MINUTES OF THE REGULAR MEETING
TUESDAY, NOVEMBER 12, 2013
LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road,

PRESENT: Commissioners Barnico, Dawe, DiPaolo, Faulstich, Mahoney, Skerry, Vitale, and
White
ABSENT: Commissioners Dettorre, Forgione, and Nelson
PUBLIC: Craig Schuster, Dave Graham, Richard Chase, Charlene Chase, Bill Kossowan,
Tony Bettencourt, and Wes Rosen
A. CALL TO ORDER:
Chairman Vitale called the meeting to order at 7:00 PM.
1. Pledge of Allegiance
2. Reading of the Minutes for September 2013 — Chairman Vitale called for a reading
of the minutes from the September meeting. Commissioner Faulstich made a
motion to accept the minutes, seconded by Commissioner DiPaolo. Motion passed
unanimously.
3. Reading of the Financial Report for October 2013 — Commissioner White
presented the financial report for October 2013. Vice Chairman Mahoney made a
motion to accept the financial report, subject to audit. Commissioner Faulstich
seconded the motion. Motion passed unanimously.
4. Presentation(s) —
• Jacob's Engineering — Craig Schuster reported that the West Ramp
Reconstruction Project was on hold until the spring of 2014. Dave Graham
talked about RW 16 tree penetrations and the need to cut the trees on airport
property first and then ask the FAA for more time to do the others.
5. Chairman's Report — Chairman Vitale...
• Talked about the Commission and Board Member Appreciation Night at City
Hall
• Asked the commission to consider changing the regular monthly BAC meeting
time from T OOPM to 6:OOPM
• Thanked Commissioner Dawe on the work he did on the airport building and
aircraft inventory

Said there will be a Wings & Wheels Event next year and that the BAC will
address the oil pavement damage by the Collings Foundation's "Wings of
Freedom" aircraft next year
Said that there may be a new restaurant operation after the end of January
2014
B. OLD BUSINESS:
1) Subcommittee Reports
Property/Legal/Finance Subcommittee — Vice Chairman Mahoney talked about
the MassDOT /Aeronautics Division Terminal Building Evaluation Team visit.
He also talked about the airport restaurants at Hampton, NH and Stow, MA.
Noise Abatement Subcommittee — Vice Chairman Mahoney reported that there
were no noise complaints received in November.
Facility Maintenance — Commissioner Faulstich reported on the bids he
received for repairs to the exterior of the Barracks Building (Building #45).
MOTION: Vice Chairman Mahoney made a motion to approve up to $9,000
for Building #45 repairs, seconded by Commissioner Barnico. Motion passed
unanimously.
Commissioner Faulstich also reported the repairs would start around 11/20/13.
• Website Management Subcommittee — No Report
• Public Relations Subcommittee — No Report
Environmental Issues Subcommittee (& NSCC Aviation Science Program
Update) — Commissioner Barnico reported that environmental concerns
associated with the proposed Brimbal Avenue project have taken center stage.
He spoke about a Channel 5 Chronicle episode that featured the Hood blimp at
BVY and he spoke about a jet charter operation at Plymouth Airport.
Airport Safety & Security Subcommittee — Commissioner Skerry reported that
the airport tabletop disaster exercise has been put off due to Beverly Fire
Department training schedules. He also informed the commission that the
generic OPTICOM system installed on the West Side works well and that the
airport will get two (2) more systems, one for the FBO NAA gate and one for
the East Side gate by the Admin/Maint Building.
C. AIRPORT MANAGER'S REPORT:

Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly
landing fee collection, New England Academy development, West Ramp
Reconstruction project status, blimp fees, the approved engineering contract with
Jacobs Engineering and the proposed contract between BVY and UEL Contractors for
the West Ramp Reconstruction Project.
D. NEW BUSINESS: None
E. TENANT COMMENTS:
• Ace Chase reported killing one (1) coyote on the airport. He will also be doing two (2)
signs that will be placed behind the existing airport signs that will "thank" people for
visiting the airport.
• Ace Chase also reported that the Airport "Christmas Party" would be held at Hangar
#4 on Monday, December 9, 2013 after the conclusion of the BAC monthly meeting.
• Ace Chase talked about a potential Hangar #4 dance on approximately June 20, 2014
that would require closing TXY `B" from TXY "D" to TXY "A ".
• Bill Kossowan gave an update on AOPA activities.

Motion to adjourn made by Commissioner Skerry, seconded by Vice Chairman Mahoney. Motion
passed unanimously at 9:30PM.
