MINUTES OF THE REGULAR MEETING
MONDAY, SEPTEMBER 10, 2012

PRESENT: Commissioners Barnico, Dawe, Dettorre, DiPaolo, Faulstich, Forgione, Mahoney,
Skerry, Vitale, and White
ABSENT: Commissioner Nelson
PUBLIC: Dave Graham, Craig Schuster, Ken Robinson, Richard Chase, Charlene Chase, Bill
Kossowan, and Deputy Chief Peter O'Connor
A. CALL TO ORDER:
Chairman Vitale called the meeting to order at 7:00 PM.
1. Pledge of Allegiance
2. Reading of the Minutes for August 2012 — Chairman Vitale called for a reading of
the minutes from the August meeting. Commissioner White made a motion to
accept the minutes, seconded by Vice Chairman Mahoney. Motion passed
unanimously.
3. Reading of the Financial Report — Commissioner White presented the financial
report for August 2012. Commissioner Barnico made a motion to accept the
August financial report, subject to audit. Commissioner DiPaolo seconded the
motion. Motion passed unanimously.
4. Presentation(s) —
• Jacob's Engineering — Craig Schuster reported that the East Ramp
Reconstruction Project was going well and that the new RW 9 -27 pavement
markings would be done next week. He also said the Airspace Approach
Analysis project was still proceeding and should be ready in October 2012.
• Beverly Deputy Chief Peter O'Connor — Deputy Chief O'Connor discussed the
proposed airport disaster drill that is tentatively planned for Monday, October
22, 2012 at Noon.
5. Chairman's Report — Chairman Vitale:
• Discussed giving an official name to the Airport's West Side Access Road
• Discussed the pending court case involving the Hutchins
• Discussed the possibility of another jet basing itself at the airport

• Appointed Commissioner Skerry to the Airport's Safety & Security
Subcommittee
• Informed the commission of the airport's front end loader accident
B. OLD BUSINESS:
1) Subcommittee Reports
• Property/Legal/Finance Subcommittee — Vice Chairman Mahoney talked about
criteria and what's needed to get first in line for MassDOT /Aeronautics'
terminal building program. Craig Schuster will help in fact - finding.
• Noise Abatement Subcommittee — Informed the commission of a noise
complaint from Mr. Donahue of Bradford Street, Danvers and that we should
look into the possibility of noise berms.
• Facility Maintenance — Commissioner Faulstich reported his visit to the airport
restaurant at Taunton Airport.
• Website Management Subcommittee — Commissioner Forgione reported the
website received 1,438 hits in August, the highest so far for the year. He said
the abutter mailings would be done next week. He said he is still working on
airport hats and t- shirts. He also will work with Ace Chase to make three
"Welcome to Beverly Airport" signs.
• Public Relations Subcommittee — Commissioner DiPaolo reported that the
airport painting would be presented to City Council at their 9/17/12 meeting.
Environmental Issues Subcommittee (& NSCC Aviation Science Program
Update) — Commissioner Barnico updated the commission on the NSCC
Aviation Program and on the first public meeting of the proposed Watershed
Overlay Ordinance.
Airport Safety & Security Subcommittee — Commissioner Dettorre updated the
commission on the proposed airport disaster drill to be held in October.
C. AIRPORT MANAGER'S REPORT:
Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly
landing fee collection, brush cutting, East Ramp Reconstruction Project, Hutchins vs.
Beverly Airport Commission, Stormwater Pollution Plan, Autoliv vehicle testing, and
the upcoming Airport/FAA/MassDOT /Aeronautics CIP meeting.

D. NEW BUSINESS: None
E. TENANT COMMENTS:
• AOPA representative Bill Kossowan talked about AOPA and the uncomfortable
political atmosphere for aviation. He also reported that NSAC are back to two (2)
aircraft.
• Ace Chase of Cat Aviation said he has two (2) hangar spaces empty and two (2)
empty tiedown spaces. He also reported there have been no deer or coyote sightings
on the airport.
• Wes Rosen, Tower Chief, reported that air traffic was down and that we needed more
touch - and -go's to up the traffic count.
• Ken Robinson of North Atlantic Air reported that his new hangar construction is
moving along. He also reported that fuel sales should be better in August than July and
that it's been a slow recovery but still a recovery.
F. COMMISSION COMMENTS:
• Commissioner Dettorre asked for a moment of silence for 9/11.
G. ADJOURNMENT:
Motion to adjourn made by Commissioner Faulstich, seconded by Commissioner Forgione.
Motion passed unanimously at 9:35 PM.
