Earl called the meeting to order at 7:00 p.m.
Approval of Minutes
The minutes of the Harbor Management Authority meeting held on March 16, 2011 were
presented for approval. Slate moved approval as amended. Neuman seconds the motion. The
motion carries (7 -0).
Public Input
There was no public input at this meeting.
Report from Facilities Committee
Earl reported that D'Alfonso has agreed to head the Facilities Committee. He stated that he and
D'Alfonso will meet with Mike Collins on April 6, 2011.
Neuman notes that Earl had agreed to take on the review of the HMA bills and questions if
D'Alfonso will now be doing that. Earl states that he will continue to review the bills for the
time being so that he can get a handle on what the process is.
Dever reported that the target date for opening of April 15 was missed due to the drilling
problems that were encountered on the site. He reported that the gangway will be installed on
Friday and the electrician should be on site on Saturday. He explained that the pilings will be
installed and the goal is to be open on Saturday morning.

Dever reported that the dredged material will be going to Amesbury and should be hauled out on
Friday. He also notes that this phase of the project must be completed and the money spent by
June 30, 2011.
Dever reported that the dinghy rack and sign is up at Sandy Point Beach. He explained that he
received a sample sign from Jeremy Harrington. Slate explained that there were multiple signs
down there and it was confusing with so much information and the idea was to consolidate them.
Earl agreed that it was a good idea to consolidate the information on one sign and suggests that
the HMA get an estimate from the DPW on the cost of the signs.
Neuman noted that the City is implementing a carry in/carry out policy at Lynch Park this
summer.
Dever asked the HMA for guidance on the definition of commercial boats. Troubetaris
suggested that the criteria used to license the boat should be used. Earl notes that it is important
to the assigning of boat slips. Slate suggests that the HMA get an opinion from the City
Solicitor. Simon states that there should be state and federal regulations governing the definition
of commercial boats. Earl will look into this and hopes to have an answer by the next meeting.
Dever reported that there are two (2) recreational slips available. Dever questions if they should
leave two spots for transient boats. Raymond suggests that the slips be filled and notes that most
marinas if boats are out the slips are used temporarily by transient boats
Dever reported that a new sign is needed advertising the availability of slips. He explained that
the one that was up at the marina was effective but it was destroyed in a storm. Earl states that
the sign should be replaced and the vacancies should be advertised on Craig's List, and the
Beverly Citizen. He also suggests that if the slips are not filled in 30 days the HMA should
consider other advertising alternatives.
Dever reported that there is one (1) commercial slip available. Raymond stated that he will put
the word out about the availability of the slip.
Finance Report
Miedzionowski reported that he has not received any finance reports from John Dunn. He
suggested that members think about the HMA budget for next year and get suggestions to him
and Earl so that a proposal can be put together to present to the Mayor.
Grants
Neuman reported that he and Oosthoek and Simon attended the Seaport Advisory Council
Meeting. Troubetaris questioned if the grants that the city is looking at solely for the waterfront
or could they be used in other areas.
Oosthoek reported that he talked with Mike Driscoll and Kevin Mooney and they had some good
ideas on sources of money.

Neuman suggests that the grant applications that are on file should be updated.
National Grid Project
Earl reported that Mayor Scanlon met with officials of National Grid and he is hopeful that they
will be willing to cooperate with the city.
Bass Haven Dredging Project
Suminsby states that there is nothing new to report on this matter. He reported that Bass Haven
is still on track to have their special membership meeting. Neuman notes that he and Suminsby
have been invited to attend the meeting and they plan to attend as a show of support from the
City for their contribution.
Slate suggests that someone should invite the Mayor or is designee to attend that meeting as well
to support the project.
Signage Project
Oosthoek stated that there is nothing new to report. Earl suggested that members try to complete
the sign inventory for the next meeting so that estimates on the cost of the signs could be
obtained.
Mass Highway Easement
Neuman reported that the easement has been drafted by Mass Highway and signed by the Mayor.
He explained that it has been signed and returned and we are awaiting the recorded copy to be
returned to the City.
Old/New Business
Data Race
Neuman reported that the data base is going well.
Menezes reported that the HMA website needs to be updated noting that Board Members need to
be updated.
BHMA Charter
Earl states that there is nothing new to report on this but he will be reviewing the Charter to see if
any changes should be made.

Dinghy /Kayak Racks
Troubetaris questions if there will be dinghy racks at Ober Park. Dever explains that the dinghy
racks at Lynch Park are managed by the Park and Recreation Department and he did not know if
they plan to install any at Ober Park.
Rev Cam
Earl reports that Bev Cam is planning to do a series on the waterfront. He states that he would
like to have a segment done by the end of June.
Discussion ensues about the use of the waterfront and it was suggested that perhaps concerts
could be put on down there. It was suggested to contact Main Streets about this possibility.
Harbormaster
Slate suggests that the HMA invite Harbormaster Dan McPherson to a HMA meeting. Earl will
invite him to the next meeting.
Public Input
Earl notes that there are members of the audience present who arrived after the start of the
meeting and missed the comment period. He opens the meeting up for public comment at this
time.
Bob Cook addresses the HMA and questions if a decision has been made as to the definition of a
commercial boat. Earl explained that the HMA is going to request a ruling on that from the City
Solicitor.
Next Meeting
The next meeting of the Harbor Management Authority will be held on Wednesday, May 18,
2011 at 7:00 p.m.

There being no further business to come before the Harbor Management Authority this evening,
Troubetaris moved to adjourn the meeting. Raymond seconds the motion. The motion carries
