The meeting is called to order at 8:30 a.m.
Shairs introduces Bill Page who will be replacing him as the Police Department
representative on the Parking and Traffic Commission. Benevento welcomes Page to the
Commission.
1. Approval of Minutes: July 6, 2010
Cassidy:
motion to table the approval of the minutes of the June 1, 2010 Parking
and Traffic Commission meeting because there are only three members
present who can vote on them at this time. Fiore seconds the motion, all
members in favor. The motion carries 3-0.
2. Discussion: City Council Order #112: Review and recommendation to City Council
on current egress/access to Cole Street community gardens / Councilor Judith
Cronin
Cassidy reports that a neighbor to the Cole Street Community Gardens have
raised issues with the access arrangement on the site. She explains that she and
Bent met with Mike Collins on site. Collins explained that the land is slated to be
used as a municipal cemetery in the future and his suggestion would be for the
Parking and Traffic Commission to recommend to the Board of Cemetery
Commissioners that they hire a consultant to layout the parcel (i.e. roads, paths,
etc.) to maximize its use as a cemetery. With that layout completed the City
would know the optimum locations for an exit and entrance and could consider
relocating the current exit and entrance to those preferred locations.
Cassidy also notes that the brush along the front of the property provides a buffer
for the neighbors and that selective brush clearing should be considered. She
notes that Collins' department mows the parcel once a year. Cassidy adds that
Mike Collins indicated his intention is to clear brush on site this fall.
Shairs notes that the neighbors' immediate concern is parking issues III the
neighborhood.

Benevento agrees with the suggestions and asks for a motion.
Cassidy :
motion that the Parking and Traffic Commission recommend to the City
Council that the Board of Cemetery Commissioners hire a consultant to
layout and develop a master plan for the site as a cemetery. Fiore
seconds the motion, all members in favor. The motion carries 4-0.
3. New or Other Business
Membershio
Cassidy notes that Sheila Field resigned from her position as Director of the Chamber of
Commerce and therefore as the Chamber's representative on the Commission. She states
that she will check with Mayor Scanlon on the appointment of a new member which may
be the Chamber's new executive director.
Benevento notes that Sgt. Shairs is being replaced by Sgt. Page and thanks Shairs for his
outstanding service and for all of his help during his tenure on the Commission.
Benevento reviews the functions and procedures of the Commission with Sgt. Page.
Chan2:es to the Entrance and Exit of the Parkin2: Lot at the Beverlv Public Librarv
Benevento notes that the Commission recommended changes to the entrance and exit at
the Beverly Public Library at a recent meeting. Cassidy states that if the proposed
changes could be enacted it would be much more convenient for Library users and
suggests that perhaps Mike Collins would have to do the work. Shairs notes that the
signs are clearly posted and marked. Fiore suggests that a left turn only sign be posted on
the back of the entrance sign.
Benevento suggests that the Commission reaffirm its recommendation to support the
changes to the Library's exit and entrance locations on Winter Street and that appropriate
signage changes be made (including an "Enter Here" sign) to reflect them.
Shairs suggests that a change to the City Ordinance may be required to change current
parking prohibitions on Winter Street. He also suggests that details of any changes
should be worked out with the Police Department's Traffic Sergeant and the Public
Services Department.
Parkin2: Meter Reolacement
Cassidy updated the Commission on the replacement of parking meters around the city.
She explains that they are hoping to start replacing the meters in the municipal parking
lots soon, as part of the parking lot improvement project.

Benevento asks if there is any other business for the Commission to conduct. There is
