A. CALL TO ORDER:
Chairman Vitale called the meeting to order at 7: 00 PM.
1. Pledge of Allegiance
2. Reading of the Minutes for April 2010 - Chairman Vitale called for a reading of the minutes from
the April meeting. Commissioner White made a motion to accept the minutes, seconded by Vice
Chairman Mahoney. Motion passed unanimously.
3. Reading of the Financial Report - Commissioner White presented the financial report for April
2010. Commissioner Forgione made a motion to accept the report, subject to audit, seconded by
Commissioner McEvoy. Motion passed unanimously.
4. Presentation(s)-
. Clark L' Abbe discussed the Collings Foundation Wings of Freedom Tour and how last year's
attendance was down. He suggested the commission consider lowering the $2,500 fee that
Collings pays the commission.
5. Chairman's Report - Chairman Vitale....
. Updated the commission on the City Solicitor and the Hutchins' eminent domain tree taking.
B. OLD BUSINESS:
1. Subcommittee Reports:
. Property/Legal/Finance Subcommittee - Vice Chairman Mahoney went through his timeline
of tasks related to the RFP to be opened on 6/7/10. He mentioned that parcel sale delays
could affect our FY13 and FY14 capital projects. Vice Chairman Mahoney suggested forming
an ad hoc committee to look at the new ALP and to prioritize our C.I.P. projects.

. Facility Maintenance and Web site Management Subcommittee - Commissioner Forgione
conducted a facility maintenance inspection on 5/12/10. Commissioner Forgione and
Commissioner McEvoy will work together on a movie link for the airport web site.
. Public Relations Subcommittee - No Report
. Environmental Issues Subcommittee (& NSCC Aviation Program Update) - Commissioner
Barnico reported that NSCC expects to get their accreditation approval.
. Airport Safety & Security Subcommittee - No Report
. Airport Operations - John Duval reported on his airport inspections.
C. AIRPORT MANAGER'S REPORT:
Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee collections,
April noise complaints (None), Airport Layout Plan Update (ALPU), Ames' hangar status, Kawasaki mule
acquisition, state mosquito control MOU, sewer line blockage at Building #54, Aircraft Sales Tax Exemption
(to remain), and an airport presentation and tour given to 20 Salem State students by the Airport Manager.
D. NEW BUSINESS:
. Approved request from Northeast Massachusetts Mosquito Control & Wetlands Management District
to allow their aircraft to base themselves at BVY when needed
E. TENANT COMMENTS:
. Ace Chase talked about having an Aviation Flea Market at BVY in early September and possibly at
the same time as the Wings of Freedom visit. He also mentioned growth along fence lines, no deer
sightings, but the continued presence of coyotes.
. Ken Robinson discussed the FAA Part 141 Program and requested the commission (Commissioner
Forgione) get a GPS address for the West Side.
F. COMMISSION COMMENTS:
. Commissioner Barnico talked about BVY activities on "Learn To Fly" Day.
G. ADJOURNMENT:
Motion to adjourn made by Commissioner White, seconded by Commissioner Barnico. Motion passed
unanimously.
