MINUTES OF THE REGULAR MEETING
JUNE 10, 2002
PRESENT: Commissioners Barnico, Duval, Lydon, Mahoney, Simpson, Tognazzi,
Trask, Vitale, and White
ABSENT: Commissioner Nelson
PUBLIC: Bruce Eaton, Glenn Smart, Gary Kerr, Ken Lewis, Gerry Nelson, Dave
Graham, Craig Schuster, Ken Robinson, Alex Skrabut, and Rich Mello
A. CALL TO ORDER: Chairman Vitale called the meeting to order at 7:30PM.
1. Presentation:
·
Edwards & Kelcey Update – Craig Schuster updated the commission
on the RSA Environmental Assessment project e.g. the scope and cost
finalization. Airport Manager and Commissioner(s) will be at the grant
project vote in July.
Glenn Smart gave a presentation on wetland delineation portions of the
project and also for the security fencing project.
2. Reading of the Minutes for May 2002 – Chairman Vitale called for a reading of
the minutes from the May meeting. Commissioner Mahoney made a motion to
accept the minutes, seconded by Commissioner Duval. Motion passed
unanimously.
3. Reading of the Financial Report – Chairman Vitale called for a reading of the
financial report. Vice Chairman White gave the financial report for May 2002.
Commissioner Barnico made a motion to accept the financial report subject to
audit, seconded by Commissioner Mahoney. Motion passed unanimously.
B. OLD BUSINESS:
Sub-Committee Reports
·
Property/Legal/Finance Subcommittee – Commissioner Mahoney
informed the commission on the airport presentation made to Danvers
and Beverly town/city officials and the action taken and contemplated
on proposed hangar development on the West Side.
·
Public Relations Subcommittee – Commissioner Simpson informed the
commission of a newsletter template and envisioned news items.
Several commissioners also made suggestions.

Commissioner Simpson updated the commission on the creation of
public relation packets that would highlight the airport’s industrial
parcels. It is also desired to have the parcel information on the airport’s
website.

Facilities and Maintenance Subcommittee – Commissioner Tognazzi
informed the commission on the sub-committee’s airport beautification
suggestions and that there will be another inspection of FBO areas in a
couple of weeks.
C. NEW BUSINESS:
·
Tiedown Strip – Airport Manager Mezzetti provided rough cost/benefit
information on a proposed 21’ X 225’ tiedown strip along the East
Side maintenance road. Airport Manager will get quotes from several
paving contractors.
D. AIRPORT MANAGER’S REPORT:
Airport Manager Mezzetti informed/updated the commission on the proposed
zoning amendment, May traffic count, May landing and parking fees, Gurnard
status, security signs, Wyler hangar construction, crack fill grant application,
aircraft incident of 5/23/02, airport maintenance activities, inspections, tentative
Wenham tax appeal date, and T. Ford Planning Board hearing date.
E. CHAIRMAN’S REPORT:

Chairman Vitale handed out packets containing general information that
commissioners should be familiar with.
·
Chairman Vitale informed the commission that a former commissioner’s action
to remove one of the Danvers representatives was withdrawn.
F. COMMISSION COMMENTS:
·
Commissioner Lydon thanked those present for including the Coast Guard and
Merchant Marine emblems on the Vietnam War Memorial stone.

G. EXECUTIVE SESSION: Entered into two (2) Executive Sessions
1.) Presentation and Discussions with North Atlantic Air (While out of
Executive Session Commissioner Duval made a motion to support Ken Robinson’s
renovation proposal, seconded by Commissioner Tognazzi. Motion passed
unanimously.)
2.) Airport Manager’s Performance Review and Salary Range (While out
of Executive Session Commissioner Mahoney made a motion to change the
Airport Manager’s salary range to read $51,000 to $62,000 per year and to
authorize a 3% increase in the Airport Manager’s salary, seconded by Vice
Chairman White. Motion passed unanimously.)

Motion to adjourn made by Commissioner Duval, seconded by Commissioner
Tognazzi. Motion passed unanimously.
