2011-11BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, NOVEMBER 14, 2011 LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Barnico, Dawes, DiPaolo, Faulstich, Forgione, Mahoney, Nelson, Vitale, and White ABSENT: Commissioner Dettorre PUBLIC: Dave Graham, Ken Robinson, Richard Chase, Charlene Chase, Wes Rosen, Tony Bettencourt, Chris Negrotti, Gardner Trask, and Bill Kossowan A. CALL TO ORDER: Chairman Vitale called the meeting to order at 7:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for October 2011 —Chairman Vitale called for a reading of the minutes from the October meeting. Commissioner White made a motion to accept the minutes, seconded by Vice Chairman Mahoney. Motion passed unanimously. 3. Reading of the Financial Report — Commissioner White presented the financial report for October 2011. Vice Chairman Mahoney made a motion to accept the report, subject to audit. Motion was seconded by Commissioner Barnico. Motion passed unanimously. 4. Presentation(s) — • Dave Graham of Jacobs Engineering updated the commission on the FY12 East Ramp and TXY "G" Reconstruction and SWPPP Project. 5. Chairman's Report — Chairman Vitale... • Talked about the increased revenue of $1,000 /month from anew Tenant -At- Will agreement with Wayside Trailers • Introduced Joseph Dawe, the new airport commissioner from Danvers • Welcomed Danvers Selectman Gardner Trask • Discussed a proposed Tenant -At -Will agreement with Hawkeye, LLC to park construction equipment on airport property off of Nike Road for six (6) months. Hawkeye will pay $1,000 /month. The motion passed unanimously. • Talked about the Airport's Christmas Party to be held on December 12 B. OLD BUSINESS: 1) Subcommittee Reports • Property/Legal/Finance Subcommittee — Vice Chairman Mahoney updated the commission on the status of the Dave Ellrich hangar lease. • Noise Abatement Subcommittee — Vice Chairman Mahoney and the Commission listened to helicopter noise concerns from Gardner Trask and Tower Chief Wes Rosen. • Facility Maintenance and Website Management Subcommittee — Commissioner Forgione will soon reschedule another facility inspection. He mentioned again that no -shows are a problem. Commissioner Forgione will also see if an intern assigned to the airport for two weeks may be of help to him. • Public Relations Subcommittee — No Report • Environmental Issues Subcommittee (& NSCC Aviation Science Program Update) — Commissioner Barnico reported that the committee to formulate an updated watershed ordinance would comprise of Don Martin, Tina Cassidy, and someone from the Clean Water Alliance. Commissioner Barnico also updated the commission on the latest NSCC Aviation Science Program events. Airport Safety & Security Subcommittee — The Beverly Fire Department would like to hold another disaster drill at BVY next year. C. AIRPORT MANAGER'S REPORT: Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee collections, Mercedes -Benz vehicle testing by Autoliv, water pipe leak, status of Ellrich hangar, update on Cicoria Tree Service parcel, receipt of $1,200 from North Shore Old Car Club, FAA PAPI flight test, MAMA conference, pavement repairs, security, dog park, pre- design meeting, and noise disclosure statements from Colonial Gardens Retirement housing at Cherry Hill Corporate Center. TENANT COMMENTS: • Ace Chase would like his Quonset but hangar to have the designation "Hangar 4 '/2 " • Bill Kossowan talked about noise complaints and Class "D" airspace. • Ken Robinson gave an update on NAA operations.
