2014-02BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, FEBRUARY 10, 2014 LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Dawe, Dettorre, DiPaolo, Faulstich, Forgione, Mahoney, Nelson, Skerry, Vitale, and White ABSENT: Commissioner Barnico PUBLIC: Craig Schuster, Vittorio Ambrogi, Wendy Beard, Paul Beaulieu, Richard Chase, Charlene Chase, Bill Kossowan, Tom Lyons, Wes Rosen, and Dave Savage A. CALL TO ORDER: Chairman Vitale called the meeting to order at 6:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for January 2014 — Chairman Vitale called for a reading of the minutes from the January meeting. Vice Chairman Mahoney made a motion to accept the minutes, seconded by Commissioner Faulstich. Motion passed unanimously. 3. Reading of the Financial Report for January 2014 — Commissioner White presented the financial report for January 2014. Vice Chairman Mahoney made a motion to accept the financial report, subject to audit. Commissioner Faulstich seconded the motion. Motion passed unanimously. 4. Presentation(s) — • Jacob's Engineering — Craig Schuster updated the commission on the upcoming West Ramp Reconstruction Project. 5. Chairman's Report — Chairman Vitale... • Informed the commission that new building directory signs will be made showing the building numbers • Asked Commissioner Dawe to do a categorized list of the airport's equipment including their worth B. OLD BUSINESS: 1) Subcommittee Reports 1 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, FEBRUARY 10, 2014 • Property/Legal/Finance Subcommittee — Vice Chairman Mahoney talked about the MassDOT /Aeronautics Division Modular Administration Building Program. We should get our priority ranking by the end of March. • Noise Abatement Subcommittee — No Report (No complaints received in January) • Facility Maintenance — Commissioner Faulstich updated the Commission on the status of repairs on Building #45 and that he was also getting an estimate on the restaurant section. • Website Management Subcommittee — Commissioner Forgione said he added restaurant information to the airport's website and that there were 15,417 hits in Calendar Year 2013. • Public Relations Subcommittee — Commissioner DiPaolo talked about flights from Logan Airport to Sochi, Russia. • Environmental Issues Subcommittee (& NSCC Aviation Science Program Update) — No Report • Airport Safety & Security Subcommittee — Commissioner Skerry updated the commission on the proposed regional 911 system. C. AIRPORT MANAGER'S REPORT: Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee collection, snow removal, security badging, RW 16 tree penetration status, aircraft accident on 1/5/14, bust water pipe damage in Building #45, upcoming MassDOT- Aviation programs that will help the airport, the Localizer's problem with security fencing, and the BVY MALS system. D. NEW BUSINESS: 1. Proposed Flight School — Referred to Property/Legal/Finance Subcommittee 2. DayDream Designs $300 Business Loss — The Commission will pay the $300 loss if Townsend Oil's insurance company does not. 3. Dr. Koh Rent Reduction Request — Will be taken under advisement 4. Kate Hammond & Vittorio Ambrogi, Proposed New Restaurant Lessees — Were introduced to the Airport Commission E. TENANT COMMENTS: • Ace Chase asked if we could get updated emergency grid maps showing the new airport buildings. • Bill Kossowan updated the commission on North Shore Aero Club and AOPA events. • Tom Lyons reported the C. A. P. has six cadet officers and that there will be a Civil Air. Patrol Wing Conference in March. • Wes Rosen reported that January's aircraft traffic count was the lowest since the Control Tower opened. F. COMMISSION COMMENTS None G. EXECUTIVE SESSION Motion by Commissioner White to enter Executive Session to discuss money issues associated with a proposed new MassDOT- Aeronautics Division Administrative Building Program. Motion seconded by Commissioner DiPaolo. Roll call vote taken: 10 Yea, 0 Nay. Motion by Commissioner Forgione to exit Executive Session, seconded by Commissioner Faulstich. Motion passed unanimously.
