2012-11BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, NOVEMBER 5, 2012 LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Barnico, Dawe, DiPaolo, Faulstich, Mahoney, Skerry, Vitale and White ABSENT: Commissioners Dettorre, Forgione, and Nelson PUBLIC: Dave Graham, Craig Schuster, Ken Robinson, Richard Chase, Charlene Chase, Wes Rosen, and Bill Kossowan A. CALL TO ORDER: Chairman Vitale called the meeting to order at 7:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for October 2012 — Chairman Vitale called for a reading of the minutes from the October meeting. Commissioner DiPaolo made a motion to accept the minutes, seconded by Vice Chairman Mahoney. Motion passed unanimously. 3. Reading of the Financial Report — Commissioner White presented the financial report for October 2012. Vice Chairman Mahoney made a motion to accept the October financial report, subject to audit. Commissioner Barnico seconded the motion. Motion passed unanimously. 4. Presentation(s) — • Jacob's Engineering — Craig Schuster reported that the lower East ramp reconstruction was finished and reconstruction on the upper East ramp was in progress. He also reported that the airspace study obstacle analysis was being finished and would require our review. 5. Chairman's Report — Chairman Vitale reported that: • The December BAC Meeting will be held at Cat Aviation's Hangar #4 on the West Side on December 10, 2012 at 6:OOPM and that the BAC Christmas party will be held after the meeting at approximately TOOPM • The BAC Officer Elections will also be held at the 12/10/12 BAC Meeting • The Civil Air Patrol have located a modular classroom beside the generator building 1 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, NOVEMBER 5, 2012 • A scrap metal man will be collecting scrap metal from the Nike Road area The Wings & Wheels event will be held next year B. OLD BUSINESS: 1) Subcommittee Reports • Property/Legal/Finance Subcommittee — Vice Chairman Mahoney reported on a meeting that was held with Joseph Colluci of American Renal Associates and Mayor Scanlon regarding basing a corporate jet at BVY. • Noise Abatement Subcommittee — No Report • Facility Maintenance — No Report • Website Management Subcommittee — No Report • Public Relations Subcommittee — Commissioner DiPaolo reported on the oil painting of the airport hanging in City Council Chambers. He will also check on restocking BVY brochure locations. • Environmental Issues Subcommittee (& NSCC Aviation Science Program Update) — Commissioner Barnico talked about the Proposed Revised Watershed Overlay Ordinance public meeting. • Airport Safety & Security Subcommittee — Commissioner Skerry reported that the disaster drill will be conducted in the spring of 2013 and it will include aircraft familiarization. AIRPORT MANAGER'S REPORT: Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee collection, progress of the East Ramp Reconstruction Project, FY2014- 2018 CIP meeting with FAA and MassDOT /Aviation, Carmen Ciampa, the Statewide Airport Pavement System project, BVY Disaster Drill, Admin/Maint Building parking lot seal coating, CAP trailer, retirement of Bob Munroe (Assistant City Solicitor), the return to work of Danvers Fire Chief Kevin Farrell, and the Coastal Pool Company cleanup. D. NEW BUSINESS: None E. TENANT COMMENTS: 2 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, NOVEMBER 5, 2012 • Ace Chase of Cat Aviation reported on an injured deer call and a coyote sighting on TXY "F ". He also updated the commission on airport "Welcome" signs he made and installed. • Wes Rosen, Tower Chief, reported that air taxi operations were almost double over what they were last year (77 last year, 132 this year). He also mentioned that without PAPI's, a GPS approach would not be authorized at night for RW's 34 and 27. • Ken Robinson of North Atlantic Air said his new hangar would be finished next week. • Bill Kossowan gave an update on the North Shore Aero Club and AOPA happenings.
