2002-09-09BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING SEPTEMBER 9, 2002 PRESENT: Commissioners Barnico, Duval, Lydon, Mahoney, Nelson, Simpson, Tognazzi, Trask, Vitale, and White ABSENT: None PUBLIC: Ken Lewis, Ken Robinson, Linda Johansen, Nick Treantos, Glenn Smart, and Rich Mello A. CALL TO ORDER: Chairman Vitale called the meeting to order at 7:00PM. 1. Presentation: · Edwards & Kelcey Update – Glenn Smart updated the commission on the environmental portions of grants e.g. all wetlands have been delineated, all town ConComs will walk the wetland lines for verification, permitting (if needed). 2. Reading of the Minutes for August 2002 – Chairman Vitale called for a reading of the minutes from the August meeting. Vice Chairman White made a motion to accept the minutes, seconded by Commissioner Mahoney. Motion passed unanimously. 3. Reading of the Financial Report – Chairman Vitale called for a reading of the financial report. Vice Chairman White gave the financial report for August 2002. Commissioner Duval made a motion to accept the financial report subject to audit, seconded by Commissioner Tognazzi. Motion passed unanimously. B. OLD BUSINESS: Sub-Committee Reports · Property/Legal/Finance Subcommittee – Commissioner Mahoney informed the commission on the status of the Hangar #4 preliminary lease and the proposed North Atlantic Air sublease. Commissioner Mahoney made a motion to accept the North Atlantic Air sublease, seconded by Commissioner Tognazzi. Motion passed unanimously. · Public Relations Subcommittee – Commissioner Simpson updated the commission on the airport informational brochures he has been working on. Commission Simpson also provided information on a transponder landing system that would lower our height minimums and benefit the airport. The system is to be pursued for BVY. 1 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING SEPTEMBER 9, 2002 Commissioner Trask talked about the next Airport Aviation Day and other added attractions that may be added. · Facilities and Maintenance Subcommittee – Commissioner Tognazzi informed the commission of upcoming tenant inspections and inaction of Aviators of New England from previous inspections. The Airport Manager will send a letter to Harry Wheeler (leaseholder) to a.) pay rent arrears within five (5) days of receipt of letter and b.) cure A.N.E. maintenance breaches within thirty (30) days. Commissioner Tognazzi asked about available budget money for airport landscaping. $2,500 was approved (no vote) to spend on shrubs to help beautify the Airport. C. NEW BUSINESS: · North Atlantic Air Sublease – (See Property/Legal/Finance Subcommittee Report) · Airport Manager’s Memoranda – Airport Manager talked about the “Airport Manager’s Memoranda” rule from the airport rules and regulations. D. AIRPORT MANAGER’S REPORT: Airport Manager Mezzetti informed/updated the commission on Gurnard, landing fees, traffic count, airport insurance quotes, advanced driver training use of airport, M.A.C. airport security funds, industrial parcel interest, emergency procedures meeting, additional year-round hunter, added restaurant hours, and Wenham tax appeal.
