2012-01BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, JANUARY 9, 2011 LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Barnico, Dawes, Dettorre, DiPaolo, Faulstich, Forgione, Mahoney, Nelson, Vitale, and White ABSENT: Commissioner DiPaolo PUBLIC: Craig Schuster, Ken Robinson, Richard Chase, Charlene Chase, Wes Rosen, Joe Gibbons, Bill Kossowan, Christian Nowosiadly A. CALL TO ORDER: Chairman Vitale called the meeting to order at 7:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for December 2011 —Chairman Vitale called for a reading of the minutes from the December meeting. Commissioner White made a motion to accept the minutes, seconded by Commissioner Barnico. Motion passed unanimously. 3. Reading of the Financial Report — Commissioner White presented the financial report for December 2011. Vice Chairman Mahoney made a motion to accept the report, subject to audit. Motion was seconded by Commissioner Faulstich. Motion passed unanimously. 4. Presentation(s) — • Craig Schuster of Jacobs Engineering updated the commission on the FYI Airspace Surveys Project, the Independent and Jacobs project fee estimate meeting, RW 9 -27 non - precision runway markings, and Cicoria's avigation easement. 5. Chairman's Report — Chairman Vitale... • Informed the commission that there is a delay on the Cicoria land sale due to the width of the access road to the property not being wide enough to satisfy the title insurance company • Informed the commission of his desire to produce a color airport brochure • Updated the commission on Wayside Trailers parking containers on Airport Road (Nike Road), Jim Baker's surgery, the possibility of a summer 1 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, JANUARY 9, 2011 aeronautical university intern, and a proposed meeting with the current restaurant tenant to discuss restaurant options B. OLD BUSINESS: 1) Subcommittee Reports Property/Legal/Finance Subcommittee — Vice Chairman Mahoney instructed Airport Manager Mezzetti to set up a meeting with Jacobs Engineering regarding advance C. I. P. FY12 East Side Ramp Reconstruction Project payment. He also discussed a meeting he attended regarding Wenham Lake "pollution" and how the head of the meeting was misinformed. The commission approved providing the meeting head with correct information. Representative Parisella will be sent a copy of the letter. • Noise Abatement Subcommittee — Vice Chairman Mahoney informed the commission of a meeting with NOW City Tours (a helicopter tour company) regarding noise complaints. • Facility Maintenance and Website Management Subcommittee — Commissioner Faulstich talked about the need to target those tenants who are unresponsive to facility inspections. Commissioner Forgione reported 13,292 hits on the airport website in 2011. • Public Relations Subcommittee — No Report • Environmental Issues Subcommittee (& NSCC Aviation Science Program Update) — Commissioner Barnico reported that there was no word yet on the three- member committee on the proposed revised watershed ordinance. He further reported that the NSCC Aviation Science Program has 32 students in pilot training, 12 of those in advanced training. There will also be a new program director in February. • Airport Safety & Security Subcommittee — Commissioner Dettorre reported that he hopes to put together an airport emergency drill next year and that he will talk to the Beverly Fire Chief. C. AIRPORT MANAGER'S REPORT: • Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee collections, Cicoria parcel, ramp and parking lot security light repairs and additions, Colonial Gardens Retirement Community airport noise disclosure statements, contract control tower program status, Carmine Ciampa tiedown, 2 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, JANUARY 9, 2011 Massachusetts Statewide Airport Economic Impact Study, Wenham property tax reductions, new off - airport signage, and GPS approach status. D. NEW BUSINESS: • Preliminary Airport FYI Budget Review —Commissioner White presented the budget for commission review. • BAC Officer Elections — Nominations from the floor; Commissioner White nominated Paul Vitale for Chairman, seconded by Commissioner Barnico. Motion passed unanimously. Nominations from the floor; Commissioner Dettorre nominated Bill Mahoney for Vice Chairman, seconded by Commissioner Barnico. Motion passed unanimously. E. TENANT COMMENTS: • Wes Rosen, Tower Chief, talked about a paraglider advertising tours of Beverly. • Ace Chase reported that the perimeter fence was in excellent condition. • Bill Kossowan provided an update on AOPA topics and NexGen technology. • Joe Gibbons provided an update on North Shore Aero Club activities. F. COMMISSION COMMENTS: • Commissioner White voiced some concerns about dog park litter and dog park users parking in airport parking spaces. G.
