2011-12-07CITY OF BEVERLY MASSACHUSETTS SPECIAL MEETING MINUTES BOARD OR COMMISSION: Planning Board SUBCOMMITTEE: None DATE: Wednesday, December 7, 2011 LOCATION: Wild Horse Cafe, 392 Cabot Street MEMBERS PRESENT: Chairman Richard Dinkin, Vice Chairman John Thomson, Michael O'Brien, Ellen Flannery, David Mack, James Matz MEMBERS ABSENT: Charles Harris, Ellen Hutchinson OTHERS PRESENT: Assistant Planning Director, Leah Zambernardi RECORDER: Leah Zambernardi Dinkin called the Special Meeting of Beverly Planning Board to order at 8:45 p.m. Subdivision Approval Not Required Plans (SANR's) Sam Fonzo Drive — Axcelis Technologies Zambernardi stated that Peter Ogren of Hayes Engineering submitted a SANR plan to remove a lot line between two lots that are commonly owned by Axcelis Technologies. The lots would become one building lot as a result of this plan. She stated that this plan was formerly submitted and endorsed by the Planning Board in 1999, but never filed at the Registry of Deeds. Mr. Ogren resubmitted the plan earlier this Fall and requested a certification from the Planning Board pursuant to M.G.L. Chapter 41, Section 81X that the plan has not been "modified, rescinded nor changed" to allow that the plan be filed at the Registry of Deeds. The Board did not sign the certification, finding that the plan had been changed due to the addition of several notations updating the survey markers on the plan. Mr. Ogren, in turn, filed a new ANR filing, which is being considered by the Board tonight. Thomson: Motion to endorse the plan as one not requiring approval under the Subdivision Control Law, but requesting that the applicant add a fire hydrant and a locus plan to the plan prior to the Chair signing it. The motion was seconded by Flannery and it carried unanimously 5 -0 -0. Adjournment Matz made a motion to adjourn the meeting at 8:50 p.m. Motion seconded by Thomson. Motion carried 5 -0 -0.
