MINUTES OF THE REGULAR MEETING

PRESENT: Commissioners Barnico, Dettorre, DiPaolo, Forgione, Mahoney, McEvoy, and
Vitale

PUBLIC: Dave Graham, Craig Schuster, Ken Robinson, Jim Baker, Richard Chase, Charlene

A. CALL TO ORDER:
Chairman Vitale called the meeting to order at 7: 00 PM.
1. Pledge of Allegiance
2. Reading of the Minutes for August 2010 - Chairman Vitale called for a reading of
the minutes from the August meeting. Commissioner Dettorre made a motion to
accept the minutes, seconded by Vice Chairman Mahoney. Motion passed
unanimously.
3. Reading of the Financial Report - No Report
4. Presentation(s)-
. Jacobs Engineering - Craig Schuster updated the commission on the upcoming
5-Year C.I.P. meeting and that the Airport Layout Plan Update comments
from FAA and MassDOT/Aviation Division were back and being compiled.
Dave Graham discussed P API's and recommended the best way to get them
was to piggyback them with a C.I.P. project.
5. Chairman's Report - Chairman Vitale....
. Introduced the new Control Tower Chief, George Ellingwood
. Thanked Ken Robinson, Jim Baker, and Richard Chase for their contributions
to the airport cookout
. Announced that because of the Columbus Day holiday, the October BAC
meeting would be held on Tuesday, October 12, 2010
. Talked about the new State Open Meeting Law

B. OLD BUSINESS:
1) Subcommittee Reports:
. Property/Legal/Finance Subcommittee - Vice Chairman Mahoney talked about
the parcel award to Cicoria Tree Service. He said they wanted more land for
better access.
. Noise Abatement Subcommittee - No August 2010 noise complaints
. Facility Maintenance and Web site Management Subcommittee - Commissioner
Forgione reported that he had placed the memorial ceremony for Michael
Costales on the airport web site, that the site received 1,501 hits in August, and
that he will add information on the Collings Foundation, Wings of Freedom
Tour visit to BVY.
. Public Relations Subcommittee - Commissioners McEvoy and DiPaolo
updated the commission on the parking lot fence signs and stated that sign
flyers would be sent out to the Chamber of Commerce, Rotary, and local
businesses. Commissioner McEvoy also discussed a photo industry web site.
. Environmental Issues Subcommittee (& NSCC Aviation Science Program
Update) - Commissioner Barnico introduced John Bosco, Administrator for
the NSCC Aviation Science Program. Mr. Bosco said the Aviation Science
Program has 30 students enrolled and 17 out of 18 seats are filled for ground
school. Commissioner Barnico said there were 118 corporate landings at BVY
in July 2010.
. Airport Safety & Security Subcommittee - No Report
C. AIRPORT MANAGER'S REPORT:
Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee
collections, airport consultant RFQ's, Hutchins' Eminent Domain Easement and Tree Taking,
airport fatality, Collings Foundation Wings of Freedom Tour, crack repair experiment, and
airport maintenance.
D. NEW BUSINESS:
None
E. TENANT COMMENTS:
. Ken Robinson of North Atlantic Air said airport priority should be better approaches
and lighting instead of pavement.

. Richard "Ace" Chase updated the commission on the proposed disaster drill and a
disaster drill academy. He also noted he has two new aircraft parking customers.
. Tom Lyons provided an update on Civil Air Patrol activities.

Motion to adjourn made by Commissioner DiPaolo, seconded by Commissioner Dettorre.
Motion passed unanimously at 9:25PM.
