Scanlon, Jr. Mayor Refer to Legal Affairs 12/14/2011 Special Meeting #172 September 19, 2011 The Honorable City Council City Hall, 191 Cabot Street Beverly, MA 01915 Dear Honorable Council: Page 3 of 6 I herewith submit for your consideration an application package for the State's Economic Development Incentive Program on behalf of Cell Signaling Technologies, Inc. (CST). CST proposes to renovate its facility at 32 Tozer Road, which was formerly the home of New England Biolabs. CST intends to rehabilitate the building and site at 32 Tozer Road and expand its research and new technology development related to its biotechnology activities. CST has requested approval of a ten (10) year tax increment financing agreement in exchange for its commitment to invest $15 - $18 million in the facility over the next ten years. The company has also committed to hiring at least 100 people at relatively high salaried positions (estimated average $70,000+ annually) within five (5) years of completion of construction. Beverly has been very cautious about creating TIF arrangements, encouraging the establishment of corporate worldwide headquarters and creating TIF agreements with nominal local tax implications. Consistent with that, the attached applications call for a five (5) percent reduction in real estate taxes annually over the life of the ten (10) year TIF in order to stimulate the investment and job creation noted above. If CST's applications are approved, the City will realize additional real estate and personalty tax revenue over and above what it would otherwise have received due to the planned and promised investment during the term of the agreement. This would represent a significant increase in new tax growth for the City and one that can be created simply by encouraging additional investment in a site already developed for industrial uses. You will note from the enclosed package that the City's Economic and Community Development Council voted unanimously in favor of this project. I would urge your positive consideration of the enclosed applications at your earliest convenience. Specifically, I request the Council: Adopt the draft Order authorizing the creation of an Economic Opportunity Area; Adopt the attached Tax Increment Financing Plan and Zone; and Authorize execution of drafted Tax Increment Financing Agreement with Cell Signaling Technologies, Inc. (CST) and submission of the CST EDIP package to the State's Economic Assistance Coordinating Council. Respectfully, William F.
