2011-06BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, JUNE 13, 2011 LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners DiPaolo, Faulstich, Forgione, Mahoney, McEvoy, and Vitale ABSENT: Commissioners Barnico, Dettorre, Nelson, and White PUBLIC: Craig Schuster, Ken Robinson, Richard Chase, Charlene Chase, Bill Kossowan, Tony Bettencourt, and Bob DeSantis A. CALL TO ORDER: Chairman Vitale called the meeting to order at 7:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for May 2011 —Chairman Vitale called for a reading of the minutes from the May meeting. Vice Chairman Mahoney made a motion to accept the minutes, seconded by Commissioner McEvoy. Motion passed unanimously. 3. Reading of the Financial Report — No formal report. YTD Budget Report Thru May 2011 and Revised Proposed FY12 Budget included in commission packets. 4. Presentation(s) — • Craig Schuster of Jacobs Engineering announced that the Taxiway `B" Crack Repair Project contracts were ready and needed the Chairman's signature but we also needed the grant offer from FAA. • Bob DeSantis of the North Shore Antique Car Club spoke about the club and its history and thinks its appearance at the annual Collings Foundation Wings of Freedom Tour visit will work out. Commissioner DiPaolo made a motion to accept the North Shore Antique Car Club appearance at the Collings Foundation Wings of Freedom Tour visit in September. Motion was seconded by Commissioner Faulstich and passed unanimously. 5. Chairman's Report — Chairman Vitale talked about... • Commissioner McEvoy leaving the commission and relocating to Utah • Taking pictures of BVY runways and putting them on the airport website • An abutter's list with email addresses to use for notices e.g. events, etc. • A potential tiedown customer 1 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, JUNE 13, 2011 • Completed airport projects B. OLD BUSINESS: 1) Subcommittee Reports Property/Legal/Finance Subcommittee — Vice Chairman Mahoney pointed out that the commission has not yet met with Alan Battistelli's West Side hangar development client and that Jacobs Engineering should be included in any meetings with him. Vice Chairman Mahoney also provided an update on the proposed change to the Beverly Water Overlay District Ordinance. He also wanted to ensure that the revenue received from Mercedes Benz for use of the airport for car testing is included in miscellaneous revenue. • Noise Abatement Subcommittee — Chairman Vitale handled one (1) complaint by William Allen on Trask Street, Beverly. • Facility Maintenance and Website Management Subcommittee — Commissioner Forgione reported 1,059 hits on the airport's website. He also reported that the aircraft plaque preparation is still active. • Public Relations Subcommittee — No Report • Environmental Issues Subcommittee (& NSCC Aviation Science Program Update) — No Report • Airport Safety & Security Subcommittee — No Report C. AIRPORT MANAGER'S REPORT: Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee collections, Mercedes Benz testing, MassDOT /Aeronautics Runway Crack Seal & Pavement Marking Program, January 11 -12, 2011 Disaster Relief submittal, new Tower Chief, upholding of sales tax exemptions on GA aircraft, maintenance, and parts, proposed revised Watershed Overlay District Ordinance, Beverly Flight Center's 25 Anniversary, and airport maintenance. Henderson Road Airport directory sign as well as the delivery of steel and the pouring of concrete at his hangar construction site. • Bill Kossowan updated the commission on the latest AOPA and North Shore Aero Club events. Jim Baker informed the commission of his plan for a new door in back of Hangar #3 and the sealing of Hangar #2 and #3 roofs. F. COMMISSION COMMENTS: None G.
