2012-07-30Beverly Historic Commission Draft Minutes — July 30, 2012 Board: Date: Location: Members Present Members Absent: Others Present: Recorder: CITY OF BEVERLY PUBLIC MEETING MINUTES Historic District Commission July 30, 2012 3 rd Floor, Beverly City Hall, 191 Cabot Street William Finch, Jim Younger, Martin Lian, and Wendy Pearl Kate Newhall, Associate Planner Kate Newhall Finch called the meeting to order at 7:00 p.m. Discussion — Commission's formal support of the Community Preservation Act Pearl, who is a volunteer member of the ballot campaign committee for the passage of the Community Preservation Act in Beverly shares general information regarding the Act, the process in which to pass it in Beverly, and examples of how the funds raised through the Act can benefit the City. Younger states that the only negative to the act is that there is a fee, however the fee is very small. The other members agree and discuss the benefits to adopting the act: funding source for projects that are often put aside, actual cash to help leverage other grant programs, cross -over benefit of different boards and commissions coming together under the "to be established" CPA committee, etc. Motion: Lian moved to formally support the passage of the CPA in Beverly, seconded by Younger. The motion carried 3 -0 (Pearl recused herself from the vote). Approval of Minutes Motion: Younger moved to approve the minutes as presented for March 28, 2012 as presented, seconded by Finch. Approved 2 -0 (Voting Members: Finch and Younger) Motion: Younger moved to approve the minutes for June 18, 2012 as presented, seconded by Lian. Approved 3 -0 (Voting Members: Finch, Lian and Pearl) New /Other Business Demolition Applications: 46 Pickman and 40 Neptune Streets Finch discusses two recently- received demolition applications. One is to completely demolish the 1943 home located at 46 Pickman Street and the other is to take the 1880 house located at 40 Neptune Street and move it to the lot at 46 Pickman. The Neptune house will not be a demolition in the traditional sense, however Finch clarifies that moving the house constitutes a demo and therefore can be reviewed under the ordinance. The members discuss the applications and determine that they want to hold a public hearing on them. Newhall will email the members will potential meeting dates for both the site visit and the hearing. 45 Broadway Finch confirms that the parking lot that looks like it belongs to the property at 45 Broadway has been subdivided and is now part of the adjacent property at 39 Broadway. This subdivision has arguably made the sale of 45 Broadway very difficult. Newhall confirms that she spoke with Dr. Kowalski, the property owner, and he stated that he would need an offer of at least $350,000 to sell the building. Newhall states that if he doesn't sell the building, Dr. Kowalski plans on demolishing it upon the conclusion of the year delay for a parking lot. Adjournment Younger moved to adjourn the meeting, seconded by Lian. The motion carried, 4 -0. The meeting was adjourned at 8:05 p.m. Page 2 of 2
