2011-03BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, MARCH 14, 2011 LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners DiPaolo, Forgione, Mahoney, Nelson, Vitale, and White ABSENT: Commissioners Barnico, Dettorre, and McEvoy PUBLIC: Dave Graham, Craig Schuster, Ken Robinson, Jim Baker, Richard Chase, Charlene Chase, Bill Kossowan, Tony Bettencourt, and Bryan Johnson A. CALL TO ORDER: Chairman Vitale called the meeting to order at 7:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for February 2011 —Chairman Vitale called for a reading of the minutes from the February meeting. Commissioner White made a motion to accept the minutes, seconded by Vice Chairman Mahoney. Motion passed unanimously. 3. Reading of the Financial Report — Commissioner White presented the financial report for February 2011. Vice Chairman Mahoney made a motion to accept the report, subject to audit. Motion was seconded by Commissioner DiPaolo and passed unanimously. 4. Presentation(s) — Craig Schuster of Jacobs Engineering updated the commission on the Taxiway `B" Crack Repair Project (Is at 100% Design). It should be available for review late May or June 2011. Design of East Ramp Reconstruction should be in September /October 2011. Dave Graham said George Yardley of FAA said there were no changes regarding the WAAS approach. Dave Graham will also reach out to Mr. Vilarti of Burley Street regarding cutting his trees. 5. Chairman's Report — Chairman Vitale talked about... • The MIT Aero Club wanting to relocate from Bedford to Beverly Airport • An informative article in the Atlantic Flyer regarding attracting new businesses • Potential private hangar development on the Airport's West Side B. OLD BUSINESS: 1 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, MARCH 14, 2011 1) Subcommittee Reports • Property/Legal/Finance Subcommittee — Chairman Vitale and Vice Chairman Mahoney reported on their meeting with the Mayor regarding the Cicoria parcel • Noise Abatement Subcommittee — No Report • Facility Maintenance and Website Management Subcommittee — No Report • Public Relations Subcommittee — Commissioner DiPaolo handed out fence ad flyers. • Environmental Issues Subcommittee (& NSCC Aviation Science Program Update) — No Report • Airport Safety & Security Subcommittee — No Report 2) Proposed Dog Park Proposed dog park use of property in back of the Admin/Maint Building was presented. Commissioner Nelson made a motion to approve the use as presented. Motion was seconded by Commissioner DiPaolo and passed unanimously. C. AIRPORT MANAGER'S REPORT: Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee collections, damaged security fencing, wind tower status, TSA Inspector visit, TXY `B" Crack Repair Phasing Meeting, letters sent to Senators Kerry and Brown urging them not to support a proposed amendment that would reduce federal share of AIP grants from 95% to 75% over a three -year period, February snowstorm status, and airport maintenance. Airport Manager Mezzetti reported on the proposed change of the existing Beverly Watershed Protection Overlay District by the Beverly Safe Drinking Water Alliance. • Airport Manager Mezzetti informed the commission of the FAA's Runway Safety Action Team (RSAT) Meeting at the Airport's Admin/Maint Building on Tuesday, April 12, 2011 at 10:00AM. D. NEW BUSINESS: Commissioner White presented the Airport's Proposed FY12 Budget. Vice Chairman Mahoney made a motion to accept the budget, seconded by Commissioner Nelson. TENANT COMMENTS: • Ace Chase said he is available to help the City with fence line inspections. • Ken Robinson updated the commission on his fuel pricing and said that one of his T- hangar tenants (Darrell Crate) has obtained a CJ Citation Jet. • Jim Baker said the Collings Foundation will be talked to, to try to include automobile displays along with WWII aircraft. • Bill Kossowan said the North Shore Aero Club will hold a Safety Seminar at the Something Different restaurant on Tuesday, April 12, 2011. • Beverly Flight Center will have an Open House in May or June of 2011.
