2013-04-18Beverly Cable Advisory Commission Meeting DATE: April 18, 2013 LOCATION: Beverly Public Library, Beverly Ma. 2M meeting room TIME:7:07P.M. COMMISSION MEMBERS: George Johnson — Chair - person, Al Torsey, Eric Overberg, Don Berman, Alex Ushakoff, Muriel Zaginailoff, Diane Costa, Alternate - Neil Overberg. • COMMISSION MEMBERS PRESENT: Muriel Zaginailoff — Vice Chair - person, Eric Overberg, Don Berman, Al Torsey, Alex Ushakoff, and Diane Costa. • PUBLIC PRESENT: None. • A quorum being present the meeting was called to order at 7:07 P.M. by Vice Chair- person Muriel Zaginailoff . • OLD BUSINESS: • Communications and correspondence: None. • Meeting minutes: Berman requested an addition or amendment to the minutes of the March 21 meeting as follows: The question came up of the format of the spreadsheet which does not show detail of individual staff salaries as called for in the BevCam agreement with the city. BevCam responded that "it is not normal reporting practice for both for- profit and nonprofit companies" and that a separate report had been given to the commission last year and no further salary changes had been made since then. A motion was made by Diane Costa and seconded by Al Torsey to accept the March 21, 2013 minutes as amended. • NEW BUSINESS: • A suggestion was made to temporarily suspend the search for new members as we now have 7 members and 1 alternate... Discussion followed-with most in favor. • New CAC letterhead. Don suggested a third design should be sought The second design was voted for on a motion by Alex and seconded by Eric • SUBCOMMITTEE REPORTS: • Compliance and oversight Don Berman, Al Torsey, and Alex Ushakoff. The committee will meet next week. Don discussed prime time definition and presented a graph. • CAC policies and procedures: Muriel Zaginailoff and Diane Costa. Muriel and Diane met to discuss formulation of policies and procedures. They suggested the two not be segmented, but be presented, not out of context , but together as a unit for approval. • I -NET and Operation Alert: George Johnson and Eric Overberg. Next item on the agenda is to meet with local MEMA officials on operation alert. CAC & COB request to Comcast for I -NET build out still ongoing • OPEN ISSUES: • Assist the issuing authority (Mayor Scanlon) in drafting a request to Comcast Re: I -Net build out. The next CAC meeting will be held at the Beverly Public Library, third floor conference room (2M), On Thursday May 16, 2013 at 7:00 P.M.
