2012-12-06CITY OF BEVERLY PUBLIC MEETING MINUTES BOARD: Design Review Board DATE: December 6, 2012 BOARD MEMBERS PRESENT: Colleen Bruce, Karen Bebergal, Jane Brusca, Bill Finch BOARD MEMBERS ABSENT: Rachel Matthews STAFF MEMBERS PRESENT: RECORDER: Bruce calls the meeting to order. Associate Planner Kate Newhall Kate Newhall 1. 45 Enon Street — Not Your Average Joe's — Rachael St. Germain, View Point Sign & Awning, 35 Lyman Street, Northboro, MA 01532 Mr. Jeffrey Kwass, from View Point Sign & Awning, presents the sign proposal for Not Your Average Joe's, located in the Commodore Plaza on Enon Street. There are several signs presented, including signs for the existing freestanding sing for the entire plaza, two wall signs and awning signs: • Primary Wall Sign, "Sign A" — measures 11' in length by 32" in height. Text reads, "Not Your Average Joe's" in warm gray and chrome yellow against a brown background. This sign will not be illuminated. • Secondary Wall Sign, "Sign B" — measures 46 3/8" in length by 42" in height. The text is in two lines with "Not Your" on the top line and "Average Joe's" on the second line. The text is warm gray and chrome yellow against a brown background. This sign will utilize existing external lights for illumination. • Freestanding Sign Panel Replacement, "Sign C" — The two panels measure 48 1 /4 " in length by 12 1 /4 " in height. The signs have a brown background with "Not Your Average Joe's" in white. The panels will be internally illuminated. • Awning Sign, "Sign E.1" — There are two identical awning signs that have text reading, "Kitchen & Bar" in white against the brown awning. The text measures 6" in height by 42 3/8" in length. The awnings will not be illuminated. • Awning Sign, "Sign E.3" — These three awning signs are almost identical to Signs E.1. However, the text measures 6" in height by 34 3 /4" in length. The white text reading, "Kitchen & Bar" will be placed against the brown background of the awning. There are several awnings that do not have any text, so they are not considered signs. Brusca asks if the logo is changing. Mr. Kwass confirms this. She also asks for images of the building as it is now and also what it will look like with the new signs. Mr. Kwass shows a rendering of the building to the Board. Finch asks about the size of the lettering on the current sign so he can compare it with that on the proposed sign. He also asks for a photograph of the current sign. He has concerns that the proposed does not match the letter height that exists around the rest of the plaza. DRB December 6, 2012 Page 2 of 3 Brusca asks about the proposed square wall sign. She confirms that it is about the same size as the current square sign. Members confirm that there is external illumination of the wall signs. Mr. Kwass states that the design for the pylon sign panels is similar to the horizontal wall sign, which will be more readable than the current design. Newhall confirms that the sign panel replacements will be internally illuminated. Finch is concerned with the size of the large horizontal wall sign. He wants the letter size to be similar to the other signs in the plaza. He appreciates the applicant using external illumination rather than internal. He is also ok with the design of the sign; it's only the size of the text that concerns him. Finch is concerned with scale, not the design of the sign. Mr. Kwass states that the wall signs are individual channel letters mounted onto the background. Brusca suggests recommending that the letters on the rectangular sign be a bit smaller, which may impact its "readability ". Bruce asks about the striping on the awnings. Mr. Kwass states that the proposed ones retain stripes, but are a bit different than the existing awnings. Brusca thinks the sign package as proposed is fine due to the location context; she does not think the size of the wall sign is inappropriate. Bruce is concerned about precedent if these signs are allowed to have large letters. Brusca asks for a copy of the rendering for the file. Mr. Kwass says he will email it to Newhall. Brusca: Motion to approve the proposed sign package as presented, seconded by Bruce. All in favor. 2. 721 Hale Street — Well Lived — Ed Juralewicz, United Sign Co., Inc., 33 Tozer Road, Beverly, MA 01915 Mr. Juralewicz presents the sign design for a projecting sign and window signs. The projecting sign will measure 24" in height by 36" in length and hang from an existing bracket. The white sign will feature black text reading, "Well- Lived" on one line with a black border around it and "Beverly Farms" on the second line. This sign will not be illuminated. He also presents four window signs, one for each window. Two of the signs will be identical to the projecting sign. A third sign will read, "Luxuries for the Home" and the fourth sign will read, "Interior Design." All of the text on the window signs will be white with no illumination and have the same font as the projecting sign. Brusca asks about the business. Juralewicz states that it's an interior design business and the owner will also sell home furnishings out of the location. DRB December 6, 2012 Page 3 of 3 Juralewicz states that the proposed sign is the same size as the previously existing one. Newhall asks if there is a spotlight on it. Juralewicz states that there is an existing one, which the owner may or may not use. Finch: Motion to approve the sign designs as presented, seconded by Bruce. All in favor. 3.
