MINUTES OF THE REGULAR MEETING
MONDAY, FEBRUARY 11, 2013
LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road,
Beverly, MA, 01915
PRESENT: Commissioners Barnico, Dawe, DiPaolo, Faulstich, Forgione, Mahoney, Skerry,
Vitale, and White
ABSENT: Commissioners Dettorre and Nelson
PUBLIC: Craig Schuster, Richard Chase, Charlene Chase, Wes Rosen, Steve Connolly, Bill
Kossowan, Tom Lyons, Peter Ogren, Dan Parsons, and Jim Baker
A. CALL TO ORDER:
Chairman Vitale called the meeting to order at 7:00 PM.
1. Pledge of Allegiance
2. Reading of the Minutes for January 2013 — Chairman Vitale called for a reading of
the minutes from the January meeting. Commissioner White made a motion to
accept the minutes, seconded by Commissioner Faulstich. Motion passed
unanimously.
3. Reading of the Financial Report — Commissioner White presented the financial
report for January 2013. Vice Chairman Mahoney made a motion to accept the
January financial report, subject to audit. Commissioner DiPaolo seconded the
motion. Motion passed unanimously.
4. Presentation(s) —
• Jacob's Engineering — Craig Schuster updated the commission on the airport's
East Ramp Reconstruction Project and announced that the non - precision
instrument approach to Runways 27 and 34 will be published by FAA on
March 7, 2013.
Connolly Construction Company — Steve Connolly gave a presentation
regarding his proposed development of a private school for special needs
children on land near the approach to RW34. The commission accepted the
proposal contingent on a signed avigation easement, submission of FAA and
MassDOT /Aeronautics aeronautical review forms, and abiding by the airport's
Noise Abatement Policy.
Chairman's Report — Chairman Vitale reported that:

Commissioner Dawe will conduct a based aircraft dollar value inventory

• Cruise Night will start up again between May 5 -31, 2013
B. OLD BUSINESS:
1) Subcommittee Reports
• Property/Legal/Finance Subcommittee — Vice Chairman Mahoney reported on
his meeting with the Mayor and John Dunn regarding the proposed RFP for
the Barracks Building as well as his conversation with John Dunn regarding the
transfer of airport revenue to the West Ramp Design Project.
• Noise Abatement Subcommittee — No Report
• Facility Maintenance — Commissioner Faulstich reported that Coastal Pool, a
sub - tenant of Linda McCarthy, had made a good effort in cleaning up the back
of the Barracks Building.
• Website Management Subcommittee — Commissioner Forgione reported that
the Admin/Maint Building now has Wi -Fi capability and that the airport
website had over 900 hits in January.
• Public Relations Subcommittee — No Report
• Environmental Issues Subcommittee (& NSCC Aviation Science Program
Update) — No Report
• Airport Safety & Security Subcommittee — Commissioner Skerry said he is
looking at a May 6 th -13 date for an aircraft disaster drill.
C. AIRPORT MANAGER'S REPORT:
Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly
landing fee collection, snow storms, withdrawal of CIP SRE Expansion Project, Cailin
Road solar farm, Stormwater Pollution Plan & Spill Prevention Control and
Countermeasures Plan draft, Barracks Building RFP, and BVY Contract Tower
ranking.

E. TENANT COMMENTS:
• Ace Chase reported no deer sightings and only one coyote sighting.
• Bill Kossowan reported on AOPA events.

• Tom Lyons reported that there were 48 CAP members and that they would build the
skirt around their trailer when the weather improved.
Wes Rosen, Tower Chief, reported that January aircraft operations were down and the
GPS non - precision approach for Runways 27 and 34 were to be published by FAA on
March 7, 2013.
