PUBLIC MEETING MINUTES Design Review Board February 2, 2012 Colleen Bruce, Bill Finch, Jane Brusca, Rachel Matthews, Karen Bebergal Associate Planner Kate Newhall Kate Newhall 1. 4 Colon Street — Rockport National Bank — Andrew Sullivan, Windover Construction, 13 Elm Street, Manchester, MA 01944 Mr. Sullivan presents his sign proposal for the Rockport National Bank. There are two identical wall signs in blue with white text reading, "Rockport National Bank" and the bank's logo. There is also a freestanding sign panel in blue and red with white text reading, "Rockport National Bank" "24 -Hour Drive -Thru ATM." There are also four ATM signs to be placed on all sides of the ATM kiosk in the bank's parking lot. These signs will be white with blue text and the bank's logo in blue and red. These signs, as well as the wall signs will not be illuminated, but the freestanding sign is internally illuminated. Finch confirms the size of the signs meet zoning. Both Newhall and Sullivan state that they do. Finch asks if the ATM signs are illuminated. Sullivan states that there are lights on the structure, but the signs themselves are not lit. Finch: Motion to approve the entire sign proposal as presented, seconded by Brusca. All in favor. 2. 261 Rantoul Street — Purple Scorpion Tattoo and Piercing — Leo Murphy, d.b.a. Purple Scorpion Tattoo and Piercing, 140 Derby Street, Salem, MA 01970 Mr. Murphy presents the proposal for a wall sign. The bell- shaped sign will be black with purple and gold text and logo. It will not be illuminated. Brusca asks where the sign will be placed on the building. Mr. Murphy states that it will go above the windows, centered, in the sign band. Finch asks if the sign is illuminated and Bebergal asks about exterior lighting. Mr. Murphy states that the sign will not be lit. Brusca: Motion to approve the sign design as presented, seconded by Bebergal. All in favor. 3. 3 Front Street — Retrogression — David Gattinella, 7 Central Street, #6, Beverly, MA 01915 Mr. Gattinella presents his design for a sign at 3 Front Street. The wooden sign will be painted black with white text reading, "Retrogression." The sign will also feature a white drawing of a bicycle. Finch asks if the applicant is the lessee of the space. Gattinella confirms this and states that his business is accessible from Water Street while there is an antique business above him, accessible from Front Street. DRB February 2, 2012 Page 2 of 2 Brusca asks what his business is. Gattinella states that he does bicycle parts and apparel. His primary business is online and this is his first store. Matthews: Motion to approve the sign design as presented, seconded by Brusca. All in favor. 4. 300 Rantoul Street — Italian Community Center — John Bianchi, President, Italian Community Center, 300 Rantoul Street, Beverly, MA 01915 Mr. Capozzi presents the proposal on behalf of Mr. Bianchi for a wall sign and a plaque for the ICC. He presents the wall sign that consists of stainless steel letters reading, "Italian Community Center," that will be mounted directly onto the facade of the building. He also presents a bronze plaque with a black background and the organization's logo. Brusca asks about the placement of the wall sign on the building. Capozzi states that the sign will be centered on the facade facing Rantoul Street. Finch asks about size of the wall sign, stating that he believes it is larger than what is allowed. Newhall notes that the Building Inspector signed the application stating that the sign conforms to zoning; she then refers to the zoning ordinances and recalculates the sign's area, nothing that it is almost 10 sf over what is allowed in the regulations. Brusca states that Capozzi may apply to the ZBA in order to request a special permit to allow him to install the sign as proposed. Capozzi states that a smaller sign will not look appropriate on the long facade. He will definitely apply to the ZBA to keep the sign's size as proposed. Upon discussion, the Board agrees that the sign's design is fine; the only issue with the sign is the size. Newhall states that she can write a positive recommendation to the ZBA for the design of the wall sign. Finch asks about the plaque and its placement. Capozzi states that the plaque will be placed over the space where the mailbox used to be on the Rantoul Street facade. Brusca: Motion to approve the plaque as presented, seconded by Finch. All in favor. Newhall confirms that she will write a letter of support for the wall sign for his ZBA application. 5. Approval of Minutes — January 5, 2012 Meeting Bruce: Motion to approve the minutes as presented, seconded by Brusca. All in favor. 6. New /Other Business Newhall asks about changing the April meeting date from April 5 th to April 12 She states that she can email the date out so everyone can check his or her calendars. The Board members believe that the new April date will be fine. Meeting is adjourned at 7:15 pm
