2011-05BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING TUESDAY, MAY 10, 2011 LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Barnico, DiPaolo, Faulstich, Forgione, Mahoney, McEvoy, Vitale, and White ABSENT: Commissioners Dettorre and Nelson PUBLIC: Dave Graham, Ken Robinson, Richard Chase, Charlene Chase, Bill Kossowan, Roy Gelineau, David Gelineau, Clark L'Abbe, Heather L'Abbe, Tom Lyons, Tony Bettencourt, Bob Vita, and Alan Battistelli A. CALL TO ORDER: Chairman Vitale called the meeting to order at 7:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for April 2011 —Chairman Vitale called for a reading of the minutes from the April meeting. Commissioner White made a motion to accept the minutes, seconded by Commissioner Forgione. Motion passed unanimously. 3. Reading of the Financial Report — Commissioner White presented the financial report for April 2011. Vice Chairman Mahoney made a motion to accept the report, subject to audit. Motion was seconded by Commissioner Forgione and passed unanimously. 4. Presentation(s) — • Dave Graham of Jacobs Engineering talked about the Velardi tree removal on 28 Burley Street. He also discussed a 20' increase of GPS minimums on RW 16. • Alan Battistelli talked about the proposed West Side hangar construction. Commissioner White made a motion to go forward with the project. The motion was seconded by Commissioner DiPaolo and passed unanimously. • Clark L'Abbe talked about reducing the Collings Foundation, Wings of Freedom Tour fee from $2,500 per year to $1,500 per year. Commissioner Forgione made a motion to reduce the fee. The motion was seconded by Commissioner DiPaolo and passed unanimously. 5. OLD BUSINESS: 1) Subcommittee Reports • Property/Legal/Finance Subcommittee — Vice Chairman Mahoney reported that there was no activity to report. • Noise Abatement Subcommittee — Vice Chairman Mahoney reported that there were no April noise complaints. • Facility Maintenance and Website Management Subcommittee — Commissioner Forgione talked about making some website changes e.g. updating the commission list by adding August Faulstich and adding NAA fuel pricing, AOPA representative Bill Kossowan, and Hertz availability on the West Side. • Public Relations Subcommittee — Commissioner DiPaolo will try to get a TSA booth at the Collings Foundation, Wings of Freedom Tour. • Environmental Issues Subcommittee (& NSCC Aviation Science Program Update) — Commissioner Barnico reminded the BAC of the Legal Affairs meeting on May 23 regarding the proposed revised Watershed Overlay District Ordinance. • Airport Safety & Security Subcommittee — No Report C. AIRPORT MANAGER'S REPORT: Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee collections, M.I.T. alumni reunion, Mercedes Benz testing, snow disaster relief, security fencing repair, proposed revised Watershed Overlay District Ordinance, Taxiway `B" crack repair bid, and airport maintenance. D. NEW BUSINESS: 2 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING TUESDAY, MAY 10, 2011 After discussing the Taxiway `B" Crack Repair Project bids, Commissioner White made a motion to award the project to the lowest bidder, Superior Sealcoat, contingent on the successful completion of paperwork and DBE requirements and review of the paperwork by Jacobs Engineering and the City of Beverly Purchasing Agent. Motion was seconded by Commissioner Forgione and passed unanimously. E. TENANT COMMENTS: • Ken Robinson informed the commission that the state was again considering removing the sales tax abatement from aircraft sales and parts. • Ken Robinson reported that NAA had a decent year and that aircraft maintenance was slow. • Ken Robinson said that he had re- roofed a portion of Hangar #49 (former GTE hangar). • Tom Lyons gave an update on Civil Air Patrol activities.
