Scanlon, Jr. Mayor Refer to Public Services #172 Refer to Legal Affairs #172 Communications from other City Offices: #160 A October 12, 2011 The Honorable City Council City Hall, 191 Cabot Street Beverly, MA 01915 12/8/2011 Special Meeting Page 3 of 7 RE: CITY COUNCIL ORDER #160: RECOMMENDATION REGARDING ON- STREET PARKING ON KATHLEEN DRIVE / COUNCILOR TROUBETARIS Dear Honorable Council: At a meeting held on October 4, 2011, members of the City's Parking and Traffic Commission reviewed and discussed the above - referenced Council Order which sought the Commission's opinion as to whether on- street parking should be prohibited from the northerly or southerly side of Kathleen Drive. Members discussed existing conditions on Kathleen Drive including its status as an unaccepted City street, the location and number of homes that rely on the road for access and its width and condition. In particular, the Commission noted the narrowness of the existing pavement which is approximately 18' wide and which is far below the standard minimum width needed to accommodate two -way traffic and maintain on street parking. Please be advised that following its review of Order #160 the Commission voted unanimously to recommend that on- street parking be prohibited on both sides of Kathleen Drive in the interest of public safety and facilitating emergency vehicle access to this street. Respectfully, Richard Benevento Chairman Refer to Legal Affairs #161- A October 12, 2011 The Honorable City Council City Hall, 191 Cabot Street Beverly, MA 01915 RE: CITY COUNCIL ORDER # 161: RECOMMENDATION REGARDING PLACEMENT OF ADDITIONAL SIGNAGE ON LIVINGSTONE AVENUE / COUNCILOR TROUBETARIS Dear Honorable Council: At a meeting held on October 4, 2011, members of the City's Parking and Traffic Commission reviewed and discussed the above - referenced Council Order which sought the Commission's opinion as to whether an additional street sign should be placed on Livingstone Avenue (specifically at #129 Livingstone Avenue) to indicate that the road continues off of Upland Avenue. Please be advised that following the Commission's discussion and deliberations, members voted unanimously to recommend that an additional "Livingstone Avenue" sign be installed near #16 or #18 Upland Road (at the intersection of Livingstone and Upland) so that motorists are aware that Livingstone Avenue continues on this side of Upland Road. The Commission also recommends that the Council check with the Department of Public Services to determine if there are any additional, similar situations and if so whether additional signage beyond that contemplated by this Order is advisable.
