MAYO JOHNSON CLAYTON SMALL TONY PALUZZI MOTION TO ACCEPT THE MINUTES OF OCTOBER 24, 1995 MEETING MADE BY DR. MAYO JOHNSON AND SECONDED BY TONY PALUZZI. ALL IN FAVOR. MOTION TO RECESS FOR THE PUBLIC HEARING SESSION MADE BY CLAYTON SMALL AND SECONDED BY DR. MAYO JOHNSON. ALL IN FAVOR. PUBLIC HEARING GODFREY PERROTT 63 LOTHROP STREET THE APPLICANT PROPOSES TO REPAIR AN EXISTING SEAWALL WITHIN A COASTAL BANK AND TO CONSTRUCT ADDITIONS TO AN EXISTING DWELLING WITHIN THE BUFFER ZONE TO THE COASTAL BANK. BOTH THE DWELLING AND THE SEAWALL WERE CONSTRUCTED PRIOR TO 1978. REPRESENTING FROM HANCOCK ENVIRONMENTAL CONSULTANTS, BILL MANUEL. THE RESOURCE AREA, IN QUESTION, IS THE COASTAL BANK. LAND ADJACENT TO THE 100-YR. FLOOD ELEVATION. COASTAL BANK IS UP TO THE TERRACE OF THE EXISTING DWELLING. THE EXISTING SEAWALL CONSISTS OF RECTANGULAR BLOCKS AND IS ALSO OF HISTORICAL VALUE. THE INTENT IS TO STOP EROSION. A SILTATION BARRIER WILL BE STAKED ALONG THE TOP OF THE WALL. TO PUT BACK IN CRUSHED STONE AND TO BACKFILL. THE DURATION OF WORK WILL BE A 4 HOUR PROJECT ALL DONE ON TIDAL TIME. THEN ANOTHER 4 HOURS TO SET AND TO DRY, AGAIN ON TIDAL TIME. POST CONSTRUCTION GRADES TO MIMIC PRE CONSTRUCTION GRADES. TONY PALUZZI - ASKED ABOUT STOCKPILING THEMATERIALS, AND RECAPPING THE TOP OF THE WALL, ALSO QUESTIONED THE FILL. BILL MANUEL - THE RECAPPING WILL BE THE FINAL TOUCH, THE CRUSHED STONE/FILL WILL BE 3/4" TO 1-1/2" IN SIZE. DR. MAYO JOHNSON - ASKED ABOUT THE SILTATION BARRIERS AND THE NEIGHBORS REACTION TO THE PROJECT. BILL MANUEL - THE STAKING WILL BE DONE BEFORE ANY EXCAVATION TAKES PLACE. CLAYTON SMALL - RE: REPOINTING THE WALL BEFORE GRADING. BILL MANUEL - NO REPOINTING - THE WORK WILL BE DONE IN A 4-HR. PERIOD. WEATHER PERMITTING, IT COULD BE PUT OFF UNTIL SPRING. CLAYTON SMALL - IF SO, THEN QUESTIONED THE VEGETATION AND THE WORK BEING HALF DONE. BILL MANUEL - THE DURATION OF WORK WILL BE A ONE WEEK PROJECT. CLAYTON SMALL - WHERE WILL THE BUILDING MATERIALS BE STORED. BILL MANUEL - ON LUMBER TRUCKS AND TRUCKED OFF. WITH THE INFORMATION BEING SUFFICIENT, DR. REQUEST/DETERMINATION/APPLICABILITY CONTINUED GROVER STREET LOTS 1-3 BOUNDARY DETERMINATION A MOTION TO ACCEPT THE FLAGGING OF THE WETLANDS AS "POSITIVE" MADE BY DR. MAYO JOHNSON AND SECONDED BY TONY PALUZZI. ALL IN FAVOR. REQUEST/DETERMINATION/APPLICABILITY COUNTY HOMES LOT 3 OFF MEADOW ROAD REPRESENTING FROM HANCOCK ENVIRONMENTAL CONSULTANTS, BILL MANUEL THE WETLANDS WERE DELINEATED IN THE SPRING OF 1995. THERE IS SHRUB AND SWAMP VEGETATION. IT IS WELL DEFINED LIMITED VEGETATION. A SITE VISIT IS SUGGESTED. ALL IN AGREEMENT. SITE VISIT - SUNDAY NOV. 19TH @ 11:00 A.M. TO MEET AT THE SITE. THIS IS TO BE CONTINUED FOR DECEMBER 12TH MEETING. REQUEST/DETERMINATION/APPLICABILITY LANA BALACH FENCE @ 3 OLD TOWN ROAD/APPLICANT REPRESENTED SHE EXPLAINED IT IS FOR A SAFETY MEASURE FOR HER CHILD & PET. A SMALL 4' WOODEN FENCE. DR. MAYO JOHNSON MOTIONED FOR A NEGATIVE DETERMINATION AND TONY PALUZZI SECONDED THE MOTION. ALL IN FAVOR. CERTIFICATE/COMPLIANCE FAUST BOYDEN STREET LOTS A & B #5-445. DR. MAYO JOHNSON HAS CONCERNS ABOUT THE HAY BALES BEING SO CLOSE TO THE HOUSE. ALSO THE PROGRESS OF THE 2 LOTS AND THE HOUSES THAT WERE BUILT THERE WERE EXPLAINED BY MR. FAUST TO THE COMMISSION. CLAYTON SMALL MOTIONED NOT TO GRANT THE CERTIFICATE SO THAT 24" BOULDERS BE PUT IN PLACE IN FRONT OF THE HAY BALES ON THE UPLAND SIDE. DR. MAYO JOHNSON SECONDED THE MOTION. ALL IN FAVOR. CERTIFICATE/COMPLIANCE KING 13 FOSTER STREET #5-319 SEWER TIE IN BOTH MR. & MRS. KING, PRESENT. AL ROSSI, ENGINEER, REPRESENTED. AS BUILT PLAN SUBMITTED APPLICANT TRYING TO SECURE AN EQUITY LOAN. BACK IN '92, THE APPLICANT APPLIED FOR A CERTIFICATE BUT WAS DENIED ONE UNTIL A PROPER PLAN WAS SUBMITTED. AN EXTENSION PERMIT IS ALSO REQUIRED TO BRING THE ORDERS OF CONDITIONS UP TO DATE.
