Scanlon, Jr., Mayor Refer to LeQal Affairs Communications from Other City Officers and Boards: #149A August 9, 2010 The Honorable Beverly City Council City Hall, 191 Cabot Street Beverly, MA 01915 RE: CITY COUNCIL ORDER #149: RECOMMENDATION REGARDING ON-STREET PARKING ON LAUREL STREET BETWEEN BUDLEIGH AVENUE AND DODGE STREET Dear Honorable Council: The Parking and Traffic Commission recently considered a modification to the on-street parking regulations for a segment of Laurel Street in North Beverly. The Commission respectfully recommends that you consider prohibiting on-street parking on Laurel Street between Budleigh Avenue and Dodge Street to improve traffic flow and vehicular safety in this location. This request is based on an on-site review and recommendation from Traffic Sgt. Joe Shairs. Please be advised that following the Commission's discussion on the matter, members voted unanimously to recommend that the City ordinances be modified to prohibit on-street parking as described above and that "No Parking" signs be erected as required. If you have any questions regarding the Commission's vote, please do not hesitate to contact me or City Planner Tina Cassidy. The Commission respectfully recommends that you consider posting a "No Parking" sign in front of #122 Water Street (at the intersection f Water Street and Silver Court) to eliminate an unsafe and inconvenient situation tat arises when trucks and boats attempt to enter/exit the Jubilee Yacht Club property. This request is based on an onsite review and recommendation from Traffic Sergeant/Safety Officer Joe Shairs. CITY OFFICERS - Add the Mayor to the list of City Officers, along with any other Department Heads it considers appropriate; 2. TERMS OF OFFICE - That Mayoral appointments to Department Head / City Officer positions be coterminous with the Mayor's own term (not applicable to the Police and Fire Chiefs' positions ); 3. BEVERL Y HARBOR MANAGEMENT AUTHORITY - The enabling legislation for this entity may not reflect its current duties and responsibilities, and should likely be revised and updated; 5. ENGINEERING SECTION - Chapter 20 be revised and updated in accordance with the changes submitted by that Department; 6. FEES - All references to fees in the Ordinance document either be deleted entirely or updated on a regular basis, and all fees charged to the public be subject to Council review and approval; 7. ANNUAL REPORTS - All Boards and Commissions, if this is not already the case, be required to submit a report to the Council at the end of the Fiscal Year, summarizing their major activities and actions for the Fiscal Year just ended (similar to the Mayor's "Report on Financial and Administrative Activities" for those Departments reporting to that Office; 8. MUNICIPAL HEARING OFFICERS - Having established these positions and designated employees to fill them, those actions which properly belong to the positions be performed accordingly; 9. QUALIFICATIONS FOR POSITIONS - Where these exist in the current Ordinance document, they be retained; where they do not, they should be developed and included in same; 10. COMMISIONER OF PUBLIC SAFETY - Eliminate this position and all from the Ordinances; references to it 11. ADMINISTRATIVE CODE" - Clarify the existence of this document (City Organization Chart) and references to it in the Ordinances vis-a-vis the Charter. Respectfully submitted D.
