2012-12BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, DECEMBER 10, 2012 LOCATION. Beverly Airport/West Side /Cat Aviation, Hangar #4/Danvers, MA, 01923 PRESENT: Commissioners Dawe, Dettorre, DiPaolo, Forgione, Mahoney, Nelson, Skerry, Vitale, and White ABSENT: Commissioners Barnico and Faulstich PUBLIC: Craig Schuster, Ken Robinson, Richard Chase, Charlene Chase, Trish Nestor, Wes Rosen, and Bill Kossowan A. CALL TO ORDER: Chairman Vitale called the meeting to order at 7:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for November 2012 — Chairman Vitale called for a reading of the minutes from the November meeting. Vice Chairman Mahoney made a motion to accept the minutes, seconded by Commissioner Dettorre. Motion passed unanimously. 3. Reading of the Financial Report — Commissioner White presented the financial report for November 2012. Vice Chairman Mahoney made a motion to accept the November financial report, subject to audit. Commissioner DiPaolo seconded the motion. Motion passed unanimously. 4. Presentation(s) — Jacob's Engineering — Craig Schuster updated the commission on the East Ramp Reconstruction Project, SRE Building Extension Project, and the proposed West Ramp Reconstruction Project. The commission discussed the West Ramp Reconstruction Project and decided they would pay Jacobs up front with airport money for the project design and to put it on the shelf so it would be "shovel ready" when FY14 grant money becomes available. North Atlantic Air would later pay the airport's local share. The design should be done by June 2013. Motion — Commissioner White made a motion to pay Jacobs Engineering up front to do the design of the West Ramp, seconded by Vice Chairman Mahoney. Motion passed unanimously. Chairman's Report — Chairman Vitale reported that: BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, DECEMBER 10, 2012 • BAC sublease approval is needed so American Renal Associates can store its jet at North Atlantic Air's Hangar #49. Motion — Commissioner Dettorre made a motion that the BAC give its approval for North Atlantic Air, Inc. and American Renal Associates, Inc. to enter into a sublease agreement for aircraft storage. Motion was seconded by Commissioner DiPaolo. Motion passed unanimously. • Updated Airport Rules & Regulations and the Minimum Standards are on the way. • The airport may get the end loader attachment (ASMP grant) but not until the end of winter. • Clean -up efforts were done on Nike Road. • The Wings & Wheels event will be here next September. • An ASMP grant request to do security fence clearing has been submitted. B. OLD BUSINESS: 1) Subcommittee Reports • Property/Legal/Finance Subcommittee — Vice Chairman Mahoney said there would be more talks next month on a RFP for the Barracks Building Area. • Noise Abatement Subcommittee — No Report • Facility Maintenance — No Report • Website Management Subcommittee — Commissioner Forgione reported that he is putting together an end of month report. • Public Relations Subcommittee — Commissioner DiPaolo reported that he would be going around to City Halls and Chambers of Commerce distributing the airport brochures. • Environmental Issues Subcommittee (& NSCC Aviation Science Program Update) — No Report • Airport Safety & Security Subcommittee — Commissioner Skerry said Chief Cotter would like aircraft familiarization and tours of the control tower. C. AIRPORT MANAGER'S REPORT: 2 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, DECEMBER 10, 2012 Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee collection, status of the East Ramp Reconstruction Project, Hutchins' trial cancellation, status of the SRE building expansion, second public meeting of the proposed Revised Watershed Overlay Ordinance, widening of entrance to Nike Road, lease acquisition of the airport cell tower, paving between Hangar #2 and Building #54, West Ramp scoping meeting, airport statewide pavement analysis, and state transportation bill for airport projects. D. NEW BUSINESS: BAC Officer Elections — A motion was received from the floor by Commissioner Dettorre to re -elect Paul Vitale as Chairman. Seconded by Commissioner Forgione. Motion passed unanimously. A motion was received from the floor by Commissioner Dettorre to re -elect Bill Mahoney as Vice Chairman. Seconded by Commissioner Skerry. Motion passed unanimously. E. TENANT COMMENTS: • Bill Kossowan gave a report on closed FAA control towers and said the North Shore Aero Club would be getting a third aircraft. Wes Rosen, Tower Chief, gave an update on aircraft operations and said a FAA flight check was to be done on RW34 for GPS approach and would be published on March 7, 2013. F. COMMISSION COMMENTS • Commissioner Forgione asked for a motion to approve the purchase of 20 polo shirts, 20 hats, 5 T- shirts, and 5 safety vests with the Beverly Airport logo for $900.00. Motion — Commissioner White made a motion to approve the purchase of 20 polo shirts, 20 hats, 5 T- shirts, and 5 safety vests with the Beverly Airport logo for $900.00.
