2013-08BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, AUGUST 12, 2013 LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Barnico, Faulstich, Forgione, Mahoney, Skerry, Vitale, and White ABSENT: Commissioners Dawe, Dettorre, DiPaolo, and Nelson PUBLIC: Craig Schuster, Dave Graham, Richard Chase, Charlene Chase, Joe Gibbons, Tom Lyons, Bill Kossowan, and Ken Robinson A. CALL TO ORDER: Chairman Vitale called the meeting to order at 7:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for July 2013 — Chairman Vitale called for a reading of the minutes from the July meeting. Commissioner White made a motion to accept the minutes, seconded by Commissioner Barnico. Motion passed unanimously. 3. Reading of the Financial Report for July 2013 — Commissioner White presented the financial report for July 2013. Vice Chairman Mahoney made a motion to accept the financial report, subject to audit. Commissioner Faulstich seconded the motion. Motion passed unanimously. 4. Presentation(s) — • Jacob's Engineering — Craig Schuster reported on the upcoming CIP meetings at Logan Airport with FAA and MassDOT /Aeronautics, the East Ramp & TXY "G" final inspection, the bid opening next week for the West Ramp Reconstruction project, and that getting a grant for the West Ramp Reconstruction project looked good. 5. Chairman's Report — Chairman Vitale reported on: • Completion of the East Ramp Reconstruction & TXY "G" project • Homecoming Aviation Day • Doing a table top disaster exercise and then in April 2014 doing an actual drill with fire department equipment B. OLD BUSINESS: 1) Subcommittee Reports 1 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, AUGUST 12, 2013 Property/Legal/Finance Subcommittee — Vice Chairman Mahoney reported on the Barracks Building tenant -at -will agreements as well as the airport presentation and tour with Mayor Scanlon, Secretary of Transportation Davey, Senator Lovely, Representative Parisella, and MassDOT /Aeronautics Administrator Chris Willenborg. • Noise Abatement Subcommittee — Vice Chairman Mahoney reported that there were no reported noise complaints. • Facility Maintenance — Commissioner Faulstich reported that he talked with Doug Albrinck of Coastal Pool about cleaning up his mess, that the windows in the Barracks Building are blown out resulting in heat loss, and that we should talk with the oil provider on heat recovery tips. • Website Management Subcommittee — Commissioner Forgione reported 1,040 hits in July 2013. He is adding an extra page entitled "Events" on the website and will advertise the availability of BVY shirts and hats for sale. • Public Relations Subcommittee — No Report • Environmental Issues Subcommittee (& NSCC Aviation Science Program Update) — Commissioner Barnico updated the commission on the latest NSCC program. • Airport Safety & Security Subcommittee — Commissioner Skerry reported he would try to arrange a meeting with the Beverly Fire Chief regarding a disaster exercise. He also talked about obtaining Knox boxes for firefighter access to hangars and buildings. An OPTICOM system was discussed that would allow fire apparatus through east and west side vehicle access gates. Commissioner Skerry made a motion to pay up to $1,000 for an OPTICOM gate opening system. Motion was seconded by Commissioner Faulstich and motion passed unanimously. An initial on- airport response team with fire extinguishers was also suggested. C. AIRPORT MANAGER'S REPORT: Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee collection, assuming control of the Barracks Building, BVY VIP presentation and airport tour, vehicle access gate repairs, TXY "A" outage, HBO mini - series, renewed airport insurance, New England Academy development update, West Ramp Reconstruction update, West Ramp Pre -Bid & Bid Opening meetings, and FAA localizer and REIL electrical line replacement. TENANT COMMENTS: • Ace Chase received two (2) calls regarding geese on the airport. • Bill Kossowan reported that the Oshkosh event went well and commented on VL7's, 100LL fuel, and the latest air traffic control info. • North Shore Aero Club — Joe Gibbons reported the club was at capacity with sixty (60) members. • Civil Air Patrol — Tom Lyons reported that approximately 1,500 -2,000 people attended the Homecoming Aviation Day.
