MINUTES OF THE REGULAR MEETING
TUESDAY, OCTOBER 9, 2012
LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road,

PRESENT: Commissioners Barnico, DiPaolo, Faulstich, Forgione, Mahoney, Vitale, and
White
ABSENT: Commissioner Dawe, DiPaolo, Nelson, and Skerry
PUBLIC: Dave Graham, Ken Robinson, Richard Chase, Charlene Chase, Jim Baker, Wes
Rosen, and Carmen Ciampa
A. CALL TO ORDER:
Chairman Vitale called the meeting to order at 7:00 PM.
1. Pledge of Allegiance
2. Reading of the Minutes for September 2012 — Chairman Vitale called for a reading
of the minutes from the September meeting. Commissioner White made a motion
to accept the minutes, seconded by Vice Chairman Mahoney. Motion passed
unanimously.
3. Reading of the Financial Report — Commissioner White presented the financial
report for September 2012. Vice Chairman Mahoney made a motion to accept the
September financial report, subject to audit. Commissioner Forgione seconded the
motion. Motion passed unanimously.
4. Presentation(s) —
• Jacob's Engineering — Dave Graham reported on the progress of the East
Ramp Reconstruction Project. He also said the Airspace Analysis Project
should be done by the end of the month. He reported that we might not be able
to do the RW 16 -34 Runway Reconstruction Project in FY14 due to priority
work at T. F. Greene Airport in Rhode Island.
5. Chairman's Report — Chairman Vitale:
• Reported the bottom half of the East Ramp took 2,800 tons of hot top. The
top half and Taxiway "G will take approximately 3,400 tons.
• Reported there will be 23 tiedowns on the Lower East Ramp and 8 on the
Upper East Ramp. Those along the upper and lower ramp fence lines will have
access to electricity. There would be a yearly charge of $200.00
• Reported he gave Commissioner Skerry a tour of the airport

• Reported that the Ellrich hangar development was a dead project
• Reported the latest information on the Hutchins trial
• Reported on the oil painting of the airport hanging in City Council Chambers
B. OLD BUSINESS:
1) Subcommittee Reports
• Property/Legal/Finance Subcommittee — Vice Chairman Mahoney talked about
the possibility of a State - provided or State - subsidized terminal building.
• Noise Abatement Subcommittee — No Report
• Facility Maintenance — Commissioner Faulstich talked about his visit to the
airport restaurant at Lawrence Airport.
• Website Management Subcommittee — Commissioner Forgione reported the
website received 1,236 hits in September. He said he is still working on airport
hats and t- shirts.
• Public Relations Subcommittee — No Report
• Environmental Issues Subcommittee (& NSCC Aviation Science Program
Update) — Commissioner Barnico reported on the status of the proposed
Revised Watershed Overlay Ordinance.
• Airport Safety & Security Subcommittee — Chairman Vitale reported that
Commissioner Skerry would head up the BAC with the upcoming airport
emergency drill.
C. AIRPORT MANAGER'S REPORT:
Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly
landing fee collection, progress of the East Ramp Reconstruction Project, status of the
Hutchins trial, airport name change process, Airport FY2014 -2018 CIP meeting and
pre- meeting dates, MassDOT Statewide Airport Pavement System Project, a visit by
Richard Tisei, abutter mailing, Ciampa No Trespass order from Warner Aerocraft, and
the Ellrich hangar project.

E. TENANT COMMENTS:
• Ace Chase of Cat Aviation reported no wildlife sightings.
Wes Rosen, Tower Chief, reported that the air traffic count was 22 operations ahead
of last year and that commercial air taxi operations had doubled.
• Ken Robinson of North Atlantic Air reported that the new West Side hangar would be
done by November lgt and that West Side Ramp transient parking is limited. He also
reported good sales for the summer and so far for the fall.
F. COMMISSION COMMENTS:
• The BAC discussed the 2012 Christmas party. It will be held immediately following
the December 10 BAC meeting.
G. ADJOURNMENT:
Motion to adjourn made by Commissioner White, seconded by Commissioner Forgione. Motion
passed unanimously at 9:46 PM.
