2013-12BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, DECEMBER 9, 2013 LOCATION: Beverly Airport Administration/Maintenance Building, 46 L.P. Henderson Road, Beverly, MA 01915 PRESENT: Commissioners Dawe, DiPaolo, Faulstich, Forgione, Mahoney, Skerry, Vitale, and White. ABSENT: Commissioners Barnico, Dettorre, and Nelson PUBLIC: Ace & Charlene Chase, Joe Gibbons, Dave & Florence Graham, William Kossowan, Rich Little, Dave Meuse, Ken Robinson, Wes Rosen, and Craig Schuster. A. CALL TO ORDER: Chairman Vitale called the meeting to order at 6:00 P.M. 1. Pledge of Allegiance 2. Reading of the Minutes for November 2013 - Chairman Vitale called for a reading of the minutes from the November meeting. Commissioner White made a motion to accept the minutes, seconded by Commissioner Faulstich. Motion passed unanimously. 3. Reading of the Financial Report for November 2013 - Commissioner White presented the financial report for November 2013. Vice Chairman Mahoney made a motion to accept the financial report, subject to audit. Commissioner Forgione seconded the motion. Motion passed unanimously. 4. Presentation(s) - • Jacob's Engineering - Craig Schuster reported thata we are still waiting until Spring for the West Ramp project to start. Dave Graham is coordinating efforts for the removal of tree penetration in the approach to RW 16. Chairman's Report - Chairman Vitale • Asked the Commission if they would approve meeting on January 6, 2014 instead of January 13, 2014. The Commission approved. • Asked if future BAC meetings could begin at 6:00 P.M. instead of 7:00 P.M. The Commission approved. • Asked for the election of officers. Commissioner DiPaolo made a motion to re -elect Paul Vitale as BAC Chairman. Seconded by Commissioner Forgione. Motion passed unanimously. Commissioner White made a motion to re -elect Bill Mahoney as BAC Vice Chairman. Seconded by Commmissioner Dawe. Motion passed unanimously. Talked about two recent Letter to the Editor letters sent to the Salem News by Keith Lucy and George Stankiewicz. Asked for BAC approval for North Atlantic Air, Inc. collateral lease assignment. Commissioner White made a motion to accept the Collateral Lease Assignment of the North Atlantic Air, Inc. lease to Santander Bank. The motion was seconded by Commissioner Faulstich. The motion passed unaniously. B. OLD BUSINESS: 1) Subcommittee Reports Property /Legal /Finance - Vice Chairman Mahoney reported that there was high interest in a replacement BVY restaurant. • Noise Abatement - No report due to no noise complaints. Facility Maintenance - Commissioner Faulstich reported on the on going repairs to Bldg. 45 and the need for addtional funds to pay for windows and some painting. Commissioner Whitae made a motion to approve $2,800.00 for Bldg. 45 windows and painting. Seconded by Vice Chairman Mahoney. Motion passed unanimously. Commissioner Faulstich also reported that a professional realtor will handle renting the former Dr. Friedman office space. • Website Management - Commissioner Forgione reported 2,709 airport website hits in November and 14,671 so far for the year. • Public Relations - No report • Environmental Issues - No report • Airport Safety and Security - Commissioner Skerry updated the Commission on the generic Opticom emergency vehicle airport access system that's been installed on the east and west side vehicle access gates. He also said he and the tower manager talked with people from the new County emergency notification system and the need for their knowledge on how to handle airport emergencies. C. AIRPORT MANAGER'S REPORT • Airport Manager Mezzetti reported on the monthly aircraft traffic count, montly landing fee collection, New England Academy development, West Ramp reconstruction project contracts with MASSDOT- Aeronautics, RW 16 tree penetrations, meeting with UEL contractor, brush removal, letter to MA Congressional members re., contract towers, Bldg. 54 pavement, Control Tower walkway repair, and the annual airport inspection by MASSDOT- Aeronautics. D. NEW BUSINESS: • North Atlantic Air, Inc., Collateral Assignment of Lease and Notice of Lease. This subject was covered in Chairman's Comments. E. TENANT COMMENTS: • Ace Chase reported seeing a coyote on the east side by the Cod aircraft. He has seen no deer, and the airport security fencing appears tight. • Bill Kossowan talked about 100LL fuel, drone package deliveries, and calls he gets after hours inquiring about airport services. • Joe Gibbons reported that the North Shore Aero Club now has 60 members and three aircraft.
