2010-08-12 CITY OF BEVERLY PUBLIC MEETING MINUTES BOARD: SUBCOMMITTEE: DATE: BOARD MEMBERS PRESENT: BOARD MEMBERS ABSENT: STAFF MEMBERS PRESENT: OTHERS PRESENT: RECORDER: Design Review Board August 12,2010 Colleen Bruce, Patrick McGowan, William Finch Jane Brusca Associate Planner Kate Newhall Kate Newhall Bruce calls the meeting to order. Si2n Approval 1. 224 Elliott Street - Stop & Shop - A2noli Si2ns Co. Inc. 722 Worthin2ton Street. P.O. Box 1055. Sprin2field. MA 01101 Ms. Christina Moreau of Agnoli Signs Co. Inc. presented the proposal for 224 Elliott Street's Stop & Shop. For the pylon sign, she states that she's only changed the logo on the panels; the size will remain the same. Bruce asks about the white background. Ms. Moreau states that over time the white face fades to a yellow, which is what happened to the original signs. The pylon signs will continue to be internally illuminated. Newhall suggests using a less stark white background or off-white instead of the bright white. Mr. Finch arrives. Ms. Moreau presents the wall signs. Mr. Finch asks about the fa<;ade banding that currently exists. Ms. Moreau states that her client will be painting it gray to blend with the fa<;ade. Finch states his opposition to this plan; he would like to retain the banding and shift the text of the wall sign below the horizontal line with a slight overlapping of the logo. Ms. Moreau states that her client would be willing to do that. McGowan asks about the welcome signs. Ms. Moreau states that those signs will be against the brick wall, not hanging down from the front fa<;ade. Finch: Motion to approve the sign design with the recommendations to change the background color of the pylon signs to off-white and to move the large wall sign to below the band on the fa<;ade and have the logo overlap the detail, seconded by Bruce. All in favor. DRB Aprill,201O Page 2 of3 2. 203 Essex Street - Montserrat Barber Shop - Marlene Moroney. 16 Robinson Road. Beverly. MA 01915 Ms. Moroney presented the sign and the striped barber pole. Finch asks about the sign on the door. Ms. Moroney states that it directs people into her barbershop. The door sign will be individual letters. Finch suggests eliminated the arrow on the door and simply using text to direct customers to the correct door. McGowan asks how far away the pole will stick off the wall. The whole thing will only be 10" from the fa<;ade of the building when mounted. The pole will be illuminated. Ms. Moroney states that the panel sign will not be illuminated. Bruce: Motion to approve the sign and barber pole design as presented, seconded by Finch. All in favor. 3. 8 Enon Street - North Shore 104.9 - Patrick Belmonte. 8 Enon Street. Beverly. MA 01915 Mr. Belmonte presents the sign design for identical primary and a secondary signs on the building at 8 Enon Street. Finch asks if the new sign fits into the sign band. Mr. Belmonte states that it will. Finch states that there are a lot of words in the sign. Mr. Belmonte responds that the words constitute the logo. He also explains that the station has a contract with the Red Sox and must include the team logo. Bruce asks about the letter height. She feels that the text is very congested. Mr. Belmonte states that the text under the 104.9 is necessary to alert passersby that it is in fact a radio station. Finch feels that the text represents advertising, not for business location/orientation purposes. Additionally, the size of the letters will be very small since there is only 18" of height for the entirety of the sign. Mr. Belmonte states that the text is on all of the branding materials and is part of the company logo. He states that it is what the station is, not advertisement. Newhall suggests strongly recommending removing the bottom text to improve the visual appearance. Also, to include the zoning provision that states signs are meant for location only, not advertising. Newhall: Motion to approve the sign design with the recommendation to either eliminate the bottom line of text or reduce it to read, "Hometown Radio", seconded by Bruce. All in favor. New/Other Business Si2n Review: 37 Enon Street - Stop & Shop - A2noli Si2ns Co. Inc.. 722 Worthin2ton Street. P.O. Box 1055. Sprin2field. MA 01101 Ms. Moreau presents the sign proposal for the Enon Street Stop & Shop location. The same issue with the background color of the pylon replacement panel. The board would like the client to use a less stark white or off-white as the background color. The text and logo on the pylon sign are fine. The client will be painting a purple band on the fa<;ade in addition to the new signage at this location. The purple is the new branding color for the chain. Ms. Moreau states that the alternative to the purple band would be to leave the building as is with the tan fa<;ade. Finch suggests only having a purple band across the two entryways and below the primary wall sign. Ms. Moreau states that her client is not willing to reduce the banding in this way; the building will either have a purple band across the whole front fa<;ade or it will have nothing. Bruce would like to eliminate the purple band. McGowan feels that the purple band constitutes a sign and should not be included. Newhall is in favor of having the purple banding. Ms. Moreau says that her client will not use the purple. This means that the two welcome signs will be illuminated purple text and the Citizen's bank will be illuminated green and possibly be moved to the middle of the sign. McGowan: Motion to approve the sign design, eliminating the purple band and changing the background color of the pylon sign from white to off-white, seconded by Finch. All in favor. Meeting is adjourned at 7:30.
