2012-04BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, APRIL 9, 2012 LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Barnico, Dawe, DiPaolo, Faulstich, Forgione, Mahoney, Vitale, and White ABSENT: Commissioners Dettorre and Nelson PUBLIC: Dave Graham, Ken Robinson, Richard Chase, Charlene Chase, Wes Rosen, Tony Bettencourt, Bill Kossowan, Dave Meuse, and Kim Crofts A. CALL TO ORDER: Chairman Vitale called the meeting to order at 7:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for March 2012 — Chairman Vitale called for a reading of the minutes from the March meeting. Vice Chairman Mahoney made a motion to accept the minutes, seconded by Commissioner Dawe. Motion passed unanimously. 3. Reading of the Financial Report — Commissioner White presented the financial report for March 2012. Vice Chairman Mahoney made a motion to accept the March financial report, subject to audit. The motion was seconded by Commissioner Barnico. Motion passed unanimously. Commissioner White also discussed the need to adjust the FYI budget, which was previously approved by the commission on 2/13/12. A motion to accept the adjusted FYI budget was made by Vice Chairman Mahoney. Commissioner Faulstich seconded the motion. Motion passed unanimously. 4. Presentation(s) — Jacob's Engineering — Dave Graham updated the commission on the East Side Ramp & TXY "G" Reconstruction grant project. Bids for that project will be opened on Wednesday, April 25, 2012. Mr. Graham also discussed the possibility of procuring used PAPI's from the Nashua Airport. And lastly, Mr. Graham highly recommended that BVY try to get HIRL's not MIRL's for the upcoming FY14 RW 16/34 project even if BVY has to pay for the upgrade. North Atlantic Air — Ken Robinson gave a presentation and asked the BAC for approval of a new NAA sublease, which would include a new hangar to be built in front of his T- hangar building. Commissioner White made a motion to approve the sublease, seconded by Vice Chairman Mahoney. Motion passed unanimously. Chairman's Report — • The sale of the Cicoria parcel is complete. • Chairman Vitale and Vice Chairman Mahoney met with the Mayor. Discussions included the possibility of installing solar panels at BVY, increased air operations, when the next airport parcel should be put out for sale, and demolishing the Barracks Building by the airport before going out for RFP. • Updating the Beverly Airport Rules & Regulations and Minimum Standards will be put on hold until the return of the Airport Manager. • The new BVY brochures were introduced at the meeting and Charlene Chase was thanked for all her hard work. 50 more brochures will be printed and passed out. B. OLD BUSINESS: 1) Subcommittee Reports Property/Legal/Finance Subcommittee — Vice Chairman Mahoney reported that Craig Schuster has revised the tiedown count for the new East Side Ramp to 30 spaces and if the MIG was relocated the count could increase by one more space. The East Side Ramp Reconstruction project will also affect the Wings and Wheels Event that normally takes place in September. Further discussion is needed before a decision will be made. Noise Abatement Subcommittee — Commissioner Forgione updated the commission on a noise complaint he made to Airport Manager Mezzetti regarding Touch & Go's on RW16 while he was walking on Conant Street. Facility Maintenance and Website Management Subcommittee — Commissioner Faulstich would like to start coordinating dates with tenants for the upcoming spring facility inspections. Commissioner Forgione reported 1,042 hits in March and 303 to date in April on the airport website. A limo service has also been linked to the website. Commissioner Forgione stated the abutters' list is complete; Commissioner Dawe offered to help create a database. Commissioner Dawe also suggested adding a voluntary sign -in register on the website. The MIG sign has been installed and the helicopter sign will be installed shortly. Public Relations Subcommittee — Commissioner DiPaolo suggested the commission ask local well-known artist Neno Lombardi to paint a scene depicting the airport. Environmental Issues Subcommittee (& NSCC Aviation Science Program Update) — Commissioner Barnico reported that when the draft of the proposed watershed overlay ordinance was complete, the commission would receive copies for review, recommendations, and objections. Airport Safety & Security Subcommittee — Ace Chase reported the safety drill will take place on a weekday this June at Hangar #4 and Taxiway Foxtrot. It will involve a HAZMAT incident, an aircraft carrying hazardous material. The Beverly Fire Department and the Beverly Hospital will also participate. He will have more details available at the next BAC meeting. C. AIRPORT MANAGER'S REPORT: • No Report D. NEW BUSINESS None E. TENANT COMMENTS: • Dave Meuse reported the perimeter fence looks good and that he has spotted turkeys in the area but has not seen any deer tracks in a while. He also reported that he had repaired the mule. • Ace Chase reported that (2) coyotes were taken down in March, one near the windsock and one near RW34. He also saw turkeys in the area. A cookout will be held in June at Hangar #4, probably on a Sunday. • Wes Rosen, Tower Chief, reported on a FAA security inspection at the tower. Besides being interested in prop locks for aircraft, signage by the tower, a control tower security plan, and parking lot lighting, they also checked the lighting at night and visited the Airport Manager's Office as well as the Beverly Police Department. • Bill Kossowan of AOPA reported that the AOPA will be joining forces with the EEA to do away with 3 rd Class Medicals. He also stated that MIT undergraduates are being offered associate memberships with the NSAC. He recommended a World War II show held in mid -June in Reading, Pennsylvania by the Mid Atlantic Air Museum and he is unsure if Cruise Night will continue. Kim Crofts reported that the Beverly Airport had received a 2012 hunting permit by the Department of Fisheries and Wildlife. The TSA also visited the Airport Manager's Office to review airport security and to hand out new brochures and bookmarks.
