Gooding called the meeting to order at 7:00 p.m.
Approval of Minutes
The minutes of the Harbor Management Authority meeting held on March 17, 2010 were
presented for approval. Slate moves to approve the minutes of the Harbor Management
Authority meeting held on March 17, 2010 as amended. Troubetaris seconds the motion the
motion carries.
Glover Wharf Update
Ward reports that he has been attending the weekly progress meetings for the Glover Wharf
project as well as Neuman, Mike Collins and Rob Dever. He noted that they are aiming for a
May 1, 2010 completion date for the docks with functional bathrooms in the McDonalds
building.
Ward explains that there was a problem with the steel for the seawall portion of the project and it
had to be sent back.
Neuman suggests that his personal opinion is that they may be finished a couple of weeks after
the May 1 date and the whole project should be complete by late August.
Neuman explains modifications to the contract noting that until now the changes to the contract
have been in out favor. He explains that the over burden is not sufficient and has to be attached.
He noted that they are in the process of getting cost estimates on this.

Ward reports that the slips should be ready for boaters to use this season and that parking down
there will be different.
Neuman reports that Collins has suggested changing the fence design to a more durable material.
Oosthoek suggests that Mass Highway should continue along with the walkway. Neuman states
that Mass Highway has been notified and that is being considered.
Gooding stated that letters have been sent to the tenants advising them that the facility is
expected to open for May 1, 2010 along with slip agreements and notification that payment is
due. She notes that there has been very little response to date. Ward states that he thinks that
people are waiting to see if the project is going to be finished.
Gooding explains that the Harbormasters office will be the contact point for the recreational slip
holders and she expects to send a notice of that this week. She explained that maintenance and
construction issues should be coordinated with the Mike Collins and Rob Dever through the
Harbormaster.
It was noted that the public works department has been doing a lot of work down at the marina
recently.
Alfonso questions if there is a security plan for the marina with the police department. Dever
reported that there are security cameras on site that are monitored by the Harbormaster.
Gooding stated that they will be trying to get a handle on assigning the slips in the next few
weeks. Dever explains that placement will depend on what size the boats are and how many
tenants are coming back.
Facilities
Ward reported that the Facilities Committee is recommending a rate of $82.00 per foot for the
Commercial Marina for 2010. He explained that is an increase of $2.00 per foot and there has
not been an increase in the last few years.
Gooding expresses concern about raising the rate on the Commercial side, noting that we are
renovating the Recreational side completely and not increasing the rate. Menezes explains that
the Committee reviewed the rates at other area marinas and we should be up to $90 but the
Committee felt raising it in small increments would be better at this time. He noted that going
from $82 to $90 next year is a big jump.
Oosthoek moved to approve the rate of $82.00 per foot for the Commercial Marina effective July
1, 2010. Neuman seconded the motion. The motion carried.
Neuman suggested that a policy be drafted regarding small boats in the larger slips. Dever
explains that process of assigning slips and noted that we can only offer so many slips at
whatever finger size they are and we may have a time period where we may have smaller boats
in the 40 foot slips.

Gooding stated that she will send the updated rate information to be updated on the website.
Discussion ensued regarding advertising that slips are available. Ward suggested putting banners
on the brown building as well as advertising on Craigs List.
Finance
Miedzionowski reported that not much has changed in the budget since his report last month,
except for the construction expenses.
Gooding suggested that the HMA invite John Dunn to the next meeting to review the budget.
She also noted that the HMA should be preparing a budget for next fiscal year.
Black Cow Update
Gooding reported that discussions with Mr. Leone and the city are ongoing. She explained that
Mr. Leone is reluctant to take over both of the marinas and the decision was made to retract the
management of the recreational marina.
She also reported that the number of slips for the Black Cow will be included in the lease that is
negotiated. She explained that there is no lease at this time and the city is still negotiating it. She
also noted that it is really at a standstill until some of the issues are resolved.
Gooding reported that the Kinzies have appealed the Chapter 91 license for the project. She
reported that she talked with Atty. Niland and he is under the impression that the Kinzies may
not have a standing to appeal the Chapter 91 license. She noted that she will schedule a meeting
with him in the near future.
Mass Highway
Neuman reported that he and Ward and Oosthoek attended. He noted that the plans for the
walkway are at 75% design completion and it looks like they are including the work that the
HMA requested to extend the walkway. He further noted that the work is scheduled to go out to
bid in early 2011.
Neuman also reported that a plot plan was requested for the easement for the parking spaces
under the bridge and that has been sent to Mass Highway.
Race River
Neuman reported that he received a call from ?? and there is a possibility that HMA will get
$50,000 for ? ??
Neuman also explained that the Bass HavenYacht Club has disclosed that they are prepared to
carry some cost to cooperate with the city for the dredging. He noted that they have the money

for the permitting for the entire project. He noted that this does not commit the city to do the
work and is only for the permitting.
Neuman moved to accept the offer of Bass Haven to get the necessary permits for the Bass River
dredging project. Oosthoek seconded the motion. The motion carried.
Old/New Business
Gooding requested that if anyone on the HMA has a particular interest that they would like to
participate in on behalf of the HMA to please let her know.
Next Meeting
The next meeting of the Harbor Management Authority will be held on Wednesday, May 19,
2010.
Adjournment
There being no further business to come before the Harbor Management Authority this evening,
Ward moved to adjourn the meeting. Miedzionowski seconds the motion. The motion carries.
