2012-07BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, JULY 9, 2012 LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Barnico, Dawe, Dettorre, DiPaolo, Faulstich, Nelson, Vitale, and White ABSENT: Commissioners Forgione and Mahoney PUBLIC: Craig Schuster, Ken Robinson, Richard Chase, Charlene Chase, Wes Rosen, Jim Baker, Diane Baker, Tony Bettencourt, Joe Gibbons, and Bill Kossowan A. CALL TO ORDER: Chairman Vitale called the meeting to order at 7:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for June 2012 — Chairman Vitale called for a reading of the minutes from the June meeting. Commissioner White made a motion to accept the minutes, seconded by Commissioner DiPaolo. Motion passed unanimously. 3. Reading of the Financial Report — Commissioner White presented the financial report for June 2012. Commissioner Barnico made a motion to accept the June financial report, subject to audit. The motion was seconded by Commissioner Faulstich. Motion passed unanimously. 4. Presentation(s) — • Jacob's Engineering — Craig Schuster said he needed the signed grant offers by this week so construction on the East Ramp could start in August. Regarding the approach survey, the airport aerial approaches were flown on June 21, 2012. The data /information is being broken down and results should be available in another month or two. 5. Chairman's Report — Chairman Vitale: • Would like to have a table top disaster exercise before an actual drill takes place • Is still undecided if the Wings of Freedom tour will be at BVY this year • Said Cicoria Tree Service will be cutting trees on their new parcel and by the dog park 1 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, JULY 9, 2012 • Said the Hangar #45 tenant will be kept abreast of activities affecting the status of Hangar #45 B. OLD BUSINESS: 1) Subcommittee Reports • Property/Legal/Finance Subcommittee — No Report • Noise Abatement Subcommittee — No Report • Facility Maintenance and Website Management Subcommittee — Commissioner Faulstich reported that notices for facility inspections would go out next week. • Public Relations Subcommittee — No Report • Environmental Issues Subcommittee (& NSCC Aviation Science Program Update) — Commissioner Barnico reminded the commission of the upcoming public meetings in September regarding the proposed revised watershed ordinance. • Airport Safety & Security Subcommittee — Commissioner Dettorre talked with Beverly Fire Chief Paul Cotter regarding a proposed September airport disaster drill. Chief Cotter will be invited to the August 2012 BAC meeting to provide more information. C. AIRPORT MANAGER'S REPORT: Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee collection, West Side Access Road, East Side Hangar 6 Lane, East Ramp and TXY "G" Reconstruction Project, new Airport Rules & Regulations, new Airport Minimum Standards, proposed revised watershed ordinance meeting, ASMP grant to re -pipe the airport's 1,000 -gallon diesel tank, hydro seeding, and the proposed FY13 ASMP projects. D. NEW BUSINESS: A motion made by Commissioner Dettorre to approve an ASMP diesel tank pipe reconfiguration grant with a $6,140 local share cost. Motion seconded by Commissioner Barnico. Motion passed unanimously. E. TENANT COMMENTS: 2 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, JULY 9, 2012 • Tower Chief Wes Rosen expressed his concern over low traffic count figures. He also reported that the controllers averted four (4) landings by aircraft with their landing gear up. • FBO Ken Robinson reported he would start his hangar construction in two (2) weeks. • AOPA representative Bill Kossowan reported that there was no AOPA feedback from an AOPA airport "walk about ". • Hangar #4 Ace Chase reported that water would freeze the wheel in the Hangar #4 gate in winter unless a pavement modification is made. • Jim Baker updated the BAC on his hangar - painting project. • Joe Gibbons reported North Shore Aero Club membership was at 60 and that aircraft use is up.
