2013-04BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING TUESDAY, APRIL 16, 2013 LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Dettorre, Faulstich, Forgione, Mahoney, Skerry, Nelson, Vitale, and White ABSENT: Commissioners Barnico, Dawe, and DiPaolo PUBLIC: Craig Schuster, Richard Chase, Charlene Chase, Wes Rosen, Joe Gibbons, Tony Bettencourt, Bill Kossowan, and Ken Robinson A. CALL TO ORDER: Chairman Vitale called the meeting to order at 7:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for February 2013 — Chairman Vitale called for a reading of the minutes from the February meeting (there was no March meeting). Vice Chairman Mahoney made a motion to accept the minutes, seconded by Commissioner Faulstich. Motion passed unanimously. 3. Reading of the Financial Reports — Commissioner White presented the financial reports for February and March 2013. Vice Chairman Mahoney made a motion to accept the February and March financial reports, subject to audit. Commissioner Dettorre seconded the motion. Motion passed unanimously. 4. Presentation(s) — • Jacob's Engineering — Craig Schuster updated the commission on the West Ramp Reconstruction Project and Heath Marsden conducted a presentation of the completed BVY Airspace Analysis and Aeronautical Survey. 5. Chairman's Report — Chairman Vitale reported that: • A public meeting was held at City Hall regarding the proposed revised watershed ordinance • Airport staff and the commission were required to complete an on -line mandatory Conflict of Interest training program • Next year, the airport snow removal plan will be updated • There will be a meeting in the next couple of weeks with the sub - tenants of the Barracks Building regarding Barracks Building transition procedures 1 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING TUESDAY, APRIL 16, 2013 • The Hutchins' court case was heard by a jury and they were awarded a judgment of $40,000, which will come out of the airport's fund balance B. OLD BUSINESS: 1) Subcommittee Reports Property/Legal/Finance Subcommittee — Vice Chairman Mahoney reported on the City Hall Legal Affairs Meeting regarding the West Ramp Reconstruction project. He also reported on the Steve Connolly New England Academy development that is scheduled for completion in September 2014. And lastly, he reported on his coordination efforts with Dave Gelineau, Beverly's Director of Purchasing, on the RFP for the Barracks Building. • Noise Abatement Subcommittee — No noise complaints have been received for over a year. • Facility Maintenance — Commissioner Faulstich reported that the area in back of Coastal Pool was still a mess. • Website Management Subcommittee — Commissioner Forgione reported that the availability of BVY T- shirts was posted on the website. He also reported there were 1,197 hits in March and 985 in February. • Public Relations Subcommittee — No Report • Environmental Issues Subcommittee (& NSCC Aviation Science Program Update) — No Report • Airport Safety & Security Subcommittee — Commissioner Skerry talked about the proposed disaster drill. It was decided to do a disaster drill before the control tower was scheduled to close on 6/15/13. C. AIRPORT MANAGER'S REPORT: Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee collection, Season 2012/2013 snow storms, Connolly development update, Storm Water Pollution Plan and Spill Prevention Plan drafts, Cailin Road solar farm, tower closing status, the State Transportation Budget and an attempt to repeal the Mass Aviation Tax Exemption, West Ramp Pre - Design meeting, RW 16 -34 pavement marking painting, Mass Airport Management Association meeting, compilation of control tower closing information for dissemination to pilots, possible MassDOT /Aeronautics financial assistance for infrastructure associated with tower closing, East Ramp Reconstruction Project meeting date, old utility easement, and FY13 ASMP grant requests. 2 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING TUESDAY, APRIL 16, 2013 D. NEW BUSINESS None E. TENANT COMMENTS: Wes Rosen, Tower Chief, commented that all airport users need to contact our Senators and Congressmen to get their support for keeping the control towers open • Ace Chase reported killing one coyote. He said the fence signs beside the Cherry Hill parking lot are covered with stickers. He also stated that he has heard from the Direct TV airship and that the airport tenant /user cookout will be at his facility this July. F. COMMISSION COMMENTS: None G.
