2012-04-12CITY OF BEVERLY PUBLIC MEETING MINUTES BOARD: Design Review Board DATE: April 12, 2012 BOARD MEMBERS PRESENT: Bill Finch, Rachel Matthews, Karen Bebergal BOARD MEMBERS ABSENT: Colleen Bruce, Jane Brusca STAFF MEMBERS PRESENT: Associate Planner Kate Newhall RECORDER: Kate Newhall OTHERS PRESENT: Newhall calls the meeting to order. 1. 45 Enon Street — The Right Shoe — Ed Juralewicz, United Sign Co, 33 Tozer Road, Beverly, MA 01915 Mr. Juralewicz presents a proposal a wall sign and a freestanding sign panel for The Right Shoe. The wall sign is constructed of clustered channel letters in yellow with a black outline reading, "The Right Shoe" and a black box sign with white text reading, "For Women & Men." The sign will be internally illuminated with only the yellow and white projecting. The freestanding sign panel has a black background with yellow text reading, "Right Shoe." This panel will also be internally illuminated with only the yellow lighting up. The Board has no comments or questions. Finch: Motion to approve as presented, seconded by Matthews. All in favor. 2. 181 Elliott Street — Marblehead Bank — Ed Juralewicz, United Sign Co, 33 Tozer Road, Beverly, MA 01915 Mr. Juralewicz presents a proposal for four wall signs on an existing ATM building located at the Cummings Center. He stated that a change in ownership prompted the name change on the building. All four signs will have individual letters in blue reading, "Marblehead Bank." Two of the signs measure 6" in height by 85" in length, while the other two signs measure 8" in height and 112 1 /z in length. The signs are not illuminated. Finch asks where the building is located. Juralewicz states that it is at the Cummings Center, visible from Elliott Street. Finch: Motion to approve as presented, seconded by Matthews. All in favor. 3. 157 Cabot Street — H &R Block, Sandwich Board Sign — Carrie A. Kanosky, 157 Cabot Street, Beverly, MA 01915 Ms. Kanosky presents her proposal for a sandwich board sign at H &R Block. Newhall notes the comment from Steve Frederickson, the Zoning Enforcement Officer, stating that only one sidewalk sign is allowed. Ms. Kanosky states that she would like the larger sign to be reviewed rather than the two smaller signs. Newhall states that once her sign is approved, she can move it closer to the edge of the sidewalk, rather than keep it next to the building. That way, she will not need the two smaller signs that she proposed. DRB April 12, 2012 Page 2 of 2 Finch: Motion to recommend approval of the larger sandwich board sign only to the City Council, seconded by Newhall. All in favor. 4. 282 -284 Cabot Street — Salt House Bistro — Joseph Deisley, 107 Federal Street, Salem, MA 01970 Newhall informs the Board that Mr. Deisley has requested a continuation to the May 3 rd meeting 5. 156 Cabot Street — Plum Consignment — Pam Hulbert, 50 Rantoul Street #310, Beverly, MA 01915 Ms. Hulbert presents her proposal for a projecting sign in cream with black text. The sign will be wood with a scalloped edge and hang from a black metal bracket. It will be externally illuminated with spotlights. Newhall and Bebergal state that they like the shape of the sign and think that it is very attractive. Finch: Motion to approve as presented, seconded by Matthews. All in favor. 6. 19 East Corning Street — Beverly Cove Community Center — Charlie Noss, 19 East Corning Street, Beverly, MA 01915 Newhall informs the Board that there was an oversight in the zoning review of this sign. According to Section 29- 26.C.7, a community house is allowed a sign, not to exceed 12 square feet, without DRB review. 7. 197 Cabot Street — C. Gal's Barber Shop — Chris L. Galvin, 197 Cabot Street, Beverly, MA 01915 Mr. Galvin presents his proposal for a wall sign and a barber poll for his barbershop. The wall sign will coordinate with the others located along the same block. It will have a red background with white text reading, "C. Gal's" and lighter red text reading, "Barber Shop." The sign will not be illuminated. He is also proposing to install an illuminated, rotating barber poll next to his door that measures 31" in height and 6" in diameter. Finch asks about sign color. Galvin states that it will match the signs already on the building. Newhall asks about the barber poll. Galvin states that rather than install it outside next to his door, he will install it inside the space, but in the window so that it is visible from the street. Finch: Motion to approve as presented, seconded by Bebergal. All in favor. 8. Approval of Minutes — March 1, 2012 Meeting Finch: Motion to approve the minutes as presented, seconded by Matthews.
