A regular meeting of the Beverly School Committee was held on Wednesday, October 13, 2010 in the Council
Chambers of Beverly City Hall, Beverly, MA.
Members Present: Mayor Scanlon, Mr. Manzi, Mr. Manzo, Ms. Decker, Ms. Cesa, Ms. Silverstein and Ms.
Fogarty

Call to Order
Ms. Cesa called the meeting to order at 7:05 p.m.

Page LeBlanc led those assembled in the Pledge of Allegiance.
Recognition of Students, Employees and Community Members
Annemarie Cesa and Marie Galinski recognized the following individuals who cleaned up the grounds of
Centerville School prior to the opening of school: Susan Whalen, Lorinda Visnick, Al Visnick, Shirley
Harris, Sherri Otterbein, Grace Otterbein, Maria Decker, Sara Rosetti and Rose Terner
Annemarie Cesa, Marie Galinski and Matt Poska recognized Briscoe Middle School students Ysabelle
Errico and Jessica Goodall, who were selected as the winners of Raytheon's MathMovesU Scholarship.
They each received a $1,000 scholarship with the school receiving matching $1,000 grants per student.

Approval of Meeting Records
A motion was made by Ms. Decker and seconded by Ms. Silverstein to approve the minutes from the
September 15, 2010 Regular School Committee meeting. So voted. (7:0)
Report from Student Representative to the School Committee
Page LeBlanc reported on a discussion about student parking at the high school and extended a welcome
to the NEASC Committee who will be arriving on Sunday, October 17, 2010.
Communications from Committee Members
• Ms. Fogarty received questions about the bullying program, positive communications from constituents
participating in the Strategic Planning survey and inquiries about public visits to the new high school.
• Ms. Silverstein reminded everyone of the Fall Frolic 5K race to be held Sunday at 9:00 a.m. at Lynch
Park. She praised the collaborative effort involved in organizing this event.
• Mr. Scanlon communicated a letter he sent to the City Council regarding potential adverse effects
should ballot Question 3 be approved.

• Mr. Manzi relayed concerns from a number Ayer' parents regarding individuals who bring their dogs to
school during drop off and pick up. He questioned whether the district should install signs asking
people to refrain from bringing dogs on school property. Mr. Manzi remarked on a recent article in the
Salem News reporting on a visit by German Exchange students to BHS.
• Responding to comments by Mr. Manzi, Mr. Manzo defended the practice of bringing family dogs to
pick -up and drop off at the elementary schools. He remarked that installation of signs would do little to
discourage irresponsible dog owners and suggested that the district try to foster understanding by
communicating directly with parents about the issue. Mr. Manzo attended a recent PTO meeting at the
North Beverly School and reported on the presence of a large, involved group of parents committed to
providing enrichment programs to their students.
• Ms. Decker reported on ongoing parking issues and the potential installation of bike racks at the
Centerville school and received inquiries about the MCAS testing schedule. Ms. Decker asked of the
BHS graduation date and the possibility of it being held indoors in the new high school if needed.
• Ms. Cesa asked if there would be any changes to the transportation schedule to accommodate the high
school move and she received an inquiry about student records. She reported receiving positive reviews
on the Briscoe Middle school open house.
Report from the Superintendent
1. Action Items
a. Approval of Overnight Field Trip — MCJROTC
Sgt. Major Ellis requested approval of an overnight MCJROTC field trip to Gettysburg expected to
take place on March 22 -27, 2011.
Following discussion, a motion was made by Ms. Decker and seconded by Mr. Manzo to approve the
overnight field trip to Gettysburg, PA. So voted. (7:0)
b. Approval of Overnight Field Trip — Model United Nations
Ms. Julia Brotherton, BHS social studies educator, reviewed a proposed overnight field trip to a
Model UN Conference at Brown University. She indicated that as many as twelve students are
expected to attend the November 12 -14, 2010 conference.
Following discussion, a motion was made by Ms. Decker and seconded by Mr. Manzo to approve the
overnight field trip to Providence, RI. So voted. (7:0)
c. Approval of Overnight Field Trip — Model United Nations Club
Ms. Brotherton requested approval of a proposed overnight field trip to a Model UN Conference at
Boston University, scheduled to take place February 11 -13, 2011.
Following discussion, a motion was made by Ms. Decker and seconded by Mr. Manzi to approve the
overnight field trip to Boston, MA on February 11 -13, 2011. So voted. (7:0)
d. Approval of Overnight Field Trip — BHS Social Studies Department
Ms. Brotherton requested approval of a proposed overnight field trip for BHS Social Studies students
to attend Project Close UP in Washington D.C.
Following discussion, a motion was made by Ms. Decker and seconded by Mr. Manzi to approve the
overnight field trip to Washington D. C. So voted. (7:0)
e. Approval of Overnight Field Trip — Briscoe Middle School — Grade 6
Assistant Principal Jack Hughes requested approval of an overnight field trip for sixth grade students
to attend a program at Nature's Classroom (located in Charlton, MA and Freedom, NH) on April 11-
15 and April 25 -29, 2011.

Following discussion, a motion was made by Mr. Manzo and seconded by Ms. Decker to approve the
overnight field trip Nature's Classroom on April 11 -15 and April 25 -29, 2011. So voted. (7:0)
f. Approval of Overnight Field Trip — Briscoe Middle School — Grade 8
Assistant Principal Jorge Goncalves requested approval of an overnight field trip for eighth grade
students to travel to New York City on June 9 -10, 2011.
Following discussion, a motion was made by Ms. Decker and seconded by Ms. Fogarty to approve
the overnight field trip to New York City. So voted. (7:0)
g. Approval of Job Descriptions
Dr. Galinski recommended approval of the following job descriptions and evaluation documents for
Related Services Provider and Related Service Provider Assistant. Dr. Galinski indicated that the
Related Service Provider Assistant position falls under Unit A contract and reports to the Special
Education Department.
Following discussion, a motion was made by Ms. Decker and seconded by Ms. Silverstein to approve
the Related Services Provider job description and evaluation document. So voted (7:0)

h. Acceptance of Grants
Dr. Galinski requested that the committee formally accept the attached list of grants.
Following discussion, a motion was made by Ms. Decker and seconded by Ms. Silverstein to approve
recent grants awarded to the Beverly Public Schools for 2010 -2011. So voted. (7:0)
i. Approval of the Winter /Spring 2011 School Committee Meeting Schedule
Dr. Galinski reported that a draft of the school committee meeting schedule for January — June 2011
is included for approval.
Following discussion, a motion was made by Ms. Decker and seconded by Ms. Silverstein to approve
the January —June 2011 Spring School Committee meeting schedule. So voted. (7:0)
2. Informational Items
a. October 1 St Enrollment Update.
Dr. Galinski provided committee members with copies of the October 1 St enrollment numbers and
Free and Reduced Lunch data.
b. BHS Construction Project Update
Dr. Galinski reported the high school renovation project is progressing, with completion of the art
rooms on October 1S A ribbon cutting ceremony has been scheduled for Friday, November 19 th ,
followed by an open house on Saturday, November 20 from 10:00a.m. to 1:00p.m. Details of the
anticipated Thanksgiving week move to the new facility are posted on the BPS website. Following
discussion, no decision was made to change the location of student parking at this time.
Mayor Scanlon reported that State Treasurer Tim Cahill and MSBA Executive Director Katherine
Craven presented a check for $46.8 million to the City towards the BHS construction project on
Monday, October 18
c. Strategic Plan Update

Dr. Galinski happily reported that over 1000 community members have participated in the on -line
Strategic Planning Survey and that survey results are being compiled. The Strategic Planning
Committee will review the compiled data and other information on November 1 St and 2nd
d. Small Learning Communities Grant for BHS
Assistant Superintendent Maryellen Duffy and BHS Principal Sean Gallagher provided information
on the recently awarded Small Learning Communities Grant. This is a very competitive grant and
Beverly High School, who scored 95 points out of a possible 100, was one of very few schools to
receive this grant. Beverly High School is eligible to receive $378,000 per year for five years through
the SLC Grant which will help fund numerous initiatives and professional development.
e. October 8 th Professional Day Calendar
Dr. Galinski stated that the focus of the October 8th Professional Development Day was the new
bullying curriculum. Information regarding this new plan will be submitted to the DESE on
December 10
Report from School Committee President Annemarie Cesa
School Committee Goals 2010 -2011
Ms. Cesa asked committee members for possible 2010 -2011 School Committee goals. After discussion, it was
decided that it would be premature to make any decisions before reviewing data collected and compiled by the
Strategic Planning Committee and study committees. Ms. Cesa anticipates discussion of School Committee goals at
a retreat in January 2011.
Strategic Planning Study Committees Update
Ms. Cesa received the following update from the Strategic Planning Subcommittees Chairs.
Outsourcing /Consolidation (David Manzi, Chair): At the first meeting held on September 21 the eight members of
the committee reviewed current transportation, food services and janitorial services. The next meeting is scheduled
for October 25
Technology (Paul Manzo, Chair): The committee has met twice to discuss areas of major concern, including
maintenance of current infrastructure, professional development, and long range plans at the secondary level. The
committee will meet again on Monday, October 18, 2010.
Facilities (Maria Decker, Chair): The Facilities Committee has met several times and reviewed a data regarding
school and grade configuration and the best use of the current facilities.
Class Size (Karen Fogarty, Chair): The class size group has met twice, with members collecting data regarding class
size history, neighborhood communities, and MCAS scores. They will be meeting again on Thursday, October 14
Committee Reports
Standing Committee on Finance and Facilities (Paul Manzo, Chair)
The Standing Committee on Finance and Facilities last met on Wednesday, September 29, 2010. The
committee received a FYI final budget review and reviewed the revenues and expenses for the FYI
budget. Municipal Commissioner of Public Services Mike Collins provided a summary of work
completed throughout the district while Facilities Engineer Rob Fortado reviewed ongoing work at BHS.
The Standing Committee on Finance and Facilities recommends the approval of one full -time intensive
integrated pre- school teacher and one full -time paraprofessional at the Cove School. The positions, to
start in November 2010, are required due to increased enrollment and will be funded by a transfer from
the Special Education contingency account. Total program costs, including salaries and materials, is
approximately $49,536.
A motion was made by Mr. Manzo and seconded by Mr. Manzi to approve one full -time intensive
integrated pre - school teacher and one full -time paraprofessional at the Cove School. So voted. (7:0)

The Standing Committee on Finance and Facilities recommends the approval of the attached list of
FY2011 start of year budget transfers.
A motion was made by Mr. Manzo and seconded by Mr. Manzo to approve the attached list of FY2011
start of year budget transfers. So voted (7:0)
Standing Committee on Curriculum, Instruction, and Student Life (Maria Decker, Chair)
The Standing Committee on Curriculum, Instruction and Student Life last met on October 6 th and
received post field trip reports from Briscoe Middle School Assistant Principals Jack Hughes and Jorge
Goncalves, on the 6 th Grade Nature's Classroom trip and 8 th Grade New York trip. Joe Clement, district
director of Math and Science for grades 6 -12, reported on the Virtual High School program. Assistant
Superintendent Duffy provided reports on Connect -Ed usage, Internal Assessment schedule and the Race
to the Top initiative.
Upon the recommendation of the Standing Committee on Curriculum, Instruction, and Student Life a
motion was made by Ms. Decker and seconded by Ms. Silverstein to approve the attached policy
regarding "School District Mission" (Section A: Foundations and Basic Commitments). So voted. (7:0)
Upon the recommendation of the Standing Committee on Curriculum, Instruction, and Student Life a
motion was made by Ms. Decker and seconded by Ms. Fogarty to approve the attached policy regarding
"Approval of Handbooks ". So voted. (7:0)
Upon the recommendation of the Standing Committee on Curriculum, Instruction, and Student Life a
motion was made by Ms. Decker and seconded by Mr. Manzo to approve the attached policy regarding
"Homebound Instruction ". So voted. (7:0)
The Standing Committee on Curriculum, Instruction, and Student Life recommends the attached policy
regarding "Discrimination /Harassment" (Section A — Foundations) for a first reading the second reading
will take place at our November 10 meeting and will require a formal (2/3) vote of approval by the
School Committee.
The Standing Committee on Curriculum, Instruction, and Student Life recommends the attached policy
regarding "Bullying Prevention" (Section A — Foundations) for a first reading the second reading will
take place at our November 10 meeting and will require a formal (2/3) vote of approval by the School
Committee.
The Standing Committee on Curriculum, Instruction, and Student Life recommends the attached policy
regarding "Summer School" (Section I — Instruction) for a first reading the second reading will take place
at our November 10 meeting and will require a formal (2/3) vote of approval by the School Committee.
