2011-08-17CITY OF BEVERLY PUBLIC MEETING MINUTES Board: Harbor Management Authority Date: August 17, 2011 Location: Beverly Public Library Members Present Paul Earl, Rinus Oosthoek, Don Neuman, Charlie Raymond, Sylvan Menezes, George Simon, David Suminsby, Maureen Troubetaris, Paul Miedzionowski, and Wes Slate, Members Absent: Chris D'Alfonso Others Present: Marina Manager Rob Dever, members of the public Peter Chauncy and George Whitney Recorder: This meeting was recorded and transcribed by Eileen Sacco Earl called the meeting to order at 7:00 p.m. Public Input Peter Chauncy, who rents a pram rack space at the Ferry Way Landing, requested a dedicated area for pram hose down or at least restrict the current space to an enforced 15 minute tie up. His request was taken under advisement. He also mentioned that the security gate is broken and that there have been thefts. He was informed of the repair work to be undertaken by the contractor that installed the gate. George Whitney asked that the Harbor Authority review his letter inquiring about the status of approvals the city has obtained for the Black Cow project. He was informed that his letter was given to the city solicitor for response. Approval of Minutes The approval of the July 14, 2011 was postponed until next month's meeting. Report from Facilities Committee Rob Dever reviewed each item on the Facilities Committee to -do list and provided current status and planed actions as follows: Public Access / Ferry way — Dever reported that the sidewalk is complete and the next step is to clean up the dirt area for the September 10 celebration. Harbor Management Authority August 17, 2011 Page 1 of 4 Dever noted that the catch basin needs to be aligned with the Black Cow plan and it is likely that the area will stay gravel until the Black Cow project. He noted that the gravel is in place and they need some more which will be brought in before September l Oth. Dever reported that the Lt. Governor has announced that the money is budgeted for the concrete public floats. He explained that funding should be received in FYI 3 and the process of finalizing the engineering drawings can proceed. Dever reported that the bollard lighting in the U dinghy area is complete. He also explained that the gate needs warranty work which is scheduled for this week. Dever reported that the public park has been cleaned up and is functional. He explained that the park will be demolished to move the brown building before December. He noted that they are still waiting for National Grid to remove the light pole. Recreational Marina Dever reported that the installation of the power and water is complete. Dever reported that the offset piece for the gangway was installed the week of June 6 th and they are waiting for pilings for the floats. Dever reported that the gate needs some warranty work and he expects it to be completed next week. Dever reported that the restrooms will not be in until the brown building gets moved. Dever reported that there are three (3) slips available and interest is down to a single boater currently. Dever reported that the pre- wiring for the Direct TV is scheduled and 3 boaters are to finalize with Direct TV. Dever reported that he received the specifications from the Jubilee Yacht Club on their WIFI and he has passed it onto the Information Technology department for the city. Commercial Marina Dever reported that the invoices were due July 1 St and they are coming in at an acceptable rate. Dever reported that routine maintenance is under control and they are waiting for FYI 3 funding. Dever reported that the hoist has rust issues and he will be hiring a welder to repair it. Harbor Management Authority August 17, 2011 Page 2 of 4 Sandy Point Dever reported that the sign for Sandy Point is on hold while input is received from the Health Department and the City Solicitor. Security Cameras Dever reported that the security camera equipment has been received and they should have a temporary location identified by early September. Slip Fees Dever reported that the slip fee tracking is the responsibility of the Harbormaster. Summer Maintenance Help Dever reported that a candidate has been identified and the start date has been moved to the fall. Finance Report The latest information from John Dunn was reviewed. Because the person in the Harbormaster's office who processes our slip fee income and operating expenses has transferred to the police force, there was little current information to review. Grants Simon states that there is nothing to report on grants this evening. Bass Haven DredOns! Project It was reported that the regulatory agencies are requesting another meeting on the dredge depth for the lower portion of the river. Bourne Consulting is questioning the need. DEP has sent an email stating that the requested 9' depth is the historical depth of the lower portion of the river. Sisnau Project Oosthoek states that there was nothing new to report on the signage project. Black Cow Appeal Earl reported that there has been no ruling on the appeal yet. Port Marina Earl reported that there has been no ruling on this as well. Harbor Management Authority August 17, 2011 Page 3 of 4 Mass Highway Walkway A75% design plan for the walkway has been received from Mass Highway which is responsive to the agreement reached between the city and Mass Highway. Discussions have taken place with Tina Cassidy and Roy Gelineau as to what actions the city will take to move the project forward for actual construction as soon as possible. Old/New Business Paul Earl reviewed the plans to date for a Fall Harbor Fest to be held on the apron at the recreational marina from 3 -5pm on Saturday, Sept. 10th. His vision is that this becomes a Spring and Fall semi - annual event at the harbor. Paul reviewed and obtained agreement from the other Authority members on to -do list for the event, which he will distribute within the next few days. Next Meeting Next Meeting - to be determined based on member availability. Our usual date of the third Wednesday of the month does not work for some members in September. Adjournment There being no further business to come before the Harbor Management Authority this evening, D'Alfonso moved to adjourn the meeting. Raymond seconds the motion.
