2010-10-07 CITY OF BEVERLY PUBLIC MEETING MINUTES BOARD: DATE: BOARD MEMBERS PRESENT: BOARD MEMBERS ABSENT: STAFF MEMBERS PRESENT: RECORDER: Design Review Board October 7,2010 Colleen Bruce, Patrick McGowan, William Finch, Jane Brusca Associate Planner Kate Newhall Kate Newhall Bruce calls the meeting to order. Si2n Approval 1. 398-400 Essex Street - Michael Steer. Seaport Si2n Works. 141 Brid2e Road. Salisbury. MA 01952 Mr. Steer of Seaport Sign Works presents the proposal for the multi-business freestanding sign located at 398-400 Essex Street. The proposal shows a 12 sf green sign with three business names and the street address all in white text. The proposal is replacing an existing sign; the new sign will be placed in the same location. Finch praises the design and asks about illumination. Mr. Steer says there will be no illumination. Bruce: Motion to approve the sign design, seconded by Newhall. All in favor. 2. 38R Enon Street - Pacini's Italian Eaterv - Geor2ia Petrakis. 80 Mediterranean Drive. Weymouth. MA 02180 Mr. Petrakis presents the sign proposal for Pacini's Italian Eatery located at 3 8R Enon Street. The proposal includes a wall sign in white with green, red and black text and a freestanding sign panel with the same color scheme. Finch asks about illumination. Mr. Petrakis states that the sign will not be illuminated. Finch asks about the lettering at the bottom. He suggests reducing the number of words "A Taste of Boston's Famous North End." Mr. Petrakis states that it is his slogan for all of his restaurants. Brusca states that she thinks the design with the slogan is fine. Bruce and McGowan feel that the checkerboard pattern on the wall sign is not necessary. Finch does not object to the checkerboard pattern. Bruce: Motion to approve the sign design as presented, seconded by McGowan. All in favor. DRB October 7,2010 Page 2 of3 3. 55 Dod2e Street/N orth Beverly Plaza - Mikado Asian Cuisine - Grant Gao. Excel Si2ns. 259 Quincy Avenue. Quincy. MA 02169 Mr. Gao of Excel Signs in Quincy presents the sign proposal for Mikado Asian Cuisine, which will be located in the North Beverly Plaza. The wall sign will consist of internally illuminated individual letters in orange, red, and green all outlined in silver. The sign will also feature a large circle representing a sun. Gao states that the landlord wants the letters to be a maximum of 24". Finch states that he visited the site and thinks that the sign, as presented, will be crowded in the gable. He believes it should be scaled down. Gao states that the whole sign will be scaled down by 15%. He stated that the taller letters will be a maximum of24" and the smaller letters will be 6.8" in height; the total height for the two lines of text and the blank space in between the two lines will not exceed 3 5.5". McGowan states that he believes 24" is still too tall. Finch likes the design, but he also has concerns about the size. Gao states that most of the letters in the main line of text will be 19", with only a few at 24". Gao is able to alter the sign design on his IP AD to show the Board what the sign will look like with the new text height. The Board is in support of the new size of text. Bruce: Motion to approve the sign design with the maximum height of the tallest letters at 24" with most of the letters at 19", seconded by McGowan. All in favor. 4. 136 Dod2e Street - Freedom Verizon Wireless - Kevin DU22an. Metro Si2n and Awnin2. 170 Lorum Street. Tewksburv. MA 01876 Mr. Duggan presents the design for the awning at Verizon Freedom Wireless at 136 Dodge Street. The black awning will feature red and white text and the Verizon logo on all three sides. Mr. Duggan recognizes the zoning requirement for smaller letters. He says that the client needs more visibility, therefore taller letters. The application does not reflect the accurate size of the letters. They will be only 25.3" in height, not 36" as written. Bruce asks why the name Verizon isn't the larger name. Duggan responds that the client calls his business Freedom, not Verizon. Duggan asks that the Board approve the design in their quest for a variance. Finch does not support the height of the letters as they are presented. DRB October 7,2010 Page 3 of3 Duggan feels that due to the streetscape, the size of the letters is necessary. He believes that the 6" letters will not be seen. Brusca feels that since they have other signs, then the letter height on the awning is excessive. Finch advocates for a wall sign in the sign band, rather than putting all of the text on the awning. Manny Janard, the owner, states that the awning sign is replacing what was already existing, but he does not have a photo of what was up previously. Duggan asks if the Board would support l' letters. The Board is not in support. Duggan asks about the color scheme. The Board is fine with the red, black and white. Brusca has a problem with the number of signs on the building should the awning be approved (5 in total). She feels that it is excessive. The Board is not willing to compromise on the 6" max height of the letters. They will approve the awning so long as it is according to the zoning code. Newhall states that she would like to see a revised drawing prior to sending an approval letter. Bruce: Motion to recommend acceptance of the proposal with changes to meet code, seconded by Brusca. All in favor. 5. 62 Dunham Road - Backsta2e Bistro - Mark McDonou2h. 62 Dunham Road. Beverly. MA 01915 Mr. McDonough presents his sign proposal for the Backstage Bistro located adjacent to the North Shore Music Theater property. The proposal shows a 160 sf sign, but due to zoning, the size will be reduced to 100 sf. The design will remain the same: white background, with red and black text, illuminated with external spotlights. Finch asks how high the sign will be hung. McDonough states that the sign will hang from the pergola so that the sign can be visible from 128. Brusca: Motion to approve the sign design as presented with the size reduced to a maximum of 100 square feet, seconded by Bruce. All in favor. Approval of Minutes - September 2. 2010 Meetin2 Finch: Motion to approve the minutes, seconded by Bruce. Motion carries 4-0 (Voting members are Bruce, Finch, McGowan and Newhall). New/Other Business Mr. McDonough brings a visibility issue to the Board regarding his restaurant at the North Shore Music Theater. The Board discusses ways to use signage to create more visibility for the restaurant. Meeting is adjourned at 8.
