MINUTES OF THE REGULAR MEETING
MONDAY, FEBRUARY 13, 2011
LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road,

PRESENT: Commissioners Barnico, Dawes, Dettorre, DiPaolo, Faulstich, Forgione, Mahoney,
Vitale, and White
ABSENT: Commissioner Nelson
PUBLIC: Craig Schuster, Ken Robinson, Richard Chase, Charlene Chase, Wes Rosen, Tony
Bettencourt, Bob Wade, and Roy Gelineau
A. CALL TO ORDER:
Chairman Vitale called the meeting to order at 7:00 PM.
1. Pledge of Allegiance
2. Reading of the Minutes for January 2012 — Chairman Vitale called for a reading of
the minutes from the January meeting. Commissioner White made a motion to
accept the minutes, seconded by Commissioner DiPaolo. Motion passed
unanimously.
3. Reading of the Financial Report — Commissioner White presented the financial
report for January 2012 as well as the proposed FYI budget. Commissioner
DiPaolo made a motion to accept the January financial report, subject to audit, and
to accept the FYI budget. Motion was seconded by Commissioner Faulstich.
Motion passed unanimously.
4. Presentation(s) —
Access Road to Lot 1, Parcel A — Roy Gelineau, Beverly City Solicitor,
explained that the twelve (12) foot wide road easement that was previously
surplused by the Beverly Airport Commission did not provide adequate access
per the Beverly Fire Chief, and that the recommended total width needed to be
twenty -eight (28) feet. Commissioner White made a motion to declare surplus
eight (8) feet of land on each side of the current twelve (12) foot wide road
easement. Motion was seconded by Commissioner Forgione. Motion passed
unanimously.
The City Solicitor also said that the current leaseholder of Hangar #6, Stuart
Abelson, is disputing his responsibility for the Order of Conditions required
Hangar #6 "As Built" plans. The City Solicitor said the Cicoria land sale might
be closed out in thirty (30) days.- However, the City Solicitor added that the
closeout of the State D.E.P. imposed Order of Conditions might delay the
closing beyond thirty (30) days.

• Jacob's Engineering — Craig Schuster updated the commission on the Airspace
Surveys grant project and the East Side Ramp & TXY "G" Reconstruction
grant project.
Chairman's Report — Chairman Vitale...
• Instructed Airport Manager Mezzetti to have Andrew Plante cut vegetation
growing along the security fencing beside the Hangar #4 access road
• Instructed Airport Manager Mezzetti to inquire on the status of the Dave
Ellrich West Side hangar lease
Informed the commission that the next BAC meeting would be held on
Monday, March 5, 2012
B. OLD BUSINESS:
1) Subcommittee Reports
Property/Legal/Finance Subcommittee — Vice Chairman Mahoney talked about
the City Council's approval for funds for the reconstruction of the West Side
access road and for the purchase of a snow blower attachment for the front end
loader.
• Noise Abatement Subcommittee — No Report
• Facility Maintenance and Website Management Subcommittee — Commissioner
Faulstich updated the commission on his inspection of two holdouts from the
last airport facility inspection. Commissioner Forgione reported 941 hits on the
airport website in January 2012. He also reported working on a Wenham
abutters' database with information he received from the Wenham Assessor.
Public Relations Subcommittee — Commissioner DiPaolo reported placing
more airport advertising brochures out at the Cummings Center.
• Environmental Issues Subcommittee (& NSCC Aviation Science Program
Update) — Commissioner Barnico reported that there was no word yet on the
proposed watershed overlay ordinance and that the new director of the
Aviation Science Program at NSCC will be at the next BAC meeting.
• Airport Safety & Security Subcommittee — Commissioner Dettorre said the
Beverly Fire Chief is anxious to do another disaster drill in May or June and
would like to include a HazMat situation.

C. AIRPORT MANAGER'S REPORT:
Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly
landing fee collections, the status of the Cicoria parcel, FAA Reauthorization Bill,
NSCC aviation students, Cat Aviation rent increase, Ellrich hangar status, tree
removal, the status of Jacobs and City of BeverlyBAC contract for the East Side
Ramp Reconstruction grant project, and the February 6 th City Council Public Hearing.
D. NEW BUSINESS: None
E. TENANT COMMENTS:
• Ace Chase reported two (2) deer taken two weeks ago and that he would host an EEA
Chapter meeting at his Hangar #4 on March 2, 2012 at 6:OOPM.
Wes Rosen, Tower Chief, reported that the Pilatus aircraft that has been operating in and
out of BVY is now an air taxi.
• Bill Kossowan discussed AOPA information regarding drones and user fees.
F. COMMISSION COMMENTS:
Vice Chairman Mahoney would like to see color tri -fold BVY brochures printed and
distributed.
