Benevento called the meeting to order at 8:30 a.m.
1. Discussion/Recommendation to Planning Board re: Final OSRD Site Plan for 875
Hale Street/ Symes Development
Ogren addresses the PTC and explains that they looked at a conventional subdivision for the site
including site distances and posted speed limits. He notes the location of the entrance to the
property on the west side of the house. He further notes that the site distances meet the OSRD
requirements of 197 feet on the east side and 213 feet on the west side. He explains that they
will have to move the fence located on the east side in order to get the required site distance and
they have an agreement with the neighbor to do so. He reports that revised distance calculations
have been submitted.
Ogren explains that the revised sight calculations reflect adjusted 85 percentile speeds for an
expanded sample collected by the City of Beverly Police Department. He notes that the results
of the data indicate that the 85 percentile speed is 31 MPH for the west bound and east bound
traffic on Hale Street. He reviews the calculations with the members of the PTC.
Ogren also explains that the adjusted site drive and sight lines provide stopping sight distances
that meet or exceed theses distances as shown on the sketch plan showing sight distances and the
plan shows 210 feet available for west bound traffic and 215 feet for east bound traffic.
Ogren notes that this is the plan that is favored by the Beverly Planning Board for a total of six
units on the site.
Cassidy explains that this is subject to a required easement on the site. She also notes that only
low growing vegetation will be allowed on the site so as not to interfere with sight distance
maintenance.
Benevento notes that Hale Street is a state highway.
Cassidy suggests that the PTC approve the plan with the conditions that the applicant obtain the
required easement and that the sight lines be maintained on the site and that vegetation planted
on the site shall not exceed two (2) feet in height.

Cassidy: motion to approve the plan with the conditions that the applicant obtain the

vegetation planted on the site shall not exceed two (2) feet in height. Bent
seconds the motion. The motion carries (6 -0).
2. New /Other Business
Cassidy reports that the City of Beverly is planning implementation of the parking lot
improvement project for the municipal parking lots. She reported that she expects construction
to start in mid April. Cassidy notes that they are in the process of reviewing the signage on the
sites and some ordinance changes may be required. Cassidy further noted that there may be an
item on the next agenda regarding this matter.
Cassidy explains that the City reached out the Beverly Main Streets for their input on the project,
noting that a lot of employees use the parking lots.
3. Next Meeting
The next meeting of the Parking and Traffic Commission will be held on April 6, 2011 at 8:30
a. m.

There being no further business to come before the Parking and Traffic Commission at this
meeting, Fiore moved to adjourn the meeting. Hutchinson seconds the motion. The motion
carried (6 -0)
