MINUTES OF THE REGULAR MEETING
MONDAY, SEPTEMBER 9, 2013

PRESENT: Commissioners Barnico, Dettorre, DiPaolo, Faulstich, Mahoney, Nelson, Skerry,
Vitale, and White
ABSENT: Commissioners Dawe and Forgione
PUBLIC: Craig Schuster, Dave Graham, Richard Chase, Charlene Chase, Bill Kossowan,
Steve Connolly, Tony Bettencourt, and Ken Robinson
A. CALL TO ORDER:
Chairman Vitale called the meeting to order at 7:00 PM.
1. Pledge of Allegiance
2. Reading of the Minutes for August 2013 — Chairman Vitale called for a reading of
the minutes from the August meeting. Commissioner White made a motion to
accept the minutes, seconded by Commissioner Barnico. Motion passed
unanimously.
3. Reading of the Financial Report for August 2013 — Commissioner White presented
the financial report for August 2013. Vice Chairman Mahoney made a motion to
accept the financial report, subject to audit. Commissioner Faulstich seconded the
motion. Motion passed unanimously.
4. Presentation(s) —
• Connolly Construction — Steve Connolly informed the BAC that all permits
were in place and construction has started on the New England Academy
development. He also brought the Avigation Easement for the development.
• Jacob's Engineering — Dave Graham spoke about the pre -CIP meeting and
Craig Schuster updated the status of the East Ramp & TXY "G"
Reconstruction project and the West Ramp Reconstruction project. He also
expected the FAA Grant Offer for the West Ramp Reconstruction project to
come through this week.
5. Chairman's Report — Chairman Vitale reported on the following:

• Updating the Snow Plan
Quotes for pavement work beside Building #54 (R &D -$18K, MassBay-
$12.5K- $18.5K, Atlantic- $13.5K, and Dino- $7.75K). Commissioner Faulstich
made a motion to accept the Dino's Paving quote for $7,750, seconded by
Commissioner Barnico. Motion passed unanimously. The funds are to be taken
from the Contract Services account.
B. OLD BUSINESS:
1) Subcommittee Reports
• Property/Legal/Finance Subcommittee — Vice Chairman Mahoney talked about
the MassDOT /Aeronautics Division Terminal Building Program and future
visits by the MassDOT /Aeronautics' selected architect firm.
• Noise Abatement Subcommittee — There were no reportable complaints.
• Facility Maintenance — Commissioner Faulstich reported Townsend Oil would
be supplying the oil to the Barracks Building. He reported that we have keys to
all Barracks Building offices except for two and that Coastal Pool had done a
huge cleanup of the back area.
• Website Management Subcommittee — No Report
• Public Relations Subcommittee — Commissioner DiPaolo reported that he
would have a TSA table set up at the Wings & Wheels event on 9/21 and 9/22.
• Environmental Issues Subcommittee (& NSCC Aviation Science Program
Update) — Commissioner Barnico informed the commission that he corrected
mayoral candidate, Mike Cahill, regarding fly ash; that it was not on airport
property.
• Airport Safety & Security Subcommittee — Commissioner Skerry reported that
the commission had voted on an Opticom gate access system for $1,000 for
both gates. A quote he received was $7,000 per gate. He requested another
month for quotes. He also reported that the tentative date for a disaster drill is
November 5 The scenario would entail a small aircraft with 2 -3 people
entrapped in the plane. There will be no simulated HazMat.
C. AIRPORT MANAGER'S REPORT:
• Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly
landing fee collection, New England Academy development, West Ramp
Reconstruction project, East Ramp Reconstruction project final checklist inspection,

new airport utility truck, VIPR security exercise, BVY 5 -Year CIP meeting, airport
sign removals from utility poles, and West Ramp bid opening
D. NEW BUSINESS: None
E. TENANT COMMENTS:
• Ace Chase reported a deer sighting near the parked Cod aircraft.
Bill Kossowan updated the commission on AOPA's comments regarding AOPA's new
President, North Shore Aero Club's growing pains, proposed pilot's safety meeting,
and a Maine seaplane rally.
Wes Rosen, Tower Chief, cautioned that the new Middleton Consolidated Emergency
Notification System would be problematic as it pertains to aircraft emergencies. He
said consolidated operators /dispatchers from different towns would be unfamiliar with
how to handle the different phases (I, II, II) of an aircraft emergency. He can foresee
dispatchers routinely calling out equipment to the airport when it is not needed. He
also cautioned that the top of the East Ramp now has an active taxiway (TXY "E ")
and people must get tower permission to enter onto TXY "E ".

passed unanimously.
