2010-06-16BEVERLY PUBLIC SCHOOLS Regular Meeting Wednesday, June 16, 2010 Beverly, Massachusetts A regular meeting of the Beverly School Committee was held on Wednesday, June 16, 2010 in the Beverly City Hall, Council Chambers in Beverly, MA. Members Present: Mr. Manzi, Mr. Manzo, Ms. Decker, Ms. Cesa, Ms. Silverstein and Ms. Fogarty Members Not Present: Mayor Scanlon Also in Attendance: Dr. James Hayes, Superintendent of Schools; Dr. Marie Galinski, Assistant Superintendent of Schools; Joan Liporto, Director of Finance and Operations; Donna Bergeron, Administrative Assistant to the School Committee; Page LeBlanc, Student Representative Call to Order Ms. Cesa called the meeting to order at 7 :05 p.m. Pledge of Allegiance Ms. Fogarty led those assembled in the Pledge of Allegiance. Recognition of Students, Employees and Community Members Dr. Hayes and Ms. Cesa recognized the following employees who are retiring for their dedicated service to the Beverly Public Schools: John Allen 32 years of service Chris Virden 12 years of service Cathy Davison 37 years of service Sherry Wagner 21 years of service Dorrie Dawson 33 years of service Kathy Lavoie 20 years of service Jennifer Ferdinand 34 years of service Mike Scaparotti 41 years of service Tony Macone 35 years of service Valerie Molk 35 years of service Jane McHenry 36 years of service Dr. Hayes and Ms. Cesa recognized Page LeBlanc for her contribution as Student Representative to the School Committee. Dr. Hayes and Ms. Cesa recognized Doug Guy, BHS Foreign Language Director, who was selected as the 2010 AATG /MAFLA German Educator of the Year. Dr. Hayes and Ms. Cesa recognized the following teachers, Julia Brotherton, Terry Conant, Patricia Dube and JoAnna Lloyd who successfully completed the TILE Program. Dr. Hayes and Ms. Cesa recognized Mary Brennan, Kerry Richardson, Hayley Carlotto and John Tutty, Jr., BHS DECA students who competed in the International DECA Conference in Louisville, Kentucky. Dr. Hayes and Ms. Cesa recognized the following Centerville students and parents who were members of the winning "Paper Project" Team: Sydney Ruggieri Mrs. Sherrie Otterbein Abbey and Julia Otterbein Mrs. Lorinda Visnick Bryce Visnick Cody Corelli Brianna Snow Sam Abate Amber Hobbs Mrs. Kelly Hobbs Emily & Conor Whalen Mrs. Sue Whalen Ms. Cesa recognized Jim Hayes, Superintendent of Schools upon his retirement after eleven years of service to the Beverly Public Schools, the last six of which were as Superintendent. Open Forum for Citizen Input into Non - Agenda - Related Items Ms. Kathy Whitehair of 7Juniper Street addressed the committee regarding the possible restoration of teaching positions at the middle school. Open Forum for Citizen Concerns or Citizen Input into Agenda - Related Items None Approval of Meeting Records A motion was made by Mr. Manzi and seconded by Ms. Decker to approve the minutes from the May 12, June 16, 2010 Page 2 of 3 2010 Regular School Committee meeting. So voted. A motion was made by Mr. Manzi and seconded by Ms. Decker to approve the minutes from the June 14, 2010 Committee of the Whole meeting. So voted. Report from Student Representative to the School Committee Page LeBlanc reported that finals would begin this week and she was looking forward to the start of summer. Communications from Committee Members ■ David Manzi received communications regarding the FY11 budget, school choice and open enrollment, and restoring cuts at Briscoe. ■ Paul Manzo reported communications regarding potential cuts at all levels and the potential for restoration of positions should funds be made available. Paul also heard from parents concerning implementation of the One to One Laptop program. Mr. Manzo expressed his gratitude to the Cove Elementary School staff and families for the wonderful experience his son has had as a student there. ■ Karen Fogarty characterized parent comments throughout the FY2011 budget development process as passionate and coherent, reminding all that no one likes any of the approved cuts. ■ Kris Silverstein also received communications about FY2011 budget development and class size. ■ Maria Decker received multiple communications concerning the One to One Laptop program and requested that the survey be replaced on the district website. She also received communications about the cost of full -day kindergarten, strings and band. Ms. Decker expressed gratitude to Dr. Wylie, of Endicott College for the use of their facility for recent commencement exercises. ■ Annemarie Cesa received communications regarding the restoration list and commented that school committee members cannot respond to anonymous letters. She reported that the Strategic Planning group met today and they are seeking individuals interested in serving on the committee. Report from Superintendent Hayes 1. Northshore Education Consortium Appointment Dr. Hayes reported that the Board of Directors for the Northshore Education Consortium is comprised of the school superintendents from each of the 18 member districts, with appointments to the Board made by member school committees. Therefore the School Committee is asked to formally appoint Dr. Marie Galinski to this position as of July 1, 2010. A motion was made by Ms. Cesa and seconded by Ms. Decker to appoint Dr. Marie Galinski to the Board of Directors for the Northshore Education Consortium. So voted. 2. 2009 -10 Annual Report Dr. Hayes distributed a draft copy of the 2009 -2010 Annual Report showing the work completed thus far. Dr. Hayes said that this is a work in progress and he has turned it over to Dr. Galinski. He stated that the final document should be completed and ready for distribution next fall. 3. School Health Center at BHS Dr. Hayes informed the committee of a recent agreement reached between the Beverly Public Schools, the Beverly Health Department, and North Shore Community Health, Inc. This partnership will establish and expand access to medical and dental services for school aged children in the City of Beverly. Dr. Hayes stated that services will be provided in the new high school facility in a space specifically designed for these purposes. The proposed lease indicates that the school district would be responsible for heat, electrical, and custodial services. Dr. Hayes reported that the dental equipment at Briscoe would be moved to the new location at the high school. 4. BHS Construction Project Update Dr. Hayes reported that the construction is moving along very well and the frames for the seating are in place in the auditorium. June 16, 2010 Page 3 of 3 Report from School Committee President Ms. Cesa provided an update of the FY11 budget and clarified the $1 M in additional municipal funding. Committee Reports Standing Committee on Finance & Facilities (Paul Manzo, Chairperson) Mr. Manzo reported the Finance & Facilities Committee did not meet last month. Their next schedule meeting is Wednesday, June 23, 2010 at 7:00 p.m. in the Memorial Building. Standing Committee on Curriculum, Instruction, and Student Life (Maria Decker, Chairperson) Ms. Decker reported that the Curriculum, Instruction and Student Life Committee last met on June 2, 2010. At that time they reviewed School Improvement Plans from Principals of the Hannah, North Beverly and Cove Elementary Schools and Principal Gallagher, Beverly High School. Principal Gallagher also presented the committee with two changes to existing policies in the Beverly High School Student Handbook. Ms. Decker stated that the following two policies will need School Committee approval. Upon the recommendation of the Standing Committee on Curriculum, Instruction, & Student Life a motion was made by Ms. Decker and seconded by Mr. Manzi to approve the attached School Tardiness Policy for inclusion in the Beverly High School Student Handbook. So voted. Upon the recommendation of the Standing Committee on Curriculum, Instruction, & Student Life a motion was made by Ms. Decker and seconded by Ms. Fogarty to approve the attached Senior Privilege Pass Policy for inclusion in the Beverly High School Student Handbook. So voted. Upon the recommendation of the Standing Committee on Curriculum, Instruction, & Student Life a motion was made by Ms. Decker and seconded by Ms. Silverstein to approve the attached policy regarding (16A) "Day Trips and Overnight (Domestic) Field Trips" (Section I: Instruction). So voted. Upon the recommendation of the Standing Committee on Curriculum, Instruction, & Student Life a motion was made by Ms. Decker and seconded by Ms. Silverstein to approve the attached policy regarding (16B) "Foreign (Out -of- Country) Trips, & Foreign Exchange Programs" (Section I: Instruction). So voted. Policy Review Subcommittee (David Manzi, Chairperson) Upon the recommendation of the Policy Review Subcommittee a motion was made by Mr. Manzi and seconded by Ms. Decker to approve the attached policy regarding "Contracts for Individually Contracted Employees" (Section G: Personnel). So voted. New Business None Opportunity for Questions from the Press None A motion was made by Ms. Decker and seconded by Ms. Silverstein to adjourn. So voted.
