Scanlon, Jr. Mayor Refer to Legal Affairs #178 (late file) August 29, 2012 The Honorable City Council City Hall, 191 Cabot Street Beverly, MA 01915 RE: Residential TIF District proposal Dear Honorable Council: Please find enclosed a revised Rantoul Street Urban Center Housing Tax Increment Financing Plan for your review. The Plan has been revised to reflect the fact that the developer of the property at 79 Rantoul Street has decided to move ahead with his project without the benefit of tax increment financing. As a result, all references to a proposed TIF project at 79 Rantoul Street have been eliminated from the Plan. Aside from that, there are no other changes between the attached Plan and the June 18 version previously submitted to you for consideration. This change does not affect the required City Council process or votes. It does, however, delay submission of the Plan to the Department of Housing and Community Development for state approval because the UCH -TIF regulations require that the Plan be accompanied by a project within the Plan area that has negotiated a TIF Agreement with the City. Scanlon Jr. Mayor 9/7/2012 Regular Meeting Refer to Finance & Property Communications from other City Officers and Boards: #12 -A The Honorable City Council City Hall, 191 Cabot Street Beverly, MA 01915 Page 4 of 7 RE: CITY COUNCIL ORDER #12: TRAFFIC AND SAFETY ISSUES NEAR 726 -746 HALE STREET Dear Councilors: The Parking and Traffic Commission has completed its review of the matter raised in the above - referenced Order and wishes to update you on its efforts in this regard. As you know, Order #12 was based on a letter from Ms. Jayne Pope and was referred to the Commission in January of this year. Ms. Pope was invited to (and attended) the Commission's February meeting along with Ward 6 Councilor Brett Schetzsle. At the February meeting, Ms. Pope informed the Commission that last year's conversion of a nearby former dry cleaners into a convenience store has led to trucks blocking access to Pickett Street and the Pope's driveway; that trucks are parking on public sidewalks; that vehicles are parking within 20' of a curb; that cars are parking for hours in on- street parking spaces limited to 30 minutes; and that delivery and customer vehicles that are parked on the street are creating safety issues. Members of the Commission suggested conducting an immediate site visit to the area and continuing discussion of the matter in March, but Ms. Pope said that at that time of year (winter) there were no overriding parking- related issues. She stated instead that the difficult times are during the summer and early fall. As a result, members agreed at the February meeting to visit the site individually at their convenience over the upcoming months and to discuss the matter in more detail later in the year. Please be advised that the Commission resumed discussion of this Order at its meeting yesterday. A majority of members personally visited the site and observed existing conditions (some on multiple occasions) over the course of the last six months. Traffic Sergeant/Safety Officer Russ Rollins in particular worked hard to resolve a number of the issues Ms. Pope raised. Specifically, Sgt. Rollins worked with the owners of the retail establishments to address some of their previous practices related to delivery vehicles and employee parking on the side of the building. Members of the Commission reported that they have not observed in the field any of the troublesome issues Ms. Pope initially raised, nor has the Commission received any additional complaints regarding this area over the summer. Fire Lieutenant Bill Fiore did recommend (and the Commission concurs) that two faded and nearly illegible street signs in the vicinity of 726 -746 Hale Street be replaced: • The "No Parking Here to Corner" sign on the southeast side of Hale Street opposite #730 Hale Street. It is faded and very difficult to read. • The "No Parking This Side of Street" sign at the corner of Pickett Court and Hale Street. This 9/7/2012 Regular Meeting Page 5 of 7 sign is attached to a wooden utility pole and appears to be inappropriately oriented toward motorists on Pickett Court. Sgt. Rollins will be reviewing the City Ordinance to determine if replacement of any of these signs requires authorization from the City Council and if so will submit a formal Order to do that. At this point the Commission believes it has provided what assistance it can to the Council on this matter, but remains willing to offer additional help if needed in any way.
