MINUTES OF THE REGULAR MEETING
APRIL 8, 2002
PRESENT: Commissioners Barnico, Duval, Simpson, Trask, Vitale, and White
ABSENT: Commissioners Lydon, Mahoney, Nelson, Rosen, and Tognazzi
PUBLIC: Ken Lewis, Gerry Nelson, Rich Mello, Craig Schuster, Ken Robinson,
Doug Albrinck, Alex Skrabut, and Wil Gourdeau
A. CALL TO ORDER: Chairman Vitale called the meeting to order at 7:30PM.
1. Presentation:

Edwards & Kelcey Update – Craig Schuster updated the commission
on the ENF project. He reminded the commission of the public MEPA
ENF meeting at City Hall on April 10, 2002.
·
Doozers – Doug Albrinck made a presentation of the interest of a local
church group to lease 2,500’ of the Doozer building. Forty to sixty
people would hold weekly prayer meetings there and approximately
twenty vehicles would be parking in the East Side parking lot. Doug
explained the group’s proposed renovations. The Commission had
questions about the effects of so many people parking in the lot,
potential occupancy concerns by the fire marshal, and bathroom
capacity. Chairman Vitale recommended Doug contact the Beverly
building inspector and fire marshal for guidance on what’s needed and
then to check back with the Airport Manager.
2. Reading of the Minutes for March 2002 – Chairman Vitale called for a reading
of the minutes from the March meeting. Commissioner Trask made a motion to
accept the minutes, seconded by Commissioner Barnico. Motion passed
unanimously.
3. Reading of the Financial Report – Chairman Vitale called for a reading of the
financial report. Vice Chairman White gave the financial report for March 2002.
Commissioner Barnico made a motion to accept the financial report subject to
audit, seconded by Commissioner Duval. Motion passed unanimously.
B. OLD BUSINESS:
Sub-Committee Reports

Property/Legal/Finance Subcommittee – Commissioner Barnico
reported on the City Council Finance and Property Subcommittee
Meeting that included the Subcommittee’s recommendation to City
Council to approve Gurnard cleanup funds.

Public Relations Subcommittee – Commissioner Simpson reported on
his project to put together a brochure for dissemination to potential
developers and transient aircraft. He will enlist the help of the Airport
Manager. He will also be working with Commissioner Trask in coming
up with a newsletter template. The newsletter information could also be
put on the airport’s website.
Chairman Vitale told Commissioner Trask that Commissioner Nelson
would be in touch with him on setting up a meeting with two of the
Danvers airport neighbors. There would be no specific subject, just
general dialog to start with and go from there.

Facilities and Maintenance Subcommittee – Vice Chairman White
reported that Commissioner Tognazzi could not be present to update
the commission. Chairman Vitale did say that Commissioner Tognazzi
was working on an airport landscaping plan and would enlist the help
of the Airport Manager.
C. NEW BUSINESS: None
D. AIRPORT MANAGER’S REPORT:
Airport Manager Mezzetti informed the commission on M.A.C.’s review of the
Beverly Airport Security Plan, efforts to have the tower open an hour earlier, the
traffic count, landing and overnight parking fees, the G.A.S. lease amendment,
industrial parcel interest, the planning board’s zone vote, the airport 5-year C.I.P.
plan changes, airport use for advanced driver training, information on the city’s
Geographic Information System (GIS), and the plan to remove the parking lot
barrier.
E. CHAIRMAN’S REPORT:

Chairman Vitale discussed the proposed Cailin Road residential development
and the airport’s official opposition.
·
Chairman Vitale updated the commission on the interest of several potential
developers for airport industrial parcels. The pros and cons of sale versus lease
were also discussed. The commission decided that each parcel would be
looked at individually at the time of interest.

Chairman Vitale presented former Commissioner Gourdeau with a plaque for
his service on the commission.

F. COMMISSION COMMENTS: None
G. PUBLIC COMMENTS:
·
NAA – Ken Robinson asked the commission to look into the viability of a TLS
(Transponder Landing System) at BVY.
·
A.N.E. – Alex Skrabut said he was getting additional aircraft and has opened a
pilot’s shop area.
H. ADJOURNMENT:
Motion to adjourn made by Vice Chairman White, seconded by Commissioner
Duval. Motion passed unanimously.
