2011-05-05CITY OF BEVERLY PUBLIC MEETING MINUTES BOARD: Design Review Board DATE: May 5, 2011 BOARD MEMBERS PRESENT: Bill Finch. Patrick McGowan, Jane Brusca BOARD MEMBERS ABSENT: Colleen Bruce STAFF MEMBERS PRESENT: RECORDER: Finch calls the meeting to order. Associate Planner Kate Newhall Kate Newhall 1. 15 Enon Street — Sprint — Glen Schadlick, Neopco Sims, 5 Crosby St, Concord, NH 03301 Mr. Schadlick presents the sign design to the Board. The business will have two signs: one on the primary facade as well as a panel on the existing freestanding sign. The wall sign will consist of individual, internally illuminated letters and the Sprint logo. The letters will appear black during the day, but glow white at night. The logo will appear yellow all of the time. The sign panel on the existing freestanding sign will be white with black text and logo. This sign is internally illuminated. Finch asks about the lighting. Mr. Schadlick explains that the vinyl covering on the letters is perforated so that during the day the letters are black, but at night, the light shines through the perforations to glow white. Newhall asks about the size of the panel replacement on the freestanding sign. Mr. Schadlick states that it will be 14 1 /2 " by 45" and internally illuminated. Finch: Motion to approve the sign design as presented, seconded by McGowan. All in favor. 2. 2 Enon Street — Source Chiropractic Craniosacral — Courtney Brooks DC and Maura Cronin, 2 Enon Street, Beverly, MA 01915 Together, Ms. Brooks and Ms. Cronin present the proposal for two wooden signs. The wall sign will measure 30" by 96" and have a black background with gold text. The projecting sign will measure 26 1 /2" by 38" and feature the same color scheme. Ms. Brooks states that they would like to add the word, "Inner" to both signs so that they read, "Inner Source." They also describe their logo, which is circular with swirls of turquoise, magenta and yellow. Brusca asks where the signs will be located on the building. Ms. Brooks states that they wall sign will be hung over their door, which is in the rear of the building and the projecting sign will be hung on the left side of the building (as viewed from the street) so that there is some visibility from the public way. Finch states that oftentimes simple signs are better than those with a lot of text. He suggests removing the bottom two lines of text on the projecting sign and enlarging the logo. DRB May 5, 2011 Page 2 of 2 Brusca agrees with Finch and states that the logo is what will catch the eye of those who are looking for their business. Newhall states that she can write up the options so that the applicants may choose how they want to proceed with the projecting sign. The Board is in agreement with this and decides to approve the design as presented and also approve the removal of the two lines of text and making the logo larger on the projecting sign. Newhall: Motion to approve the sign as presented OR, on the projecting sign, eliminating the bottom two lines of text and enlarging the logo, seconded by Finch. All in favor. 3. 4 Enon Street — Mathnasium — Jim Aloisio, 5 Schooner Ridge, Gloucester, MA 01930 Mr. Aloisio presents his sign design proposal to the Board. The sign will measure 24" by 120" and be internally illuminated, individual letters in white and red. The sign will also feature text, " The Math Learning Center" in white and red against a solid black background. Finch states that he prefers the black letters as shown in one of the photos of the proposed sign provided by the applicant. He feels that the white text will blend with the building facade. Mr. Aloisio states that he also prefers the black text, but he is concerned with visibility at night, which is why he ultimately decided to present the white text to the Board. The Board and Mr. Aloisio discuss the text colors and lighting options so that during the day the text will stand out from the beige facade and at night, it will be visible. They discuss the merits of black text with white halo lighting, external illumination using a goose- necked spotlight, and the perforated vinyl technique used on the Sprint sign presented earlier in the meeting. Mr. Aloisio states that he will explore the different options with his sign maker. Newhall asks that he email her his final sign proposal once he has met with the sign maker and from there, she will be able to issue the final approval letter so long as the design reflects changes that the Board and the applicant discussed. Newhall: Motion to approve the sign with black text with a type of illumination, to be discussed and decided upon between the applicant and the sign maker, and upon submittal of the final design to the Board. This motion was seconded by Brusca. All in favor. 4. Approval of Minutes — April 14, 2011 Meeting Newhall: Motion to approve the minutes as presented, seconded by Finch. All in favor. 5.
