2011-04-01BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING THURSDAY, APRIL 7, 2011 LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners DiPaolo, Dettorre, Forgione, Mahoney, Nelson, Vitale, and White ABSENT: Commissioners Barnico and McEvoy PUBLIC: Dave Graham, Ken Robinson, Jim Baker, Charlene Chase, Bill Kossowan, Ron Roma, Bob Wade, and Bill Eason A. CALL TO ORDER: Chairman Vitale called the meeting to order at 7:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for March 2011 —Chairman Vitale called for a reading of the minutes from the March meeting. Commissioner Nelson made a motion to accept the minutes, seconded by Vice Chairman Mahoney. Motion passed unanimously. 3. Reading of the Financial Report — Commissioner White presented the financial report for March 2011. Vice Chairman Mahoney made a motion to accept the report, subject to audit. Motion was seconded by Commissioner DiPaolo and passed unanimously. 4. Presentation(s) — • Dave Graham of Jacobs Engineering talked about a proposed meeting with a Burley Street resident regarding the topping of a tree on his property. • Cat Aviation — Charlene Chase presented plans for the proposed development of a 51' X 50' aircraft storage hangar. Vice Chairman Mahoney made a motion to allow Cat Aviation to proceed with the project, seconded by Commissioner White. Motion passed unanimously. 5. Chairman's Report — Chairman Vitale talked about... • The proposed revision to the Beverly Watershed District Overlay Ordinance • An informative article in the Atlantic Flyer on how to promote airports B. OLD BUSINESS: 1 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING THURSDAY, APRIL 7, 2011 1) Subcommittee Reports • Property/Legal/Finance Subcommittee — Vice Chairman Mahoney talked about Linda McCarthy's desire to renew her lease, and that the City Solicitor had said when her lease terminated it had to go out for RFP. • Noise Abatement Subcommittee — No April noise complaints Facility Maintenance and Website Management Subcommittee — Commissioner Forgione reported there were 259 hits as of 4/7/11 on the airport website. He also talked about plaques being made up for the MIG and helicopter display. And, he will put the information regarding the availability of advertising on airport fencing as well as the list of proposed improvements and hangar development on the website • Public Relations Subcommittee — No Report Environmental Issues Subcommittee (& NSCC Aviation Science Program Update) — No Report • Airport Safety & Security Subcommittee — No Report C. AIRPORT MANAGER'S REPORT: Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee collections, damaged security fencing, helicopter show - and -tell, Mercedes Benz tests, WAAS update, Runway Safety Action Team meeting, runway crack fill and pavement marking program, ID badging, FEMA Disaster Relief for January 12, 2011 snowstorm, and airport maintenance. D. NEW BUSINESS: None E. TENANT COMMENTS: North Atlantic Air — Fuel sales up 13 %, recreational flying is down, aircraft maintenance is down, steady income on the East Side, corporate activity is improving, they were down 9,000 gallons of fuel sales in January due to severe winter weather, they need more corporate tenants and maintenance activity. They are optimistic going into April. COMMISSION COMMENTS: Commissioner DiPaolo suggested getting a hot dog vendor for the Collings Foundation, "Wings of Freedom Tour" visit in September and to place a sign/banner on the East Side parking lot fencing to advertise that advertising is available for a small fee.
