meeting
The next meeting of the Harbor Management Authority will be held on Wednesday, November
17, 2010.
Adjournment
There being no further business to come before the Harbor Management Authority this evening,
Newman moved to adjourn the meeting. The motion is seconded and carries.
