MINUTES OF THE REGULAR MEETING
MONDAY, SEPTEMBER 12, 2011
LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road,

PRESENT: Commissioners Barnico, DiPaolo, Faulstich, Mahoney, Vitale, and White
ABSENT: Commissioners Dettorre. Forgione, and Nelson
PUBLIC: Dave Graham, Ken Robinson, Richard Chase, Charlene Chase, Trish Nestor, Tony
Bettencourt, and Bill Kossowan
A. CALL TO ORDER:
Chairman Vitale called the meeting to order at 7:00 PM.
1. Pledge of Allegiance
2. Reading of the Minutes for August 2011 —Chairman Vitale called for a reading of
the minutes from the August meeting. Vice Chairman Mahoney made a motion to
accept the minutes, seconded by Commissioner DiPaolo. Motion passed
unanimously.
3. Reading of the Financial Report — Commissioner White presented the financial
report for August 2011. Vice Chairman Mahoney made a motion to accept the
report, subject to audit. Motion was seconded by Commissioner Faulstich. Motion
passed unanimously.
4. Presentation(s) —
• Dave Graham of Jacobs Engineering updated the commission on the TXY `B"
Crack Repair Project and stated work would commence on September 15,
2011.
5. Chairman's Report — Chairman Vitale talked about...
• The upcoming annual 5 -Year Airport Capital Improvement Plan (C.I.P.)
meeting with FAA and MASSDOT- Aeronautics Division
• Steve Swartz's interest in marketing the airport
• Instructing DPW Commissioner Mike Collins to stop work on the dog park
fence pending clarification of fence placement
• A ConCom meeting at City Hall on September 13 regarding Cicoria's
development

B. OLD BUSINESS:
1) Subcommittee Reports
Property/Legal/Finance Subcommittee — Vice Chairman Mahoney reported
that a meeting was needed with contractor Alan Battistelli regarding the Dave
Ellrich hangar. Vice Chairman Mahoney also talked about Planning Director
Tina Cassidy's email regarding the Fire Department's concern about the
turning radius from L. P. Henderson Road onto the Cicoria parcel.
• Noise Abatement Subcommittee — No noise complaints reported for the month
of August 2011.
• Facility Maintenance and Website Management Subcommittee — No Report
• Public Relations Subcommittee — Commissioner DiPaolo reported that TSA
will set up an information booth at the Collings Foundation, Wings of Freedom
Tour visit.
• Environmental Issues Subcommittee (& NSCC Aviation Science Program
Update) — Commissioner Barnico updated the commission on some changes in
the NSCC Aviation Science Program.
• Airport Safety & Security Subcommittee — No Report
C. AIRPORT MANAGER'S REPORT:
Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly
landing fee collections, status of the TXY `B" Crack Repair Project, termination and
removal of the Topsfield Non - Directional Beacon (NDB), continued Mercedes -Benz
vehicle testing by Autoliv, renewal of the airport liability insurance policy, effect of
Hurricane Irene at the airport, completion of an emergency preparedness document for
MASSDOT- Aeronautics, receipt of Cicoria's development plan, ConCom meeting
regarding Cicoria parcel, signing of Airspace Surveys Project Grant Offer, and airport
security meeting information.
D. NEW BUSINESS: None
E. TENANT COMMENTS:
Ace Chase reported killing one (1) deer and giving the carcass to "Wolf s Hollow" (a wolf
sanctuary located in Ipswich).

• Bill Kossowan reported that AOPA would be holding a summit meeting in Hartford, CT
next week and that "Cruise Night" has been cancelled.
• Ken Robinson said the name of the company that hangars the G -IV Bombardier jet in
Hangar #49 is Sabrina Fisheries (American Scientific).
