MINUTES OF THE REGULAR MEETING
DECEMBER 15, 2003
PRESENT: Commissioners Barnico, Danforth, Lydon, Mahoney, Nelson, Simpson,
Trask, and White
ABSENT: Commissioner Duval
PUBLIC: Bob Zarelli, Andrew DeCaro, Wil Gourdeau, Rich Little, Courtney Little,

A. CALL TO ORDER
Chairman White called the meeting to order at 7:00 PM.
1. Presentations:

Edwards and Kelcey Update – No Presentation

Wayside Trucking – No Presentation
·
Global Aviation Group LLC – Mr. Andrew DeCaro and Mr. Bob
Zarelli made a presentation regarding interest in developing a
blimp hangar. Chairman White referred the proposed project over
to the Property/Legal/Finance Subcommittee.
2. Reading of the Minutes for November 2003 – Chairman White called for a
reading of the minutes from the November meeting. Commissioner Nelson
said a date change was needed on the last page regarding the Danvers
Selectmen’s meeting, from 12/9/03 to 12/16/03. Also, under
Chairman/Commission Comments, Commissioner Mahoney said he was
not the one who recommended a meeting with G.A.S. to discuss a G.A.S.
transient area claim, as he was not at the meeting. Commissioner Mahoney
made a motion to accept the minutes with corrections, seconded by Vice
Chairman Barnico. Motion passed unanimously.
3. Reading of the Financial Report – Chairman White gave the financial report
for November 2003. Commissioner Danforth questioned a deficit in the
lease income. Lease income is down due to lease rent arrears. There was a
discussion on the practice of mailing rent invoices to tenants in the middle
of the month when their agreements clearly say rent is due by the first of
the month. Commissioner Trask suggested sending a letter to all FBO’s

that effective January 1, 2004 rent is due on the 1 and if they need a
receipt, we would provide one, that there would be no more sending of
bills. Commissioner Danforth said tenant leases outline exactly how late
and non-payment rent are to be handled. We don’t need to continually
notify leaseholders they are in violation. Chairman White asked if it was the

consensus of the Commission to send all FBO’s a letter explaining that to
them. All commissioners agreed. Commissioner Trask added that for those
currently in arrears, the letter of the lease and the remedy for arrears will be
followed. Airport Manager Mezzetti pointed out that in the case of G.A.S.
and Doozers there was a Stipulation of Injunction that said the Airport
Manager could not terminate their leases or in any way interfere with the
conduct of their business until further order of the court. Commissioner
Danforth said that was up to the City regarding litigation but up to the
commission to follow up on the terms of the lease, and if they are in
violation, the Commission has to let them know. Commissioner Barnico
made a motion to accept the financial report subject to audit, seconded by
Commissioner Trask. Motion passed unanimously.
4. At this point, Victor Capozzi of General Aviation Services asked
permission to give a presentation. Chairman White agreed. Victor Capozzi
said his company’s new name is General Aviation Services d/b/a General
Aviation Jet Center. He presented his plan to base from nine (9) to fifteen
(15) jets at BVY. The Airport Manager expressed his concern for safety
and impact on other airport aviation activities. Airport Manager will check
with G.A.S. leases, FAA, etc. on options to ensure safety and efficient
airport operations.
B. OLD BUSINESS
Subcommittee Reports:

Property/Legal/Finance Subcommittee – Commissioner Mahoney reported
on the Gurnard Site Public Involvement Plan (PIP) meeting held 12/11/03.
He also reported on the results of the Subcommittee meeting with Aviators
of New England (ANE). Commissioner Mahoney suggested talking with
the other FBO’s to hear their views. Commissioner Simpson and Danforth
felt open dialog with competing FBO’s was not prudent, but other FBO’s
would be welcome to express their views per letter to the Commission.
Chairman White asked for a motion. Commissioner Trask made a motion
to accept the recommendation of the Subcommittee to go forward with
preparing a lease and to vote on it at the next meeting, seconded by
Commissioner Nelson. Motion passed unanimously.

Public Relations Subcommittee – Commissioner Simpson updated the
Commission on where the FAA was on lower approaches to the airport.

Facilities and Maintenance Subcommittee – Commissioner Danforth
reported that there were no new inspections and that there were still
outstanding lease violations.
C. NEW BUSINESS
·
Annual BAC Chairman and Vice Chairman Elections – Chairman White
was re-elected as Chairman and Vice Chairman Barnico was re-elected as
Vice Chairman, both unanimously.

Lou Muggeo – Attorney Muggeo’s letter of 10/30/03 was discussed where
he asked the commission to rescind the City Solicitor’s letter of 6/6/03. It
was the consensus of the commission to take no action on Attorney
Muggeo’s request until the new City of Beverly’s City Solicitor is
appointed.
D. AIRPORT MANAGER’S REPORT

Airport Manager Mezzetti updated the Commission on the traffic count,
draft Airport Rules & Regulations, cell tower, Wenham recreational land
status classification appeal, Gurnard site, Wenham 7-acre tax abatement
request, airport wildlife control results, TSA general aviation security
guidelines update, proposed FY04 CIP project schedule, airport industrial
parcels, Gurnard site, FBO inspection discrepancies, recreational land
application status, ID badges issued in December, airport maintenance,
airport manager field inspections, snow removal, and Wenham Board of
Appeals meeting.
E. CHAIRMAN/COMMISSION COMMENTS:

F. ADJOURNMENT
Motion to adjourn made by Commissioner Nelson, seconded by Vice Chairman
Barnico. Motion passed unanimously.
