MINUTES OF THE REGULAR MEETING
MONDAY, JUNE 10, 2013
LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road,
Beverly, MA, 01915
PRESENT: Commissioners Barnico, Dawe, DiPaolo, Faulstich, Forgione, Mahoney, Skerry,
and White
ABSENT: Commissioners Dettorre, Nelson, and Vitale
PUBLIC: Craig Schuster, Richard Chase, Charlene Chase, Wes Rosen, Joe Gibbons, Bill
Parsons, and Tom Lynch
A. CALL TO ORDER:
Vice Chairman Mahoney called the meeting to order at 7:00 PM.
1. Pledge of Allegiance
2. Reading of the Minutes for May 2013 — Vice Chairman Mahoney called for a
reading of the minutes from the May meeting. Commissioner White made a motion
to accept the minutes, seconded by Commissioner Barnico. Motion passed
unanimously.
3. Reading of the Financial Report for May 2013 — Commissioner White presented
the financial report for May 2013. Commissioner Faulstich made a motion to
accept the financial report, subject to audit. Commissioner Barnico seconded
motion. Motion passed unanimously.
4. Presentation(s) —
• Jacob's Engineering — Craig Schuster updated the commission on the East
Ramp /TXY "G" project.
5. Chairman's Report — Vice Chairman Mahoney reported that:
• Chairman Vitale has been ill for the past three weeks
• The East Ramp /TXY "G" project should be complete the first week of July
• We repaired the cracks on old TXY "A" that is the now a taxilane and that we
would be seeking contributions from those hangar tenants that have benefited
from the repairs
• The contractor would extend the dirt perimeter road with excess materials
from the East Ramp /TXY "G" project

• Guest speakers would be sought for future BAC meetings e.g. City Planning
Board, City Council President, or other chairmen from other airports
• Senator Joan Lovely, Secretary of Transportation Davey, Chris Willenborg,
and maybe Mayor Scanlon and Representative Jerry Parisella will be given a
presentation of BVY and an airport tour on Friday, July 19, 2013
B. OLD BUSINESS:
1) Subcommittee Reports
• Property/Legal/Finance Subcommittee — Vice Chairman Mahoney updated the
commission on the Barracks Building RFP. He also provided available dates to
meet with Barracks Building tenants to discuss the occupancy transition.
• Noise Abatement Subcommittee — There were no April noise complaints.
• Facility Maintenance — No Report
• Website Management Subcommittee — Commissioner Forgione updated BVY
economic figures, CAP figures, and included the BVY abutter database in the
BVY website. He also reported 1,099 hits for May 2013.
• Public Relations Subcommittee — Commissioner DiPaolo asked if someone was
doing pamphlets for the Wings & Wheels event that he could hand out.
• Environmental Issues Subcommittee (& NSCC Aviation Science Program
Update) — Commissioner Barnico reported that the City Council vote on the
Proposed Revised Watershed Ordinance was next week.
• Airport Safety & Security Subcommittee — Commissioner Skerry talked with
Beverly Deputy Fire Chief O'Connor regarding an airport disaster exercise.
Deputy Chief O'Connor said money was tight and suggested putting it off until
FY14. Commissioner Skerry discussed the merits of obtaining Knox boxes for
after -hours airport access. Commissioner Skerry made a motion to spend
$600.00 for two (2) Knox boxes, one for the Danvers side of the airport and
one for the Beverly side. Commissioner Faulstich seconded motion. Motion
passed unanimously.
C. AIRPORT MANAGER'S REPORT:
• Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly
landing fee collection, contract tower closing status, State House "Aviation on the Hill
Day ", East Ramp and TXY "G" Reconstruction Project status, Barracks Building

RFP, airship parking, cancellation of "Cruise Nights" at the airport, and the availability
to view BVY Rules and Regulations and Minimum Standards on the airport website.
D. NEW BUSINESS None
E. TENANT COMMENTS:
• Tower Chief Wes Rosen reported that they were one controller short and that traffic
levels were okay. He also expressed concern about the consolidated 911 system and
dispatchers unfamiliar with the airport and airport emergencies. Commissioner Skerry
will check into it.
• Joe Gibbons of the North Shore Aero Club reported that they now have sixty (60)
members and three (3) aircraft.
• Ace Chase reported that he has aircraft tiedown spaces available.
• Tom Lyons of the Civil Air Patrol updated the commission on their efforts to have and
"Aviation Day" as part of the Beverly Homecoming. There was a question of who
provided insurance for the "Aviation Day" events. Airport Manager Mezzetti said he
would check into it.
F. COMMISSION COMMENTS:
Commissioner Dawe reported that he has the figures for the values of airport buildings
and based aircraft.
G. ADJOURNMENT:
Motion to adjourn made by Commissioner Forgione, seconded by Commissioner Faulstich.
Motion passed unanimously at 8:23PM.
